233 East - 233 Maroondah Highway, Ringwood

Located 23km east of Melbourne’s CBD, Ringwood is beginning to fulfil its potential as a state government-designated development area. Considered fringe suburbia until 15 years ago, Ringwood has enjoyed a substantial growth in recent years, with Urban.com.au currently tracking 19 projects at various stages of their respective life cycles within the Ringwood Metropolitan Activity Centre, reinforcing its status as a burgeoning satellite city.

With a population of 17,471* and rising, a range of factors have contributed to Ringwood becoming a key property hot spot with investment from both the private and public sectors. The major catalysts has been the $66 million redevelopment of Ringwood Station and the $665 million expansion of Eastland Shopping Centre, which also included a Sage Hotel - the first to be developed above a shopping centre in Melbourne.

Additionally, as Melbourne seeks to decentralise into a series of 20 minute neighbourhoods, Ringwood is capitalising on its proximity to schools, freeways, public transport and major shopping destinations such as Eastland.

<figcaption>Ringwood's development pipeline</figcaption></figure>More recently hotel operator IHG announced it had signed an agreement to operate a Holiday Inn-branded mixed-use development, signalling its confidence in Ringwood. The development will feature 82 apartments and a 164-room hotel offering all day dining and bar, conference and meeting facilities, a gym and a swimming pool, along with on-site parking.

Opening in 2020, the Holiday Inn &amp; Suites Melbourne Ringwood is being developed by Ninety Four Feet and Omni Property Group who recently signed Hamilton Marino to build the CHT Architects-designed complex.

Image: IHG via The Hotel Conversation</figcaption></figure>Developer OzProperty has also found recent success with its Highwood residential development designed by DKO Architecture, which delivered record-breaking capital appreciation for Ringwood on a challenging site. Completed in late 2017, the master planned development comprises 36 town houses,with an emphasis on maximising light to interiors and providing a variety of architectural typologies along the streetscape.

Images: OzProperty</figcaption></figure>Purchasers Lu Dongyan &amp; Duan Hongbo purchased Highwood’s Lot 26 off the plan in 2015 for $549,000 and settled the property on 6th November 2017. They decided to sell their home a few months later in April 2018 for $702,500. They making a profit of $153,500 in 5 months.

Highwood has demonstrated that demand for highly considered, architecturally designed medium density homes with multiple typologies, and close to amenity and transport are still highly sought after.

The overall Melbourne market is generally challenging, however areas such as Ringwood are still maintaining strong interest from buyers. The primary reason is the recent infrastructure and private development spending has now been delivered, making Ringwood a great place to be, but another part of the story is price attainability and affordability. Ringwood's development scene and property market remain strong

The erection of a tower crane for 233 East has seen the overall number of apartments under construction within Ringwood surge to approximately 600.

These 600 apartments are spread across seven separate apartment developments of varying sizes, yet the overall figure is representative of the underlying demand for apartment living in the outer eastern suburb. 233 East is at this stage the highest profile development to begin construction owing to its height and location.

Opposite Eastland and fronting Maroondah Highway, the LSA Architects-designed project will add just shy of 100 new apartments. At 10 levels it will also be the area's tallest apartment building upon completion.

Largest at construction is the tri-building Eden Square project; Head contractor Hamilton Marino is well into the build phase with the eventual outcome some 200 plus apartments adjacent to the Mullum Mullum Creek. Eden Square is noteworthy in that its premier residences managed to sell for $2.55m and $2.5m respectively.

Next in terms of size is Nelson Bourke Apartments at 1-7 Nelson Street. Builder Buxton has taken the floor plate above ground for the dual building development that will result in 111 apartments.

The balance of developments at construction adding to the 600 apartment figure includes Venus Apartments, Ark Apartments and The Edge Apartments.

The builder is set to begin works on the Embrace Architects-designed project which includes 49 apartments and two ground floor retail tenancies.

