28 Stanley Street, Collingwood

<p>Tram route 86 is the last of the routes in Northern Melbourne and it also happens to be the route with the largest development pipeline thus far in this series.</p>

<p>By virtue of the route passing through Fitzroy and Collingwood, Northcote and Thornbury, the emerging Preston cluster and then right out into the middle-to-outer north eastern suburbs, the route covers a lot of ground and therefore passes by a large population. The 86 is the 2nd busiest in Melbourne with 15.5 million trips recorded annually according to the publically available data on Yarra Trams' website.</p>

<p>The municipalities of Yarra, Darebin and Whittlesea are serviced by the 86 with all but 1 project on the Urban.com.au Project Database positioned near this tram corridor in Yarra and Darebin.</p>

<h2>Fitzroy, Collingwood and Clifton Hill</h2>

<p>Similar to the <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-11">11</a> and <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-96">96</a>, as the 86 passes through Fitzroy/Collingwood it passes properties with development-friendly zones - C1Z and MUZ.</p>

<p>Similarly as the 86 crosses Alexandra parade, Smith Street and Queens Parade have a liberal amount of C1Z as well as C2Z and some small parcels of GRZ2 and MUZ. A portion of Queens Parade near the intersection of Smith street is zoned Neighbourhood Residential.</p>

<p>There are another 15 projects located between the aforementioned "South" Fitzroy/Collingwood cluster and Alexandra Parade. Clifton Hill only has four projects located within the scope of the tram corridor.</p>

<h2>Northcote and Thornbury</h2>

<p>As the 86 tram crosses the Merri Creek into the City of Darebin, Northcote and Thornbury have 11 projects between them.</p>

<p>Excluding the properties located to the west of High Street just after crossing Merri Creek and a small section of Northcote hill, the properties directly facing High Street throughout the corridor all the way to Preston Junction are zoned C1Z.</p>

<h2>Preston and Bundoora</h2>

It's a large suburb with the name and postcode present on both sides of Bell Street and three mini-clusters of new development within the same suburb are apparent.</p>

<p>Preston and Bell Stations (both out of the scope of this article) have various projects at different stages popping up next to them. And the High Street/Plenty Road intersection (Preston Junction) has its own mini-cluster - all of which are within the scope of this article.</p>

<p>The properties between Preston Junction and Bell Street are covered by a C1Z and GRZ2 combination and to the north of Bell Street along Plenty Road there's a mish-mash of C1Z, GRZ2 and Industrial Zones according to the most recently published <a href="http://planning-schemes.delwp.vic.gov.au/__data/assets/pdf_file/0011/178373/darebin11zn.pdf">Darebin planning maps</a>.</p>

<p>Beyond Reservoir, Plenty Road's zones become predominantly GRZ2 with the odd exception - there are three projects in Bundoora.</p>

Melbourne's development by tram: the 86

<p>Little more than a week after <a href="https://www.urban.com.au/news/clifton-hill-in-for-a-dose-of-the-high-life-with-17-levels-planned">unveiling plans for Queens Parade's first high-rise</a>, Urban.com.au can report on a second intended tower expected to grace the thoroughfare.</p>

<p>Prevalent local developer Gurner has gone to planning with a substantial proposal for 26-56 Queens Parade, seeking approval for a 16 level apartment tower over what is now a low-rise commercial premises.</p>

<p>476 dwellings are called for over the 8,500sqm site which is close to both Alexandra Parade and Brunswick Street. Purchased off-market by Gurner during January for in excess of $40 million, the estimated cost of the project is nominated as $85 million.</p>

<p>Sited with City of Yarra’s Gasworks Precinct, the current building is highly recognisable due to its pink façade, and holds a 120m frontage to Queens Parade.</p>

<p>It's been reported that Gurner has approached one international and three Australian architecture firms in a competitive design process with an aim of delivering a high quality built form outcome onsite. Which architect has the task of delivering the design remains to be seen.</p>

Image: GURNER</figcaption></figure><p>Factoring in those projects at planning or with planning approval, and apartment living is set to take hold along Queens Parade. Gurner, Salta Properties, Wulff Projects and TLC Aged care as noteworthy developers active along Queens Parade, with as many as 1,000 new dwellings in the pipeline.</p>

<p>Nearby and the sizeable former 4-hectare Gasworks site is <a href="http://www.smh.com.au/business/property/fitzroy-gasworks-back-in-play-20160426-gof0pl">speculated to be heading toward development</a>, with Places Victoria looking to facilitate change over the underutilised land.</p>

<p>The only recent apartment development of note to grace Queens Parade is Graphite at 58 Queens Parade. Developed by BPM, Graphite was completed during 2015 and sees 46 apartments over 5 levels.</p>

