Abadeen & PERIFA to bring Woolloomooloo Wharf-inspired waterfront precinct to Putney

<p>Sydney's off the plan apartment market has been buoyant so far in 2024.</p>

<p>The expectation at the start of the year was that there would be a spike in buyer sentiment with more positive news about inflation and interest rates, and buyers would come flooding back into the sector.</p>

<p>It's not quite panned out that way. With a cut likely pushed into 2025 or further, the&nbsp;spike developers and project marketers were forecasting failed to materialize.</p>

<p>That being said, there was plenty of activity in Sydney's off the plan apartment development space, far-reaching across the whole of the city.</p>

Top Spring's <a href="https://www.urban.com.au/new-apartments/the-newlands-st-leonards-21-41-canberra-avenue-st-leonards">The Newlands</a> continues to break records in <a href="/new-apartments/st-leonards-nsw-2065">St Leonards</a>, while First Quadrant and Qualitas quickly sold out the first stage of their <a href="https://www.urban.com.au/new-apartments/willoughby-grounds-5-walter-street-willoughby">Willoughby Grounds</a> project, breaking apartment sale prices for the area in the process.</p>

<p>Developers are now waiting on the weather, preparing their marketing material during winter, waiting to push the go button come September and get their projects in market for the famous spring and summer selling seasons Sydney so famously enjoys.</p>

<p>Clutch is set to make a big splash in the Eastern Suburbs market later this year.</p>

<p>As they approach completion of their luxury Bellevue Hill apartment developer MIRA Bellevue Hill, Clutch will launch <a href="/new-apartments/avra-bondi-beach-141-155-curlewis-street-bondi-beach-nsw-2026">Avra</a> just 18 luxury apartments at 141-155 Curlewis Street, about 150 metres from Campbell Parade.</p>

<p>Clutch is planning to go back to back in the affluent East. They're looking at launching Margaux, another luxe development in Edgecliff, around the same time as Avra.</p>

<p><a href="https://www.urban.com.au/new-apartments/margaux-edgecliff-440-edgecliff-road-edgecliff">Margaux</a> will comprise just eight three-bedroom apartments, not far from Woollahra Village.</p>

<p>There's a huge focus on the interiors at Margaux. <a href="https://www.urban.com.au/developers/clutch-capital">Clutch</a> has used Decus, a local interior design firm who has an enviable portfolio working on some of Sydney's finest homes. Margaux will be the first ever mutli-residential off the plan apartment development Decus has worked on.</p>

<p>On offer will be four full-floor, penthouse-style apartments and four split-level apartments, each extending onto generously sized balconies or terraces, positioned to flow from primary living spaces and take advantage of the site's northernly aspect.</p>

<p>A communal open space will include a pool, lounge and outdoor seating. CBRE is marketing both Avra and Margaux.</p>

<p>Fabrizio Perilli's&nbsp;<a href="https://www.urban.com.au/developers/perifa">PERIFA</a> is partnering up with Justin Brown's&nbsp;<a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> to create a new waterfront precinct in <a href="/new-apartments/putney-nsw-2112">Putney</a>, intending on creating a premium mixed-use development on the harbour.</p>

<p>Luxury developer&nbsp;<a href="https://www.urban.com.au/developers/fortis" target="">Fortis</a>&nbsp;is set to develop its first project in&nbsp;<a href="/developments/elizabeth-bay-nsw-2011">Elizabeth Bay</a>.</p>

<p>Regency House will home 22 apartments across two buildings that will front two of Elizabeth Bay's best streets, Onslow and Billyard Avenue.</p>

<h2><b>What: Melrose Central - 494 apartments above mixed-use precinct</b></h2>

<p>Busy Sydney developer <a href="https://www.urban.com.au/developers/deicorp?referrer=Deicorp">Deicorp</a> is turning a 55-hectare patch of dirt just outside of Parramatta into a full mixed-use community.</p>

<p>Deicorp, who are teaming up with fellow developer <a href="https://www.urban.com.au/developers/payce-consolidated-limited">PAYCE</a> on the huge $700 million project dubbed <a href="/new-apartments/melrose-central-melrose-park-657-661-victoria-road-melrose-park-nsw-2114">Melrose Central</a>, engaged Turner Architects to draw up the plans.</p>

