26-56 Queens Parade, Fitzroy North

<p>The Andrews Labor Government has committed to delivering a senior secondary campus for Collingwood College and Fitzroy High School on the site of the Fitzroy Gasworks, should it be re-elected in November. $84 million will be allocated towards building a senior secondary campus as part of the Fitzroy Gasworks Precinct, increasing the capacity of both schools, allowing at least 650 extra students.</p>

<p>Design work is already underway on the vertical school after the State Government allocated funding in the Victorian Budget 2018/19 towards planning and design of the new senior campus. The project would create around 250 new jobs during construction, with the campus opening in 2022.</p>

<p>The campus would add to the vertical schools completed or underway in Victoria including the South Melbourne Primary School in Fishermans Bend, Prahran High School, and the two campuses of Richmond High School. Planning has also commenced on a further vertical secondary school within the Wirraway Precinct of Fishermans Bend, adjacent to the JL Murphy Reserve.</p>

Image: Development Victoria</figcaption></figure><p>The former Fitzroy Gasworks site is located at 433 Smith Street and is bounded by Smith Street, Alexandra Parade and Queens Parade. The 3.9 hectare site forms an integral component of Fitzroy North’s industrial and social heritage vision for the site is to create an urban village that combines housing, educational and recreational uses complemented by open space.<br><br>
On 19 July 2018, the Minister for Planning, Richard Wynne approved a Planning Scheme Amendment to rezone the Fitzroy Gasworks site from Public Use Zone (PUZ1 and PUZ6) to Mixed Use Zone and Public Use Zone (PUZ2). The site rezoning allows for the development of a vibrant mixed-use development supported by community facilities and public open space. The Minister for Planning will be the responsible authority for the site, with final designs requiring approval from his office in accordance with the new Development Plan. </p>

<p>The redevelopment of the site is being managed by Development Victoria on behalf of the State Government, with the government body progressing the development of the site, including managing the site’s remediation. According to Development Victoria, The Fitzroy Gasworks' location, coupled with its proximity to transport corridors, public transport, centres of economic activity and open space make it ideal for a medium density mixed-use development. </p>

<p>The site is contaminated due to its former function as a gasworks and remediation of the site will require excavation of up to 12m of soil, which will be transported to a facility where it will be treated and disposed of. A Remediation Action Plan is currently being drafting and subject to EPA approval, remediation of the site could commence in early 2019 and is expected to take up to two years to complete. </p>

<p>Following community consultation undertaken by Development Victoria between 2016 and 2017, community and stakeholder feedback has been used, along with other information to develop a concept master plan for the site, with the following elements expected to comprise the final design for the precinct:</p>

<ul>
<li>1,100 apartments, 20 per cent of which will be social/shared equity/affordable housing</li>
	<li>a 650-student senior high school to provide extra capacity for students from Collingwood College and Fitzroy High School</li>
	<li>a six-court sports facility integrated with the school and catering for a range of sports</li>
	<li>a community facility to be developed in consultation with council</li>
	<li>all site car parking to be located underground, with bicycle parking above ground</li>
	<li>eight per cent of the site to be offered as public open space, with additional open space associated with residential development </li>
	<li>adaptive reuse of the Valve House and relocation and restoration of the Porter Iron Store (subject to approval by Heritage Victoria</li>

The Andrews Government commits to vertical school at Fitzroy Gasworks site

<p>26-56 Queens Parade has found planning resolution, with developer GURNER gaining approval via VCAT for the site which still remains steeped in controversy.</p>

<p>The success at VCAT comes after a marathon planning stint, seeing local discontent, intervention from Victorian Planning Minister Richard Wynne and ultimately VCAT deciding call. The Fitzroy North site can now progress to redevelopment for the purposes of 263 dwellings over the sprawling site.</p>

<p>Buildings of eight, nine and 10 storeys are approved, a far cry from the much denser 16 storey development that initially went to planning with 476 apartments in tow.</p>

<p>26-56 Queens Parade's path to approval was stymied after Victorian Planning Minister Richard Wynne intervened three days prior to the project's initial VCAT hearing, restricting any development over the site to 10 storeys.</p>

