While the property market in general in Melbourne continues to trickle toward bottoming out, the off the plan market might just be primed to see growth

Melbourne's property market continues to trickle toward the bottom.

CoreLogic's Monthly Index showed both the house and unit market contracted in October. It was another month units (-0.1 per cent) outperformed houses (-0.2 per cent), but it was the first month since August that both dwelling groups were in the red.

The median value of a unit in Melbourne is now $613,000.

The decline in the property market in Melbourne is predominantly being driven by higher supply.

“Total listings are now 13.2 per cent above the previous five-year average in Sydney and 13 per cent higher in Melbourne,” CoreLogic Research Director Tim Lawless noted, helping to explain the weaker conditions in these markets as buyers benefit from more choice and less urgency in their decision making.

That's not the case in the off the plan market however, which is facing critically low supply.

While the property market in general in Melbourne continues to trickle toward bottoming out, the off the plan market might just be primed to see growth.

<h2>What happened in the Melbourne off the plan apartment market in October?</h2>

October may present the turning of the tide in the off the plan apartment market in Melbourne.

In the last week of the month, the Allan Government announced two new policies to stimulate new development across the city.

The first was the announcement that they were encouraging new apartment development&nbsp;<a href="https://www.urban.com.au/news/vic/50-new-train-and-tram-zone-activity-centres-to-encourage-new-apartment-development-across-melbourne">around 50 train and tram stations</a>.&nbsp;

The second announcement, days later, was to abolish stamp duty for all buyer types across all price points for 12 months.

The news came in the last week of October, and since then three new developments have hit the market, one of them being <a href="https://www.urban.com.au/new-apartments/bright-brighton-34-black-street-brighton-brighton-vic-3186">Bright</a>, just six two, three and four-bedroom apartments in the heart of <a href="https://www.urban.com.au/developments/brighton-vic-3186">Brighton</a>.

Marshall White Projects has calculated buyers could save up to around $200,000 in stamp duty on the apartments since the Government policy kicked in.

Marshall White Projects Director Leonard Teplin said the satmp duty abolition is&nbsp;a "game-changer for downsizers."

"They [downsizers] can now purchase high-end apartments&nbsp;or townhouses without the hefty stamp duty, making the transition more financially appealing," Teplin says.

"I expect to see a surge in downsizer activity, especially in premium inner-city and Bayside locations. This also has a dual benefit of encouraging downsizers to transition from the family home, and therefore, making more established housing available for family buyers."

Given the 12-month timeline on the stamp duty abolition, the expectation is that developments recently approved, or those that were paused and waiting for some sort of stimulus to improve the market conditions, will now launch.

<a href="https://www.urban.com.au/developers/time-place">Time &amp; Place</a> will no doubt be looking to get their <a href="https://www.urban.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a> mixed-use development into market sooner rather than later.

Their joint venture with Woolworths for a 60-unit project above a full-line Woolworths was approved late last month.

The five-level building, designed by <a href="https://www.urban.com.au/architects/cera-stribley-architects">Cera Stribley</a>&nbsp;at 173 Burke Road, is aimed at targeted at downsizers and young and multi-generational families.

Sales are also set to launch at GURNER's $1.7 billion Docklands precinct, Elysium Fields.

The first three towersm, that will house around 700 dwellings, have been designed as a futuristic wellness and anti-ageing utopia. The 27,000 sqm site at 208-226 Harbour Esplanade will house around 1,100 dwellings upon completion and will include around 3,700 sqm of immersive public landscapes and gardens.

Hamilton Marino has been appointed to build the first tower. Early construction works are expected to commence in the next four weeks, prior to the public launch of sales, which is earmarked for early next year. &nbsp;

They recently unveiled The Regent Fitzroy, a building that has been designed purposefully to reimagnie the former&nbsp;iconic Regent Theatre that once sat on the <a href="https://www.urban.com.au/developments/fitzroy-vic-3065">Fitzroy</a> Street site.

<a href="https://www.urban.com.au/developers/sunkin-property-group">Sunkin Property Group</a> also revealed the latest stage of its Net Zero Highett community, <a href="/new-apartments/highett-common-37-graham-road-highett-vic-3190">Highett Common</a>.

The Mews Collection, the third stage of the 11-hectare masterplan, will comprise a trio of buildings with 185 apartments.

The apartments will feature&nbsp;floor-to-ceiling glazed windows, to take advantage of the views of the surrounding parklands, as well as all-electric kitchens with stone surfaces, Bosch appliances, and induction cooktops.

Sales to launch at GURNER's $1.7 billion Elysium Fields precinct in Docklands

We have news from Tim Gurner, PACE, billionaire James Packer, and a new project in Rye which hit the mark

Unit values in Melbourne grew significantly more than houses in the Victoria capital in March, property data analytics firm CoreLogic's recent data release found.