<p>Melrose Central will feature a major supermarket and several&nbsp;specialty stores, as well as outdioor dining spaces and health and wellness facilities. It will be well-connected to the rest of Sydney with the second stage of the&nbsp;Parramatta Light Rail to run right outside.</p>

<h3>What: Mixed-use precinct with 373 apartments and 17 retail spaces</h3>

<p>Builder developer DASCO is looking to launch their recently acquired Waterloo masterplan.</p>

<p><a href="/builders/dasco-australia">DASCO</a>, a 4.5-star iCIRT-rated builder, secured a 1.7-hectare site at 903-921 Bourke Street, a former industrial site on the corner of Bourke, McEvoy and Young streets, from Melbourne developer Dahua earlier this year.</p>

<p>It was sold with&nbsp;development approval for a new mixed-use precinct with around 370 apartments and retail and commercial spaces.</p>

<p>The six new buildings, not including the two heritage-listed buildings that will be restored, will be focused around a central plaza with retail space and new parks&nbsp;with lush landscaping and multiple public art installations.</p>

<p>Two buildings will flank Young Street, one being the tallest tower proposed. Described as a stepped tower with family-targeted terraces that address the park, the building will have 147 apartments across its 20 levels.</p>

<p>Next door will be a six-storey plaza building with 23 apartments, defined as "quirky" by Bates Smart, while along Young Street there will be two other buildings, one with 21 apartments and the other with 32 apartments, designed by Richards and Spence who worked in collaboration with Bates Smart on the tower and the plaza.</p>

<p>"The quirky 6-storey plaza building defines the heritage square, with clear reference to the industrial brick buildings of the past," the design statement as part of the 2022 development submission noted.</p>

<p>There will be a further two buildings facing Bourke Street, designed by architect MHNDU in collaboration with Fieldwork. They will have a combined 150 apartments, taking the total number of apartments across the precinct to 373 apartments.</p>

<h2>Who: Orosi</h2>

<h3>Where: 1 The Avenue, Rose Bay</h3>

<h3>What: 50 luxury apartments next to Royal Sydney Golf Club</h3>

<p>Eastern Suburbs developer <a href="https://www.urban.com.au/developers/orosi">Orosi</a> is taking on its largest project to date, which will also be one of the largest the affluent Rose Bay has seen in years.</p>

<p>The integrated developer, who serves as both the architect and builder of its projects, will be <a href="https://www.urban.com.au/new-apartments/orosi-rose-bay-1-the-avenue-rose-bay">launching the new development</a> in the coming months, some 50 two and three-bedroom apartments&nbsp;across a structure that ranges from four to five levels.</p>

<p>There will be 34 two-bedroom apartments and 16 three-bed apartments.</p>

<p>Orosi,&nbsp;led by Founder and Managing Director Hamid Samavi, secured the vast 3,000 sqm gateway site, a two year-long amalgamation of several lots over The Avenue,&nbsp;<a href="/buildings/dusk-625-627-old-south-head-road-rose-bay">Old South Head Road</a>&nbsp;and William Street, last year.</p>

<p>The building,&nbsp;across the road from the Royal Sydney Golf Club, will be divided into two adjacent, inter-connected buildings to reduce its overall bulk, setting back the development from The Avenue and William Street boundaries.</p>

<p>"The apartments are on the larger side, so they will suit a wide range of demographics, not just downsizers,"&nbsp;Samavi told Urban, adding that&nbsp;the vision is to create an iconic landmark that serves as a welcoming gateway to&nbsp;<a href="/new-apartments/rose-bay-nsw-2029">Rose Bay</a>.</p>

<p>"OROSI&nbsp;<a href="/new-apartments/rose-bay-nsw-2029">Rose Bay</a>&nbsp;will set a new benchmark for architecture and sustainability in The Eastern Suburbs, featuring state-of-the-art facilities and curated retail spaces, including a Kosher café, an organic restaurant, and Sydney’s most iconic wellness centre," Samavi said.</p>