Image: Cox Architecture</figcaption></figure><p>In a strongly worded press release, the developer has insinuated that the move by the Planning Minister was a politically motivated exercise, owing to the development falling within the minister's electorate. Ultimately GURNER cycled through a handful of planning sets and two architects prior to finding approval.</p>

<p>26-56 Queens Parade and nearby developments have been vehemently opposed by residents action groups such as Protect Fitzroy North.</p>

<p>With approval in the pocket, developer Tim Gurner has gone on the offensive once more, berating the planning process.</p>

<p>It has been a challenging process for us but in terms of the actual effect on the project it is insignificant compared to the costs incurred by Council, taxpayers and other stakeholders.</p>

<p>For the Minister to claim that a project is of State Significance to warrant intervention and waste so much time and money for an outcome that represents just a 9 percent reduction in massing is ludicrous, however we are pleased with the outcome and believe this new design will deliver on our vision a world-class precinct for the area.</p>

<p>We held information sessions which the locals boycotted, then accused us of being closed to discussion – it was an intense period and one that we had never encountered before.</p>

<p>It is imperative that strategic planning is not affected by political intervention, particularly when the Planning Minister is conflicted and using his political power to influence planning matters in in his own electorate, when developers are acting within the Minister’s own planning guidelines.</p>
</blockquote>

<p>Comment was sought from the Planning Minister but no response was received prior to publishing.</p>

<p>Further project particulars see a 450 square metre central public place which includes dining and retail spaces. GURNER and Cox Architecture's approved scheme includes 23,250 square metres of Net Sellable Area and two basement levels.</p>

<p>GURNER have indicated the project will initiate sales during 2019 with construction also expected to begin the same year.</p>

Resentment remains as GURNER gains approval for Queens Parade

<p>A new high-density precinct fronting Fitzroy North's Queens Parade is taking shape.</p>

<p>Developer Gurner is mid way through the planing process for a new mixed-use building at 81-89 Queens Parade. It along with Gurner's 26-56 Queens Parade and Development Victoria's pending renewal of the adjoining Gasworks site makes for three large-scale developments in close proximity to one another.</p>

<p>81-89 Queens Parade is the latest development to break cover, accounting for a 3,201 square metre triangular site that also fronts George Street.</p>

<p>Expected within the Cox Architecture designed scheme is a 1,732 square metre supermarket at ground level, 4,074 square metres of commercial office space and 110 serviced apartments. Planning image: Cox Architecture" width="580"></a></figure><p>Laden with greenery and featuring terrace-sized balconies, 81-89 Queens Parade would account for a single storey brick building onsite that is now used for warehouse and commercial purposes. The intended development effectively covers the entirety of the site and sits above two basement levels for 153 vehicles and 72 bicycles.</p>

<p>81-89 Queens Parade's cost of development is estimated to be just shy of $30 million.</p>

<p>Also the work of Cox Architecture, Gurner's 26-56 Queens Parade has maintained a high public profile since's its initial planning submission. Originally a Koichi Takada Architects design, the twin 16-storey buildings proposed were heavily altered after Planning Minister Richard Wynne imposed a 10 storey height limit across the site.</p>

<p>Still at planning, the redesigned project is aiming for 281 apartments and 14 townhouses, although this figure will be dwarfed by the numbers touted for Fitzroy North's Gasworks site at 111 Queens Parade.</p>

Planning image: Cox Architecture" width="580"></a></figure><p>Located directly opposite 81-89 Queens Parade, the former Gasworks site which also fronts Smith Street is being positioned by Development Victoria as "a mixed-use village comprising a variety of housing types, community facilities and open space".</p>

<p>Indicative massing for the site suggests six separate buildings are in the offing, ranging up to 14 storeys, with one slated as a vertical sporting and education facility.</p>

<p>The former Gasworks is considered ideal for development as opposed to purely open space due to the significant cost of remediating the site. Currently planning necessities such as formal rezoning is taking place, with site remediation and a period of community engagement expected later this year.</p>

<p>Development Victoria's <a href="https://developmentvictoria.engagementhub.com.au/fitzroy-gasworks">timeline for the project</a> has construction commencing at the back end of 2020, raising the prospect that thousands of new dwellings may be at construction simultaneously across the three major sites that form Fitzroy North's newest development precinct.</p>

