The state of construction in Melbourne - mid April 2017

<p>Booming inbound tourism and a healthy major events schedule have allowed Melbourne's hotel sector to go from strength to strength over recent years, with levels of hotel development mirroring the upward trend.</p>

<p>Much of the hotel development activity naturally encompasses the CBD and surrounding suburbs, given it is the engine room for Melbourne's tourism and business streams. While these projects within City of Melbourne garner much of the attention, suburban Melbourne is also experiencing a surge in hotel activity.</p>

<p>Smaller in scale but just as dynamic a development sector, what is actually happening in Melbourne's suburbs in terms of hotel and serviced apartment activity? Urban.com.au casts an eye over major suburban hotel and short-stay projects that are currently in play beyond City of Melbourne's borders.</p>

<p>While not absolute, the far-ranging list of projects below does provide a basis on which to assess the strength of suburban Melbourne's hotel sector.</p>

<h2>Under construction</h2>

<p>Most recent to begin construction is <a href="/developments/ringwood-vic-3134">Sage Hotel</a> atop Eastland Ringwood. Singaporean operator SilverNeedle will move in to the $36 million build under their Sage Hotel brand, with Probuild set to complete the 120 suite complex by late 2017.</p>

<p>Sage joins <a href="/developments/dandenong-vic-3175">Quest Dandenong's</a> 95 serviced apartments and Hyatt Place's 166 hotel suites which are both well into their construction schedules. Rounding out the suburban construction quartet is <a href="https://www.urban.com.au/buildings/whitehorse-towers-850-whitehorse-road-box-hill">Whitehorse Towers</a>, with Asian Pacifdic Group's 100 hotel suites found within an Art Series Hotels project dubbed The Chen.</p>

<p>A trio of projects are next in line. Ringwood features once more with a mixed-use development at <a href="/developments/ringwood-vic-3134">96-98 Maroondah Highway</a> poised to begin construction with builder CornoNero's signage across the site. Quest will anchor the development, which also features commercial space.</p>

<p>Further, two projects of note are close to becoming reality. Spotlight Development Group's mixed-use <a href="/new-apartments/402-416-chapel-street-south-yarra">402-416 Chapel Street</a> has secured Starwood Hotels and Resorts as an operator, with their hotel brand Aloft set to grace the thoroughfare. 176 hotel suites are included within the development which will also feature 87 private apartments.</p>

With construction expected to begin during 2017, the centrepiece of the project is a 12 storey, 285 suite hotel with JTX International declaring that they are in negotiations with Asian-based hotel operators to anchor the development.</p>

<h2>In the wings</h2>

<p>Less clear cut are the intentions of the developers behind the various approved hotel and serviced apartment projects across metropolitan Melbourne.</p>

<p>JTX International features again with its development at <a href="/buildings/37-bell-street-ivanhoe">37-63 Bell Street</a> recently gaining approval; 156 hotel suites can be delivered as part of the mixed-use scheme. Also waiting in the wings are developments within <a href="/developments/berwick-vic-3806">Berwick</a>, <a href="/developments/south-melbourne-vic-3205">South Melbourne</a>, <a href="https://www.urban.com.au/news/chadstones-twin-towers-sharpen-up">Chadstone</a>, <a href="/developments/mount-waverley-vic-3149">Mount Waverley</a> and <a href="/developments/st-kilda-vic-3182">St Kilda</a>.</p>

<p>Worthy of mention is the conversion of the existing 38 Inkerman Street to the <a href="/new-apartments/38-inkerman-street-st-kilda">Ebony All Suite Hotel</a> which will hold 80 hotel suites. Approval for the conversion was granted by City of Port Phillip at the start of the year.</p>

Image: Perri Projects</figcaption></figure><p>Two significant projects are currently at planning. <a href="/buildings/lanbruk-apartments-79-bridge-road-richmond">79 Bridge Road</a> is seeking 27 serviced apartments within a mid rise building while the considerably larger <a href="/buildings/whitehorse-trio-845-851-whitehorse-road-box-hill">845 Whitehorse Road</a> would encapsulate 150 hotel suites across its expansive podium structure, should it gain approval.</p>

<p>All in all, the projects outlined above result in roughly 1,700 additional hotel suites and serviced apartments across metropolitan Melbourne.</p>

<h2>Invoking the crystal ball</h2>

<p>It may be that some of the above projects do not proceed. Examples such as the failed Crowne Plaza Doncaster Hill and the on again, off again Space Hotel St Kilda come to mind.</p>