<h3>What: 21 luxury three-bedroom apartments&nbsp;</h3>

<p>Prominent Wollongong developer <a href="https://www.urban.com.au/developers/level-33">Level 33</a> will be launching its first development in Kiama.&nbsp;</p>

<p>PBD designed the four-level building with just 15 apartments above two levels of basement parking at <a href="https://www.urban.com.au/new-apartments/19-21-bourrool-street-kiama">19-21 Bourrool Street</a>, at the south end of the Kiama Surf Beach.</p>

<p>The proposed residential flat building is designed to respond cohesively to the existing and desired future character of the neighbourhood streetscape with appropriate build form and material palette that respond thoughtfully to the immediate context.</p>

<p>The 15 three-bedroom apartments are inline with the apartment sizes within the area, architect PBD suggests. They said the proposal reflects current market demands in relation to typologies and living patterns in the local area.</p>

<p>They have another project in Kiama, having acquired the Akuna St car park for $28 million last year. They’re planning a shoptop development with 82 apartments above a retail precinct with 24 tenancies, two major supermarkets, and 344 basement car parking spaces.</p>


The eight hottest off the plan apartment developments coming to Sydney in 2024

<p>Sydney's urban sprawl has seen developers look for opportunities outside the confides of the Sydney CBD and its immediate surrounds.</p>

<p>We've looked at the top five apartment developments west of Sydney, ranging from harbourside Putney to Sydney's second CBD, Parramatta, all of which are expected to launch in 2024.</p>

<h2>Project: Marquette &amp; Mary</h2>

<h2>Location: 4 Mary Street, Rhodes</h2>

<h2>Developer: Deicorp</h2>

<p>This year&nbsp;<a href="https://www.urban.com.au/developers/deicorp" target="">Deicorp</a>&nbsp;will launch <a href="/new-apartments/marquet-mary-rhodes-1-9-marquet-street-rhodes-nsw-2138">Marquette &amp; Mary</a>, their&nbsp;$310 million,&nbsp;<a href="https://www.urban.com.au/architects/fender-katsalidis-architects" target="">Fender Katsalidis</a>-designed mixed-use tower in&nbsp;<a href="/new-apartments/rhodes-nsw-2138">Rhodes</a>. There will be 214 apartments across the 32-level building.</p>

<p>The City of Canada Bay Council Design Jury for the design excellence competition selected FK’s design for its “elegant internal apartment planning, the tripartite vertical rhythm of the facade and elegant tower form, along with the human scaled design of the podium. …The central courtyard providing light and natural ventilation, the provision of a public plaza at the southern entrance to the through site link and fine-grain design of the ground plane… “.</p>

<p>To the east of the site, a new public landscaped laneway, enlivened by active retail uses on the ground level, aims to connect the greater Rhodes area.</p>

<p>The materiality proposed on the podium references the masonry and brickwork heritage of inter-war period bungalow typologies historically known in the suburb. Adding an atrium to the north of the podium was a key design element to provide new apartment offerings, natural light and ventilation to the site.</p>

<p>The tower’s eastern edges are angled and feature a profiled facade. The sleek, glassy form minimises shadowing on an existing plaza adjacent to the site, creating a dynamic and articulated tower expression.</p>

<h2>Project: Cosmopolitan Parramatta</h2>

<p><a href="https://www.urban.com.au/developers/deicorp" target="">Deicorp</a>&nbsp;will also&nbsp;<a href="/new-apartments/cosmopolitan-by-deicorp-parramatta-34-hassall-street-parramatta-nsw-2150">Cosmopolitan Parramatta</a>, their two 46-level, side by side towers in <a href="https://www.urban.com.au/new-apartments/parramatta-nsw">Parramatta</a> which will add another 600 apartments to their portfolio.</p>

<p>Designed by Turner,&nbsp;Cosmopolitan Parramatta will comprise one, two and three-bedroom apartments which will sit above a new hub of retail village laneways with alfresco dining hospital.</p>

<p>The entire structure is inspired by a nature, offering a park-like experience for both residents and visitors. The apartment's design follows this theme, providing district views of nearby points of interest such as the river and parkland, inviting the surrounding nature in to each of the homes.&nbsp;</p>