Gurner adds weight to Fitzroy North's emerging high-density precinct

<p>The route 11 tram not so long ago used to be known as the route 112 which ran from West Preston to St Kilda. The old 112 route was split in two (routes 11 and 12) and route 11 now runs from West Preston and terminates at Victoria Harbour in Docklands.</p>

<p>Route 11 is the primary public transport mode on Brunswick Street in Fitzroy and along St Georges Road through Fitzroy North, Northcote, Thornbury and Preston; this is the region we're looking at in this article.</p>

<p>Similar to <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-96">the 96</a>, route 11 traverses more than one council outside central Melbourne - the Cities of Yarra and Darebin respectively - and has a large, but inconsistently placed, amount of development-friendly zones along the tram corridor.</p>

<h2>Brunswick St / St Georges Road (City of Yarra)</h2>

<p>Of all the northern parts of City of Yarra, Brunswick St, the road most synonymous with the new town of Fitzroy, is the most cherished and it also the strip which has the largest, consistent, application of the development-friendly C1Z. Crossing over Alexandra parade, the zoning becomes more consistent with development restrictions, save for an enclave of commercial zoning near Scotchmer Street.</p>

<p>Unlike on route 96 - where most of the development pipeline is located out of the city of Yarra - on route 11, most of the projects (11) are located south of Alexandra Avenue.</p>

<h2>St Georges Road (City of Darebin)</h2>

<p>As the route 11 tram cross into the City of Darebin, not only does the road corridor become far more tram friendly (the tracks are separated from the car lanes) but so does the zoning compared to the northern extremes of the City of Yarra which is dominated by Neighbourhood Residentail Zone.</p>

<p>St Georges Road through Northcote, Thornbury and Preston have had RGZ and C1Z liberally applied as well as a large amount of GRZ is present to either side of the tram corridor in Thornbury.</p>

<p>This section of the route, from the Merri Creek boundary with the City of Yarra to the Preston depot and workshops, route 11 is one of three very closely spaced radial lines. To the east lie the South Morang train line and the easternmost of Melbourne's northerly tram routes, the 86.</p>

<p>Route 86 - High Street - is most definitely the <em>hotspot du jour</em> when it comes to the numbers, but St Georges Road and route 11 shouldn't be written off because when it comes to individual project scale, there's a lot consistency.</p>

There are two projects just north of the St Georges Road and Miller Street intersection and they are present in the project list below.</p>

<h2>Future directions</h2>

<p>At the recent Federal election, this tram route made it into the news thanks to the local ALP member, David Feeney, finding himself in a spot of bother with a property in the area and out of the blue there was a juicy loin of pork put on the electorate's table by way of a promise to extend the 11 tram somewhat uselessly about 500 metres down Gilbert Road.</p>

<p>Never let simple principles like connecting modes (eg. extending the tram to Reservoir Station) get in the way of good old fashioned pork barrelling!</p>

<p>Given the proximity to Nicholson Street through Fitzroy/Fitzroy North, much of what I wrote in the <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-96">route 96 piece</a> stands for route 11: Metro 2 - when (if) it happens and wherever the Fitzroy station is located - will have a significant impact on route 11.</p>

<p>Trips from this inner north region to the western end of the CBD would greatly have their travel times reduced on the train, thus opening up more capacity to all existing tram routes which connect with a future Metro 2 cross-town rail line.</p>

Melbourne's development by tram: the 11

<p>The 96 is the third busiest tram corridor in Melbourne with the most recent data published by Yarra Trams having the route clock up 15.4million annual trips.</p>

<p>Much of this patronage is likely due to the route being the fastest route to St Kilda from the CBD at the southern end of the line, but in keeping with the rest of the series, we're not looking at the development numbers in the City of Melbourne or City of Port Phillip.</p>

<p>Route 96 is one of the major Bourke Street trams - the first in this series that started with the 59 to have its CBD routing run east-west - and upon leaving the CBD, the route follows Nicholson Street (which forms the boundary of the City of Yara and City of Melbourne between Victoria Parade and Alexandra Parade).</p>