The project's marketing campaign billed it as Ringwood's premier apartment development, which includes seven levels of living above two basement levels. The Selection's facade will predominantly consist of exposed concrete, charcoal steel frames, perforated metal screens and shaded glazing wraps.

Whilst the number of apartments under construction within Ringwood is at an all-time high, a newly assembled display suite has appeared at 33-35 Ringwood Street.

The display suite's arrival may well signify the signifying the imminent launch of the DKO Architecture-designed seven level apartment development that hit planning with 38 apartments in tow.

Ringwood's has 600 apartments under construction, as a new project nears launch

Ringwood finds itself in an interesting position in that a handful of major apartment projects are circling the outer eastern suburb. Traditionally the domain of smaller 2-3 level apartment projects, these upcoming and relatively very large developments if delivered have the ability to add thousands of new apartments.

Garnering most public attention of late is 42-58 Nelson Street which is on a substantial site overlooking Mullum Mullum Creek.

Recently subject to a revised application at the hands of CHT Architects, the project now seeks approval for 249 apartments and townhouses over three separate buildings. <figcaption>42-58 Nelson Street Ringwood. Image: CHT Architects</figcaption></figure>Also shaping up is 94 Feet's substantial 301 Maroondah Highway project which has been christened Evita Ringwood and is reportedly close to its sales launch campaign.

Set over 3,188sqm the design is also the work of CHT Architects after initially gaining approval at the hands of Design Consortia Australia. Located within the Ringwood residential growth zone, Evita is adjacent to the existing 80-apartment Lakewood complex which was completed during 2011 and for the time being stands as Ringwood's tallest apartment building at 9 levels.

With the initial scheme gaining approval for 231 apartments, it's expected that Evita will have a similar number of dwellings along with the possibility of a serviced apartment component.

With 9,428sqm of land abutting Eastlink to develop, the early scheme seen below looks to include three towers of between 10 and 21 levels with the potential to house hundreds of apartments.

More definitive plans for the site remain to be seen.

Image: Orion</figcaption></figure>Whilst the three above projects stand to be Ringwood's largest for the time being, there is a support cast of smaller projects also in the works. Quest is set to gain a foothold in Ringwood with builder CornoNero commencing works on a mixed-use serviced apartment and commercial building at 96-98 Maroondah Highway.

Quest would be close to the planned 120-room hotel at 171-175 Maroondah Highway which equates to the final stage of Eastland's redevelopment. 

Also in the wings is 233 Maroondah highway which has been dubbed 233 East. Jellis Craig Projects is set to market the development which under a previous form held approval for 131 dwellings and commercial space over 10 levels. New design imagery for the development has yet to be released.

Add the raft of upcoming projects such as 8-10 Bourke Street, 44 Bond Street plus 92 Maroondah Highway and it looks like many a developer has identified Ringwood as an upcoming apartment hotspot.

Ringwood apartment living looks set to boom

Sitting in Moonee Valley City Council's offices last week and looking over the plans for <a href="https://www.urban.com.au/news/moonee-ponds-in-the-market-for-some-high-rise-activity">Hall and Margaret streets</a>, it struck me that we are starting to see the same level of developer confidence in Melbourne's suburbs that used to be contained to Southbank back in the 1990s.

Southbank Towers which stands 28 levels high, completed in 1997 and built by ubiquitous Southbank developer Central Equity, was a new milestone for the developer back in the day.

If you peruse <a href="http://www.centralequity.com.au/s_past_projects.php">CE's long list</a> of completed projects, you will see Southbank Towers set a new benchmark in scale for Central Equity which prior to Southbank Towers was building smaller-scale buildings in the inner city on both sides of the Yarra.

The municipalities of Melbourne, Yarra, Port Phillip, Stonnington and Maribyrnong are referred to the inner sub-region of the previous State Government's Plan Melbourne strategy (from the archives: <a href="https://www.urban.com.au/news/how-much-urbanism-will-central-melbourne-need-to-build-by-2031">How much urbanism will central Melbourne need to build by 2031?</a>) and it is no secret these five LGA's are seeing the vast bulk of medium and high density dwellings built.