<p>Cosmopolitan is ideally located on Hassal Street, overlooking the park and next to the new light rail stop.</p>

<p>Newly launched <a href="https://www.urban.com.au/new-apartments/sydney-nsw">Sydney</a>-based development company <a href="https://www.urban.com.au/developers/perifa">PERIFA</a> is partnering up with developer <a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> on a waterfront precinct in <a href="/new-apartments/putney-nsw-2112">Putney</a>, intending to create a&nbsp;premium mixed-use development on the harbour.</p>

<p>The project, named <a href="/new-apartments/putney-wharf-residences-20-waterview-street-putney">Pier 20</a>, spans 15,870 sqm and includes the refurbishment of Halvorsen's boatshed to create a waterfront dining and commercial area, the construction of two three-level apartment buildings, 18 three-level townhouses, and a 36-berth marina.</p>

<p>Pier 20, located near Putney Village, provides immediate access to major retail amenities and is within walking distance of ferry stops, train lines, and local parks.</p>

<p>Joe Tack, Abadeen's Chief Operating Officer, sees the project as a rare opportunity to regenerate a significant infill site with 300 metres of waterfrontage.&nbsp;</p>

<p>The mix of townhouses, apartments, curated food and beverage options, and a new marina is expected to be a unique offering when the project is brought to market in 2024. Pier 20 is slated for completion in 2027.</p>

<h2>Location: 9-13 Blaxland Road, Rhodes</h2>

<h3>Developer: Billbergia</h3>

<p>National property developer <a href="/builders/billbergia-construction">Billbergia</a> is seeking to create a new sustainable tower in the heart of <a href="/new-apartments/rhodes-nsw-2138">Rhodes</a>.</p>

<p>The proposed tower, located at 9-13 Blaxland Road, will rise 37 levels and home 244 apartments. It is designed to be environmentally friendly and aligned with the principles of the Rhodes Place Strategy.&nbsp;</p>

<p>The apartments will sit atop a mixed-use podium with nine levels of basement car parking, a café, and outdoor seating.</p>

<p>The design also incorporates a two-storey high suspended Ficus tree at the entrance as a nod to nearby remnant giant Ficus trees from the early 1900s.&nbsp;</p>

<p>The <a href="https://www.urban.com.au/architects/group-gsa">Group GSA</a>-designed tower will be part of the Rhodes Station Gateway East precinct, rezoned by the NSW State Government in 2021, and is intended to connect various public spaces such as Blaxland Road, Rhodes Station, Churchill Tucker Reserve, McIlwaine Park, and Brays Bay.</p>

<p>The proposed tower aims to set a new benchmark for sustainable living, targeting a 7.4 Star NaTHERS sustainability rating. It includes communal spaces, a rooftop tree canopy, and an infinity pool.&nbsp;</p>

<p>The overall architectural concept is described as a "vertical forest," with a green façade providing both aesthetic appeal and practical benefits such as acoustic and urban heat mitigation.</p>

<p>The tower's design emphasises sustainability, with features like natural cross-ventilation, vertical biophilic gardens, and a focus on waste minimisation, recycling, green transportation, landscaping by Singaporean landscape studio Salad Dressing, climate adaptability, and eco-materials.</p>

<h2>Location: 444-446 Concord Road, Rhodes</h2>

<h3>Developer: Meriton</h3>

<p>Australia's largest apartment builder <a href="https://www.urban.com.au/builders/meriton">Meriton</a> is gearing up for a new buy-to-sell project in Rhodes.</p>

<p>The $137 million project involves the development of two towers designed by <a href="https://www.urban.com.au/architects/plus-architecture">Plus Architecture</a>, comprising a total of 285 apartments on a 5,516 sqm site situated across Blaxland Road, Concord Road, and Llewellyn Street.</p>

<p>The apartment includes configurations in one, two, three, and four-bedroom, with over half of the units being two-bedroom apartments.</p>

<p>The Rhodes development will also have a 1,143 sqm medical centre, a 1,153 sqm child care centre, 529 sqm of commercial tenancy, and four retail tenancies totalling 626 sqm.&nbsp;</p>