<p>As the route passes through Fitzroy and Fitzroy North you might expect the bulk of the new development to be in this area of the tram route, but it turns out that only 20% of new development in the pipeline is present in the City of Yarra (Fitzroy/Fitzroy North).</p>

<h2>Nicholson Street (City of Yarra)</h2>

<p>Unlike <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-1-8">routes 1 and 8</a> which run on Lygon Street, approximately 1km to the west, Nicholson Street within the City of Yarra has a bigger range and larger scope of more development-friendly zones over properties facing the tram route corridor.</p>

<p>City of Yarra has liberally applied the Neighbourhood Residential Zone, characterised by much of the Nicholson Street corridor abruptly stepping down from either C1Z, MUZ or GRZ2 with little graduation the further properties are located away from Nicholson Street.</p>

<h2>Nicholson Street (City of Moreland)</h2>

<p>Crossing over Park Street into Brunswick proper, Brunswick East is easily classified as a hotspot for development. The route 96 tram terminates at Blyth Street but this short section of road has 80% of the dwellings as recorded on the Urban Melborune Project Database for the purposes of this case study.</p>

<p>Like in the City of Yarra, Nicholson Street in the City of Moreland has a mish-mash of zones directly fronting the tram corridor, however the more development-friendly zones: C1Z, MUZ, RGZ1 and to an extent GRZ1 are far more liberally applied both up and down the street as well as to the east and west of the tram route.</p>

<figcaption><a href="/new-apartments/east-brunswick-village-bluestone-way-3-bluestone-way-brunswick-east">East Brunswick Village</a></figcaption></figure><p>A short section of Nicholson Street beyond Park Street also forms the boundary of City of Moreland and the City of Yarra, let it be said that within the City of Yarra's section of the road, there are far less development-friendly zones applied.</p>

<h2>Future directions</h2>

<p>The <a href="https://www.ptv.vic.gov.au/projects/trams/route-96-project/">route 96 upgrade</a> project aims to transform the tram route into a fully-fledged light rail service from north-to-south through the city with raised platforms at each stop. Along with the deployment of new E-Class trams - the largest we seen on the network - the route 96 upgrade project has the ability to increase passenger carrying capacity to quite a large extent.</p>

<p>Much of the route between Southbank and St. Kilda, within the City of Port Phillip, is contained within the old St. Kilda Railway line corridor with many of these areas locked away with Neighbourhood Residential Zones. St Kilda itself and Brunswick (to a lesser extend Fitzroy/Fitzroy/North) are likely to remain the focus areas for new development within this tram corridor.</p>

<p>One major new public transport project that is often talked about on Urban.com.au and elsewhere which is more likely to have a more profound impact on travel patterns in the inner-north is 'Metro 2': a new rail tunnel from Clifton Hill to Newport via the CBD and Fishermans Bend, connecting the Mernda (South Morang) and Werribee Lines.</p>

<p>Infrastructure Victoria recently released a value capture options policy which took a hypothetical look at the value capture opportunities around Metro 2. It made the following route assumption (see map, bottom right) and has a station near the intersection of Nicholson Street and Alexandra Parade.</p>

<p>Nevertheless, should Metro 2 be built in this fashion, with the stations placed where they are on the map above, the inner-north will see a significant boost to public transport capacity, and perhaps most importantly, there will be a significant time saving for trips made from the inner-north to the western end of the CBD, and into Fishermans Bend.</p>

<p>In a way this Metro 2 route, such as it is in Infrastructure Victoria's case study, will mirror the general route of the 96 tram with a loose relationship between the first, CBD-end, station in Fishermans Bend and the Whiteman Street stop (where both 109 and 96 trams diverge) and Montague Street light rail stop. But it will be much faster and have far larger carrying capacity with the existing tram routes in the north feeding into the new cross-town rail line.</p>

<p>While the 96 upgrade project is very much welcome, the Metro 2 project will have the most dramatic effect on development in the inner-north (a more liberal approach to zoning the tram routes in the City of Yarra would also be welcome) as well as Fishermans Bend and should be a top priority project given the vision for Fishermans Bend and Infrastructure Victoria's top recommendation to encourage new development in existing areas.</p>