But as I say when we field requests from other media outlets about Melbourne development data, we really need to pay far more attention to the suburbs.

For no particular reason other than if we go back over the tall building history of Melbourne to the late 1950s when ICI House was constructed on land outside the CBD.

<a href="https://en.wikipedia.org/wiki/ICI_House">ICI House</a> has 20 levels, was once Australia's tallest building and at the time was the building which made a statement and set the cat amongst the pidgeons in terms of sending buildings even higher, just like Southbank Towers did for residential buildings in Southbank.

Earlier this year we reported on <a href="https://www.urban.com.au/news/whitehorse-towers-box-hills-largest-development-approved">Whitehorse Tower's approval</a> and it has since sold out and started construction.

Image Mark Baljak.</figcaption></figure>As the suburb's name suggests, Box Hill is an elevated area so when you build a tower, or two in Whitehorse Towers' case - 36 and 26 levels respectively - the towers become more prominent when viewed from a distance. Not to mention I dare say the views from this project will be utterly spectacular.

However when you take a good look at the other development within a one kilometre radius, a development story emerges of a suburb that is not too dissimilar to that of one company's: Central Equity.

We are tracking <a href="/new-apartments/box-hill-vic-3128">21 projects</a> in Box Hill and most are in the four to tweleve level range. Some examples include Chloe, <a href="https://www.urban.com.au/buildings/elland-avenue-2-elland-avenue-box-hill">Elland Avenue</a> and <a href="https://www.urban.com.au/new-apartments/757-station-street-box-hill">757 Station Street</a>. This is replicated in other major suburban nodes in Melbourne.

<h2>Moonee Ponds: the east can't all have the fun</h2>

As reported earlier this morning, <a href="https://www.urban.com.au/news/moonee-ponds-in-the-market-for-some-high-rise-activity">Caydon have lodged plans</a> for two more towers on what's known as the Readings site in Moonee Ponds, the tallest of which punches through the old Melbourne barrier of 20 levels.

Like its 20+ level counterpart in the East, Moonee Ponds is elevated - around 45 metres above sea level - and the area is not without high-rise residential precedent.

Image from Planning Application</figcaption></figure>The proposal which is currently before Moonee Valley City Council measures 68 metres and when taking the already elevated position into account, the tower like Whitehorse Towers will act as an anchor in the suburban skyline should it be approved in its current form.

Moonee Valley already has one building complete above the 20 level barrier in Travancore and another under construction opposite Flemington Racecourse, however the Hall Street proposal is first in the elevated section of Moonee Ponds and in its traditional activities district.

<h2>Hills and public transport, a recipe for development confidence?</h2>

The location of both of these suburbs in elevated areas is significant however I would argue there is something far more significant.

Both Moonee Ponds and Box Hill are two of suburban Melbourne's richest "non-rail junction" public transport nodes: they are both simply major stations on single rail lines.

While Box Hill's rail frequency does benefit from the junction-effect of combining rail services into a single line at Ringwood in this case, Moonee Ponds and Box Hill are hubs for all three modes of public transport: heavy rail lines, trams and both boast large bus hubs (although, Box Hill bus hub is <a href="https://www.urban.com.au/news/is-it-time-to-reconfigure-the-moonee-ponds-transport-interchange">better connected to heavy rail than Moonee Ponds</a>).

<h2>Where could the 20 level barrier be breached next?</h2>

If I were a betting man, the rail junction suburbs of Melbourne outside the inner city - Dandenong, Caulfield, Ringwood, Camberwell, Newport and Sunshine - are likely to be the next suburbs to stare down the old Melbourne barrier.

Dandenong is ever so close with <a href="/developments/dandenong-vic-3175">Spectra</a> having 17 levels and the suburb has another 22 projects ranging in floor heights from four to twelve. Ringwood is half way there with 10 levels at <a href="/buildings/233-east-233-maroondah-highway-ringwood">233 Maroondah Highway</a>, the suburb has another five projects in the four to eight level floor height range.