The top off the plan apartment developments in Sydney's west to look out for in 2024

<p>New developer PERIFA announced itself into the Sydney off the plan development space in 2023 when they revealed plans to redevelop a significant site on Sydney Harbour.</p>

<p>Teaming up with Justin Brown's Abadeen, the joint venture partners will <a href="/news/nsw/perifa-and-abadeen-to-create-putney-waterfront-precinct-putney-wharf-residences">redevelop Putney's historic&nbsp;Halvorsen boatshed site</a> to create a 15,870 sqm lifestyle precinct on the water.</p>

<p>There's nothing new however about <a href="https://www.urban.com.au/developers/perifa">PERIFA</a> in terms of its experience in the development industry.</p>

<p>With everything going on at PERIFA, Urban.com.au CEO Mike Bird caught up with development industry veteran, PERIFA Co-Founder and Managing Director Fabrizio Perilli, to talk about off the plan development in Sydney and the plans for PERIFA.</p>

<p>Perilli is the president of the&nbsp;<em>Property Council</em>&nbsp;of Australia's NSW&nbsp;division and Managing Director of PERIFA's parent firm Versatile Group who has been developing and constructing high-end residential developments predominantly across the north shore for a number of years.</p>

<p>The former TOGA CEO says having the construction arm in Versatile&nbsp;brings a lot of confidence to the buyer.</p>

<p>"They know what they're going to get [with this model,"&nbsp;Perilli says.</p>

<p>"We're putting a lot of work in in regards to our schemes and making sure they're buildable, at the right price point, meeting the right quality.</p>

<p>"I really believe in the vertically integrated model and I think it has a massive advantage compared to the third party model."</p>

<p>PERIFA be looking at advancing the plans for the Putney project, dubbed Pier 20, this year. They'll be creating a community with&nbsp;a waterfront dining and commercial precinct within the restored Halvorsen boatshed, two three-level apartment buildings, 18 three-level townhouses, and a 36-berth marina.</p>

<p>Perilli says it's one of those iconic projects you only get to do every so often in your career.</p>

<p>"Putney has been a bit of a hidden gem for many years, and the chance you get to redevelop a wharf building into 19 amazing apartments is quite unique. You don't get many chances to do that many times in your life."</p>

<p>Perilli expects the buyer pool to come from a market which is in the proximity of Putney like Hunters Hill and Gladesville.</p>

<h2>Developer: Mirvac</h2>

<h2>Proposal: Three towers, 260 apartments</h2>

<p>Right at the start of the month, ASX-listed developer <a href="https://www.urban.com.au/developers/mirvac">Mirvac</a> revealed plans for the next stage of their Green Square redevelopment in Zetland.</p>

<p>They <a href="https://www.urban.com.au/new-apartments/960a-bourke-street-zetland">submitted plans for three towers</a>, two designed&nbsp;by&nbsp;Tzannes&nbsp;Architects and one designed by&nbsp;<a href="https://www.urban.com.au/architects/bates-smart" target="">Bates Smart</a>, both in collaboration with&nbsp;<a href="https://www.urban.com.au/developers/mirvac" target="_blank">Mirvac</a>'s in house design team.</p>

<h2>Proposal: 27-level tower, 53 apartments</h2>

<p>On the other side of the bridge in <a href="/developments/chatswood-nsw-2067">Chatswood</a>, Polytec Australia Development, an entity with directors associated with the listed Hong Kong property developer Kowloon Development Company, is seeking to create <a href="https://www.urban.com.au/new-apartments/629-639-pacific-highway-chatswood">large-scale apartments across a 27-level tower</a>.</p>

<p>The tower, designed by PBD, will have just&nbsp;53 apartments on a 1,184 sqm block at&nbsp;<a href="https://www.urban.com.au/new-apartments/629-639-pacific-highway-chatswood">629-637 Pacific Highway</a> which is currently occupied by&nbsp;two buildings both in use as separate car service and repair businesses.</p>

