It's all about location at Samuel's newest residential development, Hali Dromana.

Hali Dromana, 70 low-maintenance townhouses designed by renowned Melbourne architect Cera Stribley, are set to rise directly across the road from one of the best beaches on the Mornington Peninsula.

We recently visited Dromana and the display suite for Hali, down the street from the near two-hectare Point Nepean Road site that Samuel secured several years ago because of its&nbsp;unrepeatable nature.

Darren Blair, Director of Blair Property Group, walked us through what makes Hali one of the most exciting new offerings on Victoria’s coastline.

Designed by Cera Stribley, Hali draws inspiration from the classic 1960s Australian beach house while delivering all the comforts and style expected of a contemporary home.

“Their approach was to take the charm of a classic 1960s Aussie beach house and reimagine it for modern living,” Blair says. “It’s a clean, contemporary design that still feels warm, familiar, and perfectly suited to beachside living.”

Hali offers a range of two, three, and four-bedroom townhouses, each designed to maximise natural light and embrace its coastal surroundings. Interiors feature a neutral beach-inspired palette, with large windows and open-plan living that flows effortlessly to outdoor spaces.

Around a quarter of the large site has been reserved for open green space, with the homes being well set back from the street, creating a mini-community only footsteps from the sand.

Sustainability principles in new apartment developments across Australia have accelerated significantly over the past five years.

What was once a voluntary initiative has now become a mandated requirement, driven by growing climate concerns and reinforced by government policy. These mandates align with Australia’s commitment to achieving net zero greenhouse gas emissions by 2050—an ambition legislated through the Climate Change Act 2022. The Act also outlines an interim goal of reducing emissions by 43 per cent below 2005 levels by 2030 and requires annual progress reporting to Parliament.

To support this transition, the government is rolling out a comprehensive Net Zero Plan. This includes sector-specific strategies for energy, transport, industry, agriculture, and the built environment. The plan leans heavily on technology-led solutions such as renewable energy expansion, electrification, and carbon capture.

But it’s not just government leading the charge. Apartment buyers are increasingly conscious of their environmental footprint. In addition to supporting a sustainable future, many are also drawn to the reduced running costs that come with energy-efficient design and features.

Currently under construction by Multiplex, the 74-level tower is pursuing WELL Certification—a globally recognised standard that prioritises the health and well-being of residents. BLVD is one of the first residential projects in Australia to be registered for this certification.

BLVD’s interiors have been crafted by CARR in collaboration with Cox Architecture, combining minimalist design with nature-inspired materials and textures.

Chris McCue, Managing Director of Cox, described BLVD as “a living and breathing building.”

"We drew deeply on the natural landscapes of the surrounding precinct, which are woven through the building’s generous amenities via the material palette and quality finishes," McCue said.

"From the gently lit, articulated lobby to the expansive double-height views on Level 55, every interior connects to bay and garden vistas, offering a profound sense of space and freedom."

In addition to its environmental credentials, BLVD prioritises resident well-being—both mental and physical.

The podium level will include a state-of-the-art gym, spa, sauna, and a 25-metre indoor pool. Residents can also enjoy a tranquil zen garden, barbecue facilities, al fresco dining areas, and shaded seating zones inspired by Melbourne’s natural landscape.

Elevated amenities continue in the Level 55 Skye Club, which offers private dining rooms, a cocktail lounge, and breathtaking views across the city. BLVD also includes co-working spaces, private meeting pods, and breakout areas that cater to the growing demand for flexible, hybrid lifestyles.

BLVD pursues WELL Certification as demand for healthy homes grows

As cities continue to grow, the demand for sustainable development becomes more urgent. In Victoria, Australia, the Built Environment Sustainability Scorecard (BESS) has emerged as a vital tool for embedding sustainability into the early stages of building design.

Since its inception in 2015, BESS has played a critical role in supporting local governments, developers, and communities to create more sustainable and livable environments.

BESS (Built Environment Sustainability Scorecard) is a purpose-built, online assessment tool designed to evaluate sustainable design practices at the planning permit stage of development. It was developed and is maintained by local governments in Victoria, making it the only dedicated tool of its kind in the state.

BESS is owned by the Municipal Association of Victoria (MAV) and operated by the Council Alliance for a Sustainable Built Environment (CASBE) as part of the Sustainable Design Assessment in the Planning Process (SDAPP) framework.