<p>Nevertheless, many of Melbourne's suburbs are rapidly evolving to the point where the economic case for hotel and serviced apartment investment stacks up. Major shopping centres and emerging apartment hot spots such as Doncaster Hill are catalysts for investment, but the likely growth in hotels throughout Melbourne's suburbs will come when National Employment Clusters truly take root in the suburbs.</p>

<p>Areas such as Bundoora, Clayton, Sunshine and Werribee East will in time lend themselves to hotel and serviced apartment investment; their manipulated geographic concentration and mixed use natures will demand it.</p>

Rockin' the suburbs: new hotel developments flow through metropolitan Melbourne

<p>Dual development sites are adding to Box Hill's skyward push. Located opposite one another, 843 Whitehorse Road and 845-851 Whitehorse Road both have the potential to accommodate substantial towers.</p>

<p>Selling agent Savills last week listed <a href="/buildings/east-central-tower-820-whitehorse-road-box-hill">843 Whitehorse Road</a> on Development Sites Melbourne, billing the site as Box Hill's best corner development opportunity. Located within Box Hill's 'Major Development Precinct' the site is set to be rezoned as Commercial 1, allowing for a considerable tower or towers to rise from the 1,972sqm plot.</p>

<p>843 Whitehorse Road also fronts Wellington Street which itself is subject to a host of mid-rise apartment developments, whilst 820 Whitehorse Road directly south is another project at planning. At 31 levels and 100 metres in height, <a href="/buildings/east-central-tower-820-whitehorse-road-box-hill">820 Whitehorse Road</a> could provide developer Longriver Property with a yield of 300 plus apartments.</p>

Image: Savills</figcaption></figure><p>The listing of 843 Whitehorse Road follows on from City of Whitehorse's recent advertising of plans for the site directly opposite. 845-851 Whitehorse Road will likely add to the crop of 100 plus metre towers within Box Hill, and provides some guidance as to what can be expected at 843 Whitehorse Road.</p>

<p>Spotlight Development Group is behind the development push at 845-851 Whitehorse Road that calls for 517 apartments and 150 hotel suites within a tri-towered scheme. Designed by Plus Architecture, 845-851 Whitehorse Road's tallest tower would span 37 levels and top out at a height of 117 metres.</p>

Planning image: Plus Architecture</figcaption></figure><p>Currently home to Spotlight and KFC outlets, the new development would see the hotel component located within the development's podium along with a gym, car parking and apartments. 130 single bed, 131 single plus study, 230 dual bedroom and 26 three bedroom apartments constitute the mix of dwellings within the proposal.</p>

<p>The Whitehorse rd towers are read as a pair of soft, clean volumes where their forms move and play against each other as if in a close slow dance. The east and west facades of both towers are further defined vertically to emphasise their slender lines.</p>

<p>The Hotel façade appears as a white sheet of paper slightly curving to respond to nodes of interest, like the corner, entry and tower breakup. The rhythm of the gold windows also change where shape becomes distorted creating a beautiful visual response.</p>

<p>Asian Pacific Group's Whitehorse Towers will consist of 100 Art Series Hotel-branded suites, in addition to 516 private dwellings. Builder Maxcon has the project nearing the top podium floor, with dual towers set to rise above. The podium also houses a gym/recreation facility, 4 restaurants and 19 office spaces.</p>

<p>Designed by Peddle Thorp Architects, the project's construction contract is valued at $172 million and has an estimated completion date of November 2017.</p>

One Box Hill behemoth arrives whilst another beckons

<p>As if dispelling any doubt that Box Hill is the apartment powerhouse in Melbourne's middle-ring suburbs, a number of planning applications are before City of Whitehorse seeking to further boost the emerging skyline.</p>

<p>Golden Age Group have requested a planning amendment to the approved 545-563 Station Street which would see an overall height of the tower increase to 122.8 metres, enabling the project to take the mantle as Box Hill's tallest building when delivered. Approval would move 545-563 Station Street beyond the nearby Whitehorse Towers which is under construction and set to reach 115 metes upon completion.</p>

<p>Long term project architect Buchan Group have refined the tower's exterior with Golden Age adjusting apartment numbers to 450, split between 106 single bedroom, 308 dual bedroom and 36 triple bedroom apartments.</p>

A new dining hub will cover lower levels with a combined 3,723sqm dedicated toward various restaurant and retail/food premises.</p>