<p>The site is&nbsp;located around 550 metres south of the <a href="/developments/chatswood-nsw-2067">Chatswood</a> transport interchange with access to metro, rail, and bus services, while also being just 750 metres from <a href="/developments/chatswood-nsw-2067">Chatwood's central retail precinct.</a></p>

<p><a href="https://www.urban.com.au/developers/billbergia">Billbergia</a> is set to continue its development of the waterside suburb Rhodes with its latest tower which has sustainability front of mind.</p>

<p>The plans with Canada Bay Council are for a 37-level, 244-apartment tower at&nbsp;9-13 Blaxland Road.</p>

<p>The proposed new tower features a striking slender form designed by architects GroupGSA in collaboration with Singaporean landscape studio Salad Dressing - whose exterior design concept earned them first place in a design excellence competition for the site.</p>

<p>Aligned with the principles of the Rhodes Place Strategy, the proposed new tower sits within the&nbsp;<a href="/developments/rhodes-nsw-2138">Rhodes</a>&nbsp;Station Gateway East precinct that was rezoned by NSW State Government in 2021 following extensive community consultation.</p>

<p><a href="https://www.urban.com.au/developers/billbergia">Billbergia</a>&nbsp;are no strangers to&nbsp;<a href="/developments/rhodes-nsw-2138">Rhodes</a>. They're currently&nbsp;developing a new $70 million community recreation centre and childcare centre and have delivered the&nbsp;<a href="/developments/rhodes-nsw-2138">Rhodes</a>&nbsp;Central Shopping Centre, the 1.2-hectare Phoenix Park and the 330 metre Bennelong Bridge from Rhodes to Wentworth Point.</p>

<p>Third.i and joint venture partner Phoenix Property Investors has submitted plans for 131 apartments, <a href="/new-apartments/elevate-hume-place-crows-nest-25-hume-street-crows-nest-nsw-2065">Hume Place</a>,&nbsp;their <a href="/new-apartments/crows-nest-nsw-2065">Crows Nest</a> Metro over-station project.</p>

<p>They'll be dedicating 15 per cent of the apartments to&nbsp;nurses, midwives, health professional and services staff working at nearby Royal North Shore (RNS) Hospital and other local health facilities.</p>

<p>Third.i and PPI have already been granted Stage 1 approval for the Metro Precinct (Site A and B) development, but due to a decreased demand for office space, the urgent need for additional residential density in the LGA and in line with the Minns Government’s commitment to increasing the low supply of affordable housing, Third.i and PPI are proposing to amend the concept SSD for Site A for mixed-use, which includes a mix of affordable housing, private residential, retail, and commercial floor space.</p>

<p>Newly launched Sydney-based development company PERIFA is teaming up with established developer Abadeen to create a 15,870 sqm waterfront precinct in Putney.</p>

<p>The 20 Waterview Street project, dubbed Pier 20, is set to see the Halvorsen’s boatshed refurbished to create a waterfront dining and commercial precinct, two three-level apartment buildings constructed, 18 three-level townhouses, and a 36-berth marina.</p>

<p>Within close proximity to Putney Village, Pier 20 offers immediate access to major retail amenities and on-foot access to ferry stops, trainlines and local parks.</p>

<p>The partnership between PERIFA, part of established parent company Versatile Group, and Abadeen, whose portfolio has predominantly been focused on high-end residential projects across the north shore,&nbsp;is being backed by equity partners Mitsubishi Estate Asia Pte. Ltd and Phoenix Property Investors.</p>

<p>Yuzo Nishiyama, Head of Australia, Mitsubishi Estate Asia Pte. Ltd., said the Pier 20 project marked the beginning of a successful partnership with PERIFA.</p>

<p>“In the Australian market, and especially in Sydney, we know there’s ongoing demand for premium accommodation in waterfront locations, especially when there are amenities and entertainment on the doorstep,” Nishiyama said.</p>

<p>“Our investment into Pier 20 marks the beginning of our relationship with PERIFA, and we are excited by the opportunity to joint venture the development with Abadeen and Phoenix Property Investors, and we look forward to combining our shared global and local experience and capability to deliver this unique development in NSW.”</p>

<p>Pier 20 is expected to be completed by FY27, with a total development cost of $240 million.</p>