<h2>Who uses BESS?</h2>

BESS is used across more than 35 councils in Victoria, helping them achieve consistent, sustainable outcomes through their planning processes. It is a free tool for planning permit applicants within subscriber councils, and it's also accessible to any member of the public interested in evaluating or improving the sustainability of their home.

While small-scale users (e.g., for single homes or renovations) can often use the tool without prior experience, more complex developments, such as multi-unit, mixed-use, or non-residential buildings, benefit from engaging Environmentally Sustainable Design (ESD) professionals who are trained in BESS.

<h2>How BESS works: Categories and criteria</h2>

BESS evaluates developments across nine key sustainability categories:

	<li>Water – Efficient usage, stormwater reuse, and reduced potable water demand.</li>
	<li>Energy – Energy efficiency in building fabric, systems, and appliances.</li>
	<li>Indoor Environment Quality (IEQ) – Daylighting, natural ventilation, and thermal comfort.</li>
	<li>Transport – Promoting sustainable transportation options.</li>
	<li>Waste &amp; Resource Recovery – Construction waste minimisation and recycling facilities.</li>
	<li>Urban Ecology – Landscaping, biodiversity, and food production areas.</li>
	<li>Building Management – Operational performance and ongoing sustainability.</li>
	<li>Innovation – Recognising forward-thinking and exceptional sustainability practices.</li>
	<li>Management – Encouraging long-term governance and building user education.</li>
</ul>

Assessments are generated into standardised reports that streamline review by council planners and help track sustainability trends over time.

<h2>Integration with the Victorian planning system</h2>

BESS directly supports sustainability objectives embedded in the Planning and Environment Act 1987, which governs land use across Victoria. This legislation emphasises sustainable development, conservation of natural resources, and balancing present and future community needs.

In practical terms, BESS is embedded into the planning system through local council planning schemes and policies, often under Clause 15.01-2L, which relates to Environmentally Sustainable Development (ESD). These policies ensure that sustainability is a core consideration from the early design phase, where the most impact can be made.

BESS aligns with the Victoria Planning Provisions (VPPs) and has strong legal backing, including support from decisions made by the Victorian Civil &amp; Administrative Tribunal (VCAT).

Off the plan apartment buying 101: What is BESS?

Freecity is the latest developer to join the TOD wave, unveiling plans for a 40-level mixed-use towers above Crows Nest Metro.

The tower, on a 1,320 sqm site at <a href="https://www.urban.com.au/new-apartments/378-398-pacific-highway-crows-nest-nsw-2065">378-398 Pacific Highway</a>, has been designed by Cox Architecture and will deliver 178 new apartments that will sit above a three-level commercial and retail podium, and eight levels of basement parking.

Cox Architecture says the good mix of apartments, 26 one-beds, 101 two-beds, and 51 three and four-bedroom units, will cater to a&nbsp;wide demographic, offering future residents a broad variety of living options.

In line with the recently finalised Transit Oriented Development (TOD) controls, approved in November 2024, the site has been earmarked as a key location within the Crows Nest strategy. The additional height and density allowances reflect the state’s broader push to deliver higher-density housing close to transport infrastructure.

“This project is about delivering high-quality housing at a strategically located site,” Cox noted in the State Significant Development Application.

"Pacific Highway is one of Sydney's key north-south routes. It is a significant arterial road that connects multiple suburbs whilst also acting as a feature of commercial, retail, and residential activity. Our design reflects the future character envisioned for Crows Nest and aligns with TOD planning frameworks.”

A striking tower, featuring&nbsp;geometric glass-fibre reinforced cladding, will complement the robust brick base that will form the podium.

Future residents will have access to two communal outdoor terraces, on the third and 20th levels.

There were previous plans submitted, and consequently refused, in 2022, before the recent legislative changes.

Free City will no doubt hope for the same success as fellow TOD developer Third.i, who launched the first stage of Hume Place, across the road on Hume Street, to much fanfare late last year, securing over half of the sales of the apartments in a matter of months.

The first stage known as Elevate, one of three mixed-use buildings that will make up Hume Place, will have&nbsp;130 one, two, and three-bedroom apartments.

Freecity has another major project north of the Harbour Bridge. They recently acquired an office building on Walker Street in North Sydney, which they plan to convert into build-to-rent apartments and a hotel.

What lies within walking distance of a new home can make all the difference. Proximity to everyday essentials, lifestyle amenities, green spaces, and transport options plays a major role in buyer decision-making—and developers know it.