<p>Registrations of Interest are open for the project.</p>

<p>A prospective rival to Golden Age's mantle of tallest in Box Hill may come in the form of 820-824 Whitehorse Road which entered planning during February. Considered one of Box Hill's premier development sites when sold during 2015, agent Savills noted at the time the sales tag of $18.8 million set a record land value for the area.</p>

<p>While details have yet to emerge, the proposed tower is in close proximity to Asian Pacific Group's aforementioned Whitehorse Towers which will for a time hold the mantle as Box Hill's tallest building when completed.</p>

<p>Spanning 25 levels, 9 Prospect Street also includes 2,915sqm of commercial office space and 204 vehicle bays within the building which holds a GFA of 27,334sqm.</p>

<p>9 Prospect Street may also provide a guide as to what can be expected for 13 Prospect Street &amp; 31-35 Prospect Street. Both were recently offered for sale by agents Colliers International and JLL Australia with multi-level residential developments in mind.</p>

<figcaption>Artisan Architects' second Box Hill venture</figcaption></figure><p>The rapid change engulfing Box Hill is also demonstrated by 5 Wellington Road which is subject to a 16 storey building comprising 177 apartments atop basement parking and retail uses. While not startlingly tall at 16 storeys the location of the building is as much as anything a sign of the rapidly changing expectations of developers in areas not accustomed to such heights.</p>

<p>Box Hill-based Shangyi Property are thought to be behind the development, after noting a Wellington Street development site as one of their upcoming projects.</p>

<h2>Comment: Can Box Hill break the 150 metre barrier?</h2>

<p>Box Hill's first proposal to break the 100 metre barrier surfaced during 2008. Quashed at the time for a number of reasons including excessive height, the site is now subject to Golden Age's Sky One Box Hill.</p>

<p>With that proposal potentially setting a new benchmark at 122 metres, is it inconceivable that Box Hill will host a tower in excess of 150 metres in the not too distant future? There is an abundance of sites both along Whitehorse Road and behind Box Hill Central that may well lend themselves to such a proposal...although ultimately time will tell.</p>

<p>What is becoming evident is that Box hill is on course to match South Yarra's Forrest Hill Precinct for size and sheer apartment numbers in the next year or so; not bad for an Activity Centre roughly 20 kilomentres from the centre of Melbourne that gave Forrest Hill the best part of a 5-7 year head start.</p>

Box Hill rises to new heights; is 150 metres out of the question?

<p>In hindsight it seemed like such an obvious choice that Box Hill would be sit at the peak of high density living in greater Melbourne. A natural hub with multimodal transport options, established health, retail and entertainment offerings and a diverse population, it has the ingredients to underpin what is an now unprecedented boom in apartment living within postcode 3128.</p>

<p>In all actuality Box Hill's rise has been a long process to this point, with a string of unrealised projects over the past decade. While Whitehorse City Council have been proactive in accepting measured higher density living within Box Hill's core, the market dynamics were such that various projects never actually proceeded to construction.</p>

<p>It has only been in the last 12 to 18 months that Box Hill has asserted itself as the dominant suburban apartment hot spot, with the exclamation mark coming in the form of Whitehorse Towers. With its 511 apartments selling in no time and its taller tower soon to reach 115 metres, Whitehorse Towers is the first in a new batch of buildings that will transform Box Hill.</p>

<figcaption>A selection of Box Hill projects that never saw the light of day</figcaption></figure><p>A sweep through the Urban.com.au Project Database shows 23 current residential apartment projects within Box Hill, with in excess of 2,250 apartments in play. Of these 23 projects, 9 are currently under construction with the latest to join the ranks being Elland Avenue which began piling during November.</p>

<p>Further to these a number of other noteworthy projects are also on the Box Hill radar, the most prominent being 12-14 Nelson Road which is seeking approval for a 22 storey building containing 164 dwellings. Whitehorse City Council have indicated 12-14 Nelson Road is satisfactory in its site context and two further apartment developments at 5 Rodgerson Road and 9-11 Bruce Street received planning permits during October, the latter project advancing via VCAT.</p>

<p>Factoring in the projects that have yet to enter the Urban.com.au Project Database, the overall count of current apartment projects centred around Box Hill's core would exceed 30; a massive number in context.</p>