<p>Of those, 375 apartments are under construction by way of 107 Cambridge Street, Ikebana and 24-28 Stanley Street. 74 Eastern Road is awaiting construction after a successful sales campaign while 278-282 Kings Way, 7 Bowen Crescent and The Spanish Club at 57-61 Johnston Street are also at planning.</p>

<p>Gurner was also tied to <a href="https://developmentsites.melbourne/footscray/1-warde-street">1 Warde Street, Footscray</a> with the site which carries approval for 388 apartments now offered for sale with CBRE City Sales.</p>

Doubling up on Queens Parade as Gurner seeks approval for 476 dwellings

<p>Tim Gurner may well need to be referred to as the man with the golden touch soon enough as another of his development firm's projects has sold out almost immediately. GURNER had little trouble in finding buyers for all apartments within <a href="/buildings/28-stanley-street-collingwood">28 Stanley Street</a>, reaching 100 percent sales within 48 hours.</p>

<p>Registrations of interest were taken prior to the project's launch, resulting in a bias toward owner occupier purchasers intent on securing an apartment within Collingwood's Foy and Gibson precinct. 28 Stanley Street joins a fellow GURNER endeavour nearby at 107 Cambridge Street which has progressed quickly to construction after a brisk sales campaign.</p>

<p>Overall 28 Stanley Street is Tim Gurner’s 14th project within a two kilometre radius of the Collingwood site, taking into account projects from fellow developer Urban Inc. in which Tim Gurner has an interest.</p>

Image courtesy GURNER</figcaption></figure><p>With a project value of $30 million, 28 Stanley Street is a design of New Zealand architecture practice Warren and Mahoney, who have recently opened a Melbourne office. 40 large loft style apartments are included within the development, with retail and entertainment spaces at ground level.</p>

<p>Single bedroom apartments account for near on 20% of dwellings, with the project being reconfigured prior to launch in order to accommodate increased apartment sizes pitched toward owner occupiers. Apartment sizes range between 55sqm for single bedroom dwellings to up to 150sqm for three bedroom penthouses, all of which fetched prices in excess of $1.5 million.</p>

<p>The interest from owner occupiers has been absolutely astounding. Our large apartment offerings have been the first to sell, with many purchasers buying two apartments and customising them to suit their lifestyle – a new trend in Collingwood that only two years ago would have been unheard of.</p>

<p>Based on the sales of our previous sell out Collingwood project, 107 Cambridge Street, we knew the owner occupiers demanded larger apartments, so we completely redesigned this project to offer larger-than-average, luxury apartments.</p>

<h2>Tim Gurner on the folly of minimum apartment guidelines</h2>

<p>Citing the success of 28 Stanley Street as a project that has directly responded to the wants and desires of potential customers, Tim Gurner believes 28 Stanley Street also reveals flaws in the proposed minimum design standards for apartments in Victoria.</p>

<p>Had we offered these large apartments in the CBD or West Melbourne, it would have been a totally different story as the market in these locations has very different demands and desires. That’s why it is so important to assess each and every project on its own merits using its extremely local buyer profile as a guide, rather than using a blanket formula across the board.</p>

<p>What works for one location is absolutely not going to be the right mix for another location, which is why I strongly believe that applying apartment standards across Victoria is a flawed premise that simply won’t be able to keep up with our rapidly moving market trends.</p>

<p>If implemented, the binding guidelines would effectively hamstring architects and developers from adapting to future fluctuating market trends according to Tim Gurner. Expecting the guidelines to quickly become outdated in the event they are implemented, he also expects they would severely limit supply and increase costs across the board.</p>

<p>The proposed apartment standards guidelines could have a devastating effect on Victoria’s affordability and supply, just as it did in Sydney when New South Wales introduced the SEPP 65 over a decade ago. The implications of those policy changes caused 10 years of under supply which pushed up prices to unsustainable levels, which has now resulted in a property market which is simply unaffordable for anyone trying to enter the market for the first time.</p>

<p>Under the proposed changes, a development site which would currently house 100 apartments, may in the future be limited to just 60 or 70 under the new laws. This means less apartments are delivered but at a greater cost to the end user as developers will still need to recoup development costs.</p>

<p>This is coupled with Melbourne’s restrictive new neighbourhood planning laws which have placed severe restrictions on development in many of Melbourne’s desirable inner suburbs, which is already having a marked effect on supply in our most in-demand locations. The combination of these two policy changes together would absolutely have a lasting negative effect on supply which would ultimately push up prices to unsustainable levels.</p>