CoreLogic's Home Value Index found that Melbourne unit values rose 0.3 per cent in March, compared to the -0.1 per cent decline in houses.

Melbourne's median unit value, which incorporates both townhouses and apartments, is now $612,000. Over the past 12 months, <a href="https://www.urban.com.au/developments/melbourne-vic">Melbourne</a> unit values have risen by three per cent.

CoreLogic also found that Melbourne's gross rental yield rose significantly over the last two years, from 2.76 per cent to 3.57 per cent, driven predominantly by falling dwelling values and sky rocketing rents.

"A rise in rental yields alongside an expectation that housing values could rise and rental markets remain tight for an extended period is likely to be seen as an attractive opportunity for property investors," CoreLogic Research Director Tim Lawless said.&nbsp;

Lawless did note however that new investors entering the market may face cash flow losses unless they can provide a sizeable deposit, given the average investor mortgage rates are around the mid-six per cent range.

<h2>What happened in Melbourne’s off the plan apartment market in March?</h2>

News in March signalled more positive for the Melbourne off the plan apartment market.

Charter Keck Cramer once again highlighted the demand v supply imbalance that is coming for Melbourne. They said the market could jump anywhere between 25 to 30 per cent over the next 12 to 18 months across several sub-markets.

"Our analysis suggests that the established unit market (townhouses and apartments) will need to continue to reprice upwards (by around 15% to 20%) until the house price hierarchy is once again established," Charter Keck Cramer said.

"It is at this point that new off the plan apartments will be able to be delivered at price points which again make apartment development feasible."

Gurner also revealed that Chicago-based, international architecture firm <a href="https://www.urban.com.au/architects/som">SOM</a>, the architecture firm who designed the Burj Khalifa, the tallest building in the world, as well as the One World Trade Centre in New York, will design his St Kilda Road project, an $800 million mixed-use project facing Albert Park.

The St Kilda Road project will comprise around 200 apartments across 19 levels, with a focus on large two to four-bedroom apartments alongside retail spaces, food and beverage outlets, and extensive wellness amenities.

A consortium of investors, led by billionaire James Packer, is set to create something different in <a href="/developments/balwyn-vic-3103">Balwyn</a>. To be developed by <a href="https://www.urban.com.au/developers/chapter-group">Chapter Group</a>, the company filed the plans for 31 apartments on the 3,862 sqm site at 23 Maleela Avenue, just set back from Whitehorse Road between Balwyn and <a href="/developments/deepdene-vic-3103">Deepdene</a>.

<a href="https://www.urban.com.au/architects/cera-stribley-architects">Cera Stribley</a> has put together plans, recently submitted to the Boroondara Council, for the low-rise, four-level building which will have a near 60-metre frontage to Maleela Avenue.

There will be 31 apartments across the four levels, 10 two-beds and 21 three-beds, of which 18 have completely different floor plans.

While those two projects are still in their planning stages, new projects are being launched by developers who are seeing pent-up demand for high-quality residential properties in Melbourne's inner suburbs.

National diversified property developer <a href="https://www.urban.com.au/developers/fortis">Fortis</a> has officially launched <a href="/new-apartments/wiltshire-house-richmond-1-wiltshire-street-richmond-vic-3121">Wiltshire House</a>, its new mixed-use development in the heart of Richmond.

Wiltshire House offers 57 one, two and three-bedroom apartments, as well as premium office space and a modern ground floor retail precinct ideally set just off Swan Street near East Richmond Station.

Award-winning architectural practice <a href="https://www.urban.com.au/architects/sjb-architects">SJB</a> has integrated the industrial past of the site into Fabbrica's dynamic future, creating exterior and interior spaces that connect with the contextual fabric and character of <a href="/developments/fitzroy-vic-3065">Fitzroy</a>.

Pace took an adaptive approach to the project, responding to shifts in the market. The focus on owner-occupiers became paramount, leading to a redesign that increased apartment sizes and catered to downsizers.&nbsp;

Jellis Craig Projects Director Stephen Bowtell says buyers have primarily come from the Metro Melbourne area.

"There's an unrealised market which 2135 taps into and that's city dwellers who want to weekend on the Mornington Peninsula but don't want the space or the maintenance an acreage offers," Bowtell says.

"Acreages offer privacy and space, but there are a large number of those who are wanting to spend the weekend down on the Peninsula and want to be next to the beach, Rye's retail strip, and the Yacht Club, which is what 2135 is bringing to the table."

Tim Gurner's&nbsp;GURNER™&nbsp;has put its foot on the accelerator in Australia's property market.