Caulfield has not reached the heights that Ringwood has as yet in the same region Malvern East has <a href="https://www.urban.com.au/buildings/vanguard-781-807-dandenong-road-malvern-east">Vanguard</a> at 18 levels as well as a good mix of four to eight level projects. Sunshine has a sole <a href="/developments/sunshine-vic-3020">nine level building</a> on the database and we are not tracking anything for Newport as yet.

20 years after Southbank Towers, the suburbs are punching through the 20 level barrier

When there's a matter of 28 kilometres between the The Big Smoke and Ringwood, it's understandable that the spotlight may not reach all the way out toward the leafy eastern locality. Far from the multitude of towers appearing within Melbourne's CBD, Ringwood is going about establishing its own development surge albeit without the kudos.

Anchoring Ringwood's current uplift in development is QIC's <a href="http://www.probuild.com.au/projects/eastland-shopping-centre-stage-5/">Eastland Stage 5</a> expansion, with the build increasing the complex by approximately 50%. Current works are valued at $575 million and upon completion the retail hub will weigh in at approximately 127,000 square metres in size, but of more interest is the new library, learning and cultural centre to be constructed conjointly as part of Eastland's expansion.

Realm will provide enhanced service delivery and develop Maroondah’s educational, cultural and community identity through the establishment of a facility that will be the first of its kind offering seamless provision of service, incorporating an integrated library, Council service centre, community spaces and art gallery.

Realm will be situated in a prime location within the Eastland redevelopment facing and interacting with the new 4000sqm town square and with frontage to Maroondah Highway. It will have direct links to the new $66 million Ringwood Station and bus interchange and forecourt space which the Victorian Government is constructing over the next 18 months.

With design input from <a href="http://www.buchan.com.au/">Buchan Group</a> and Acme, <a href="http://www.ringwoodgoingplaces.com.au/content/356/">Realm</a> will sit opposite a new $66 million public transport interchange due to begin shortly. A Victorian Government project, the redevelopment will principally involve upgrading Ringwood Station, a new pedestrian concourse and revamped Ringwood Bus Interchange.

Crucially both Realm and the new Ringwood Transport Interchange will both include traffic calming and diversion measures, intended to lessen vehicle movements and make the area a more pedestrian friendly experience.

Initial planning approval was given for a <a href="http://www.designconsortia.com.au/">Design Consortia Australia</a> scheme which was to have included 239 apartments over a 14 level structure.

Subsequently Armadale-based <a href="http://www.94feet.com.au/">94 Feet</a> have snapped up the site, listing it on their website as a pending development. A new taller design for the site carries what seems to be the hallmark <a href="http://chtarchitects.com.au/">Carabott Holt Turnicov</a> diagonal pattern which would be highly visible for motorists from the prominent Maroondah Highway/Rinwood Bypass intersection.

A host of other residential projects are also on the radar, most notable of which is <a href="/buildings/233-east-233-maroondah-highway-ringwood">233 Maroondah Highway</a> with 131 apartments on offer. Various other smaller developments have gained approval while two large 'gateway' development sites are currently on the market seeking a new owner. <a href="http://cbre.realcommercial.com.au/property-land+development-vic-ringwood-501121743">28-30 Maroondah Highway</a> and <a href="http://cbre.realcommercial.com.au/property-land+development-vic-ringwood-501049371">43-55 Maroondah Highway</a> are for sale, with concept plans showing 28-30 Maroondah Highway capable of carrying a tower in the 13-15 level range.

<h2>Future Forecast</h2>

As part of the Melbourne 2031 blueprint, forecasts suggest 5,000 additional dwellings are required to meet Ringwood's expectant demand by 2031 with 800 apartments already having already gained approval. Furthermore Maroondah City Council have implemented a dedicated Ringwood Commercial Precinct with an additional 60,000sqm of commercial floor space envisaged by 2031.