Going Going Gurner! 28 Stanley Street and minimum apartment guidelines

<p>Earlier during 2014 Urban.com.au highlighted the strengthening momentum <a href="https://www.urban.com.au/news/hot-or-what-the-collingwood-apartment-juggernaut-rolls-on">Smith Street</a> Collingwood was gathering as one of Melbourne's must-live destinations. With the apartment development landscape in the area changing rapidly, it pays to once more visit the current state of play in terms of Smith Street and Collingwood as a whole.</p>

<p>While many have now progressed to construction, a second wave of apartment projects are emerging as a multitude of developers look take advantage of continuing buyer interest in the suburb.</p>

<h2>At construction</h2>

Clockwise once more <a href="/new-apartments/386-smith-street-collingwood">386 Smith Street</a>, <a href="/buildings/peel-by-milieu-47-peel-street-collingwood">109 Wellington Street</a>, <a href="/buildings/little-oxford-7-little-oxford-street-collingwood">7 and 9-15 Little Oxford Street</a>, <a href="/buildings/trilby-466-smith-street-collingwood">466-482 Smith Street</a> and <a href="/buildings/28-stanley-street-collingwood">24-28 Stanley Street</a> find themselves at planning while Koúl Property enters the suburb with their proposed predominantly brick building at 203-205 Johnston Street which has yet to hit the official planning channels.</p>

<p>These projects combined are slated to hold in excess of 250 apartments; while the number of apartment developments continues to flow, the smaller site size dictates that fewer apartments will be contained within each development on average.</p>

<p>Not yet submitted for approval are two additional projects which will add approximately 200 additional apartments. Angelo Property Group is set to go again with 365 Smith Street which in time will host in excess of 100 one and two bedroom apartments and retail tenancies fronting Smith Street. Gurner also plans a return with 107 Cambridge Street (following 24-28 Stanley Street) which is expected to carry 92 apartments in an Elenberg Fraser-designed complex highlighted by an almost lace-like facade.</p>

<p>All in all the mass of residential developments within Collingwood ensures Urban.com.au will be writing about the area for some time to come.</p>

Hot or what? The Collingwood apartment juggernaut rolls on

<p>With winter all but a memory the season to get out and about is upon us. Judging by the sheer volume of new additions to the Urban.com.au <a href="https://www.urban.com.au/developments" target="_blank">Project Database</a> developers have the same notion in mind.</p>

<p>Within the last week or so in near enough to 30 residential apartment developments have been added to the Project Database, signifying the next push of medium and high-density projects into the Melbourne market. Shown below are a selection of newly added projects:</p>

<h2>North and West Melbourne running hot</h2>

Entered into the Urban.com.au project database in recent days have been three projects.</p>

<p><a href="/new-apartments/north-melbourne-vic-3051">1 Shiel Street</a> sees an existing scheme of six levels expanded to ten with the capacity for 46 dwellings while <a href="/new-apartments/north-melbourne-vic-3051">143-147 Rossly Street</a> is also a revised application seeking approval for a six level development. Most unassuming is <a href="https://www.urban.com.au/new-apartments/68-courtney-street-north-melbourne" target="_blank">68-74 Courtney Place</a> in North Melbourne which due to its depth has seen a Hayball design of some 80 apartments put forward.</p>

Images courtesy GURNER™</figcaption></figure><p>Two projects have recently been submitted for approval by GURNER™. <a href="https://www.urban.com.au/buildings/74-eastern-road-south-melbourne" target="_blank">74 Eastern Road</a> and <a href="/buildings/28-stanley-street-collingwood">24-28 Stanley Street Collingwood</a> would add 130 apartment between the two, with GURNER™ describing 74 Eastern Road as "An amazing scheme." These two join <a href="https://www.urban.com.au/buildings/ikebana-130-dudley-street-west-melbourne" target="_blank">Ikebana West Melbourne</a> which will see the release of 248 additional apartments into the market shortly.</p>

<h2>The drawn-out Waterfront Place</h2>

Enlisting Fender Katsalidis, an initial 30 level wave-like development was proposed, subsequently falling in height to 19 levels, 13 levels and now a 10 level proposal which is entered into the database. With the approvals process resembling a melodrama, the most recent <a href="https://www.urban.com.au/new-apartments/1-11-waterfront-place-port-melbourne" target="_blank">1-11 Waterfront Place</a> looks to have lost a significant amount of design flair.</p>

<p>City of Port Phillip have indicated this scheme too will not find favour.</p>

<h2>Into the north</h2>

<p>Recently added but known of for some time is <a href="https://www.urban.com.au/new-apartments/602-630-doncaster-road-doncaster" target="_blank">602-630 Doncaster Road</a> which after initially finding no favour with local council won approval at VCAT, further adding to Doncaster's impressive stock of residential apartments.</p>