GURNER™'s St Kilda Road project is gathering momentum. Recently it was announced&nbsp;Chicago-based, international architecture firm SOM, would design the $800 million mixed-use project facing Albert Park.

SOM, who designed&nbsp;the Burj Khalifa in Dubai and the One World Trade Centre in New York, has put pen to paper for around 200 apartments across 19 levels, with a focus on large two to four-bedroom apartments alongside retail spaces, food and beverage outlets, and extensive wellness amenities.

Gurner has teamed up with the local property identity Dean Montgomery to restore the heritage façade of the historic four-storey, red brick building on site to house a new ground-floor food and beverage precinct.

The building will be fully carbon neutral, and will offer an environmental point of difference not seen in Australia to date.

Designed by Warren and Mahoney in collaboration with GURNER™’s in-house design studio, the development integrates Singaporean landscaped oasis elements with elegant Japanese interior design.

Gurner's&nbsp;once-in-a-generation plan to transform Chapel Street’s Jam Factory into a world-class retail, residential, hotel and commercial precinct will form the cornerstone of Chapel Street's future renaissance.

The five-tower redevelopment, another joint venture with Newmark Capital and Qualitas, will deliver 18,500 sqm of new retail space, 20,000 sqm of commercial office and 400 residences across 42,020 sqm of residential space, alongside a 5-star 200-room hotel, a cinema upgrade, and a new public realm.

The redevelopment, signed off by the City of Stonnington in 2022, will inject more than $800 million into the Victorian economy annually, in addition to $500 million in construction alone. Workers and residents are expected to spend more than $28 million at the precinct annually, while hotel guests will bring in over $12 million every year.

“We’ve been working closely with the project team, as well as council, to deliver something truly world-class – the redevelopment will put Chapel Street back on the map, not only as a retail hub, but as a luxury travel and lifestyle destination as well,” Gurner said.

Gurner's $800 million Barangaroo project will sit among some of the country's most expensive apartments.

With Lendlease's One Sydney Harbour starting to settle, eyes will look toward Gurner's project which was secured from&nbsp;Greg Shand's <a href="https://www.urban.com.au/developers/barana-group">Barana Group</a>&nbsp;last year.

The project marks the first capital deployment within Gurner's $2 billion Build-to-Sell development fund, backed by a global institutional investor.

The site currently houses a commercial office tower with existing tenancies. GURNER™ plans to hold these tenancies until lease completion, following which it will commence residential development.

Award-winning architect <a href="https://www.urban.com.au/architects/fjc-studio">FJC Studio</a> has been appointed as architect, having won a competitive design competition between local and international architects.

GURNER™ had local architecture firm <a href="https://www.urban.com.au/architects/hunt-design">Hunt Design</a> create what is called <a href="https://www.urban.com.au/new-townhouses/the-davidson-by-gurner-97-113-davidson-street-port-douglas">The Davidson by GURNER™</a>. The application reveals the central pool as the focal point of the development.

Around the pool will be a kids club, with a play area and a separate pool, a treatment space, a yoga room, a lounge, a cafe, and a separate restaurant and dining space.

Flanking the pool will be a 107-room hotel, a mix of Garden Suites and Poolside Suites. The ground-floor Garden Suites have private access to another pool, exclusively for guests. Each Garden Suite room is 40 sqm, with a further 14 sqm of balcony space. The Poolside Suites are a touch larger. The low-rise hotel will also be home to a sky bar on level three.

45 two-level private villas then complete the resort-style development, on blocks ranging in size from 155 sqm to 470 sqm.&nbsp;

A joint venture between GURNER™ and City Harbour – a consortium that includes the Liberman family, which holds the development rights to the project – the Docklands precinct is located in a key strategic pocket that connects the southern end of the CBD with the Docklands harbour waterfront and the gateway to the western suburbs. &nbsp;

The 27,000 sqm island infill site is located at 208-226 Harbour Esplanade, which once complete will encompass circa 1700 dwellings with an end value of $1.7 billion. &nbsp;

The development will include over 1,350 BTR and BTS apartments, a retail and hospitality precinct, a 4-star short-stay hotel of circa 100 keys and another premier 5-star hotel in the main tower of over 250 keys, with state-of-the-art conference facilities, a business club and hospitality offerings.&nbsp;

The first stage includes three towers totalling 640 dwellings, of which GURNER™ plans to launch the first tower, a build-to-sell offering with 231 apartments, in Q3 this year. Construction of the tower is planned for the same time.

While plans have previously been approved for the site, GURNER™ is submitting a revised scheme that aims to unlock more activation across a public realm and focus on pedestrian circulation, public amenity and increased connectivity to nature. &nbsp;

Planning approval for the precinct vests with the Minister for Planning, after which GURNER™ is aiming to launch the first tower to the market later this year. &nbsp;