<figcaption>Box Hill's largest to date - Sky One and Whitehorse Towers</figcaption></figure><p>The smaller projects underpin Box Hill's apartments success story, it's the tall projects surrounding Whitehorse Road that garner public attention. The latest to break cover is the most recent incarnation of 545 Station Street which has appeared in many guises, but is now known as Sky One.</p>

<p>Expected to be Box Hill's tallest development, Sky One is championed by Golden Age Group after their purchase of the site from AXF Poperty. Registrations of interest are open for the project which will be officially launched during early 2016.</p>

<p>The northern side of Whitehorse Road will likely also receive a substantial tower with plans afoot for a mixed-use building tower for the Spotlight Box Hill outlet that may well usurp Sky One as the suburb's tallest building.</p>

The buoyant residential sector has evidently given vendors confidence to hit the market with the expectation of receiving top dollar for their respective sites.</p>

<p>Seven large residential development land parcels are currently on offer within Box Hill, with two holding approval for residential schemes, namely 701 Station Street and 9-11 Ellingworth Parade. These sites follow hot on the heels of 820 Whitehorse Road which was sold recently with the onsite commercial complex expected to make way for a tower in excess of 25 levels.</p>

<p>The frequency and scale of the residential projects flowing into Box Hill have seen it become the apartment hot spot right now. A time of intense change is upon the suburb.</p>

Box Hill: The new suburban apartment powerhouse

<p>Sitting in Moonee Valley City Council's offices last week and looking over the plans for <a href="https://www.urban.com.au/news/moonee-ponds-in-the-market-for-some-high-rise-activity">Hall and Margaret streets</a>, it struck me that we are starting to see the same level of developer confidence in Melbourne's suburbs that used to be contained to Southbank back in the 1990s.</p>

<p>Southbank Towers which stands 28 levels high, completed in 1997 and built by ubiquitous Southbank developer Central Equity, was a new milestone for the developer back in the day.</p>

<p>If you peruse <a href="http://www.centralequity.com.au/s_past_projects.php">CE's long list</a> of completed projects, you will see Southbank Towers set a new benchmark in scale for Central Equity which prior to Southbank Towers was building smaller-scale buildings in the inner city on both sides of the Yarra.</p>

<p>The municipalities of Melbourne, Yarra, Port Phillip, Stonnington and Maribyrnong are referred to the inner sub-region of the previous State Government's Plan Melbourne strategy (from the archives: <a href="https://www.urban.com.au/news/how-much-urbanism-will-central-melbourne-need-to-build-by-2031">How much urbanism will central Melbourne need to build by 2031?</a>) and it is no secret these five LGA's are seeing the vast bulk of medium and high density dwellings built.</p>

<p>But as I say when we field requests from other media outlets about Melbourne development data, we really need to pay far more attention to the suburbs.</p>

<p>For no particular reason other than if we go back over the tall building history of Melbourne to the late 1950s when ICI House was constructed on land outside the CBD.</p>

<p><a href="https://en.wikipedia.org/wiki/ICI_House">ICI House</a> has 20 levels, was once Australia's tallest building and at the time was the building which made a statement and set the cat amongst the pidgeons in terms of sending buildings even higher, just like Southbank Towers did for residential buildings in Southbank.</p>

<p>Earlier this year we reported on <a href="https://www.urban.com.au/news/whitehorse-towers-box-hills-largest-development-approved">Whitehorse Tower's approval</a> and it has since sold out and started construction.</p>

Image Mark Baljak.</figcaption></figure><p>As the suburb's name suggests, Box Hill is an elevated area so when you build a tower, or two in Whitehorse Towers' case - 36 and 26 levels respectively - the towers become more prominent when viewed from a distance. Not to mention I dare say the views <em>from</em> this project will be utterly spectacular.</p>

<p>However when you take a good look at the other development within a one kilometre radius, a development story emerges of a suburb that is not too dissimilar to that of one company's: Central Equity.</p>

<p>We are tracking <a href="/new-apartments/box-hill-vic-3128">21 projects</a> in Box Hill and most are in the four to tweleve level range. Some examples include Chloe, <a href="https://www.urban.com.au/buildings/elland-avenue-2-elland-avenue-box-hill">Elland Avenue</a> and <a href="https://www.urban.com.au/new-apartments/757-station-street-box-hill">757 Station Street</a>. This is replicated in other major suburban nodes in Melbourne.</p>

<h2>Moonee Ponds: the east can't all have the fun</h2>

<p>As reported earlier this morning, <a href="https://www.urban.com.au/news/moonee-ponds-in-the-market-for-some-high-rise-activity">Caydon have lodged plans</a> for two more towers on what's known as the Readings site in Moonee Ponds, the tallest of which punches through the old Melbourne barrier of 20 levels.</p>

<p>Like its 20+ level counterpart in the East, Moonee Ponds is elevated - around 45 metres above sea level - and the area is not without high-rise residential precedent.</p>

Image from Planning Application</figcaption></figure><p>The proposal which is currently before Moonee Valley City Council measures 68 metres and when taking the already elevated position into account, the tower like Whitehorse Towers will act as an anchor in the suburban skyline should it be approved in its current form.</p>

<p>Moonee Valley already has one building complete above the 20 level barrier in Travancore and another under construction opposite Flemington Racecourse, however the Hall Street proposal is first in the elevated section of Moonee Ponds and in its traditional activities district.</p>

<h2>Hills and public transport, a recipe for development confidence?</h2>

<p>The location of both of these suburbs in elevated areas is significant however I would argue there is something far more significant.</p>

<p>Both Moonee Ponds and Box Hill are two of suburban Melbourne's richest "non-rail junction" public transport nodes: they are both simply major stations on single rail lines.</p>

<p>While Box Hill's rail frequency does benefit from the junction-effect of combining rail services into a single line at Ringwood in this case, Moonee Ponds and Box Hill are hubs for all three modes of public transport: heavy rail lines, trams and both boast large bus hubs (although, Box Hill bus hub is <a href="https://www.urban.com.au/news/is-it-time-to-reconfigure-the-moonee-ponds-transport-interchange">better connected to heavy rail than Moonee Ponds</a>).</p>

<h2>Where could the 20 level barrier be breached next?</h2>

<p>If I were a betting man, the rail junction suburbs of Melbourne outside the inner city - Dandenong, Caulfield, Ringwood, Camberwell, Newport and Sunshine - are likely to be the next suburbs to stare down the old Melbourne barrier.</p>

<p>Dandenong is ever so close with <a href="/developments/dandenong-vic-3175">Spectra</a> having 17 levels and the suburb has another 22 projects ranging in floor heights from four to twelve. Ringwood is half way there with 10 levels at <a href="/buildings/233-east-233-maroondah-highway-ringwood">233 Maroondah Highway</a>, the suburb has another five projects in the four to eight level floor height range.</p>

<p>Camberwell? Despite its penchant for fostering celebrity NIMBYism, it actually chalks up eleven projects in the three to nine level range.</p>

<p>Caulfield has not reached the heights that Ringwood has as yet in the same region Malvern East has <a href="https://www.urban.com.au/buildings/vanguard-781-807-dandenong-road-malvern-east">Vanguard</a> at 18 levels as well as a good mix of four to eight level projects. Sunshine has a sole <a href="/developments/sunshine-vic-3020">nine level building</a> on the database and we are not tracking anything for Newport as yet.</p>

20 years after Southbank Towers, the suburbs are punching through the 20 level barrier

<p>Whitehorse Towers (850 Whitehorse Road, Box Hill) had its planning permit settled at VCAT mediation on Thursday, with the permit to be issued shortly.</p>

<p>The development, set to be the tallest outside the inner city - and most certainly middle-ring Melbourne's tallest building - comprises two towers of 36 and 26 levels respectively.</p>

<p>The 36 level tower has a height of 115 metres and the shorter 26 level tower will measure 84 metres. Whitehorse Towers is mixed-use with residential units, hotel rooms, retail and restaurant tenancies.</p>

<p>Within the podium will be 100 hotel suites, set to form Asian Pacific Group's next Art Series Hotel. Atop the podium will be a children's play area complete with equipment.</p>

<p>Tim Ryder, Director at pro-Urban Planning who acted on Asian Pacific Group's behalf said "The approval process with Whitehorse Council was a very positive one that involved extensive collaboration with Council’s planners and as a result of this process a fantastic development for Box Hill is going to be delivered".</p>

<p>Daniel Faigen, Development Manager at Asian Pacific Group, commented that "Whitehorse Towers will set the standard in mixed-use towers in Melbourne and in the way council is working with developers, Whitehorse Towers will mark the creation of Box Hill as a second city within Melbourne"</p>

<p>Asian Pacific Group has seen significant buyer interest in the apartments and have told Urban.com.au they expect to have the project sold out within eight weeks.</p>
