Diversified national property developer,&nbsp;<a href="https://www.urban.com.au/developers/time-place">Time &amp; Place</a>, has&nbsp;received development approval from the Victorian Planning Minister for a large-scale mixed-use development that will occupy one of the largest island sites on the Melbourne CBD periphery.

It will add another $500 million to the developer‘s portfolio once complete. &nbsp;

The Minister for Planning of Victoria, Sonya Kilkenny, announced the project’s planning approval in person at the <a href="https://www.urban.com.au/developments/south-melbourne-vic-3205">South Melbourne</a> site.&nbsp;

The DFP pathway was introduced to fast-track the delivery of much-needed housing and has been a pivotal tool in enabling the approval of Time &amp; Place developments while also includes their <a href="https://www.urban.com.au/news/vic/first-look-time-place-and-woolworths-greenlit-for-glen-iris-mixed-use-precinct">$150m mixed-use Glen Iris development</a> in partnership with Woolworths Group which was approved in October 2024.&nbsp;

By providing reduced approval timeframes and greater project certainty, the DFP pathway has enabled Time &amp; Place to confidently advance projects that meet community needs in a timely and efficient manner, strengthening project viability.&nbsp;

Tim Price, Founder and Director of Time &amp; Place, says the&nbsp;accelerated approval process is "enabling us to better deliver thoughtfully designed places while supporting local economic growth and job creation."

After initially acquiring a single site at 11-17 Dorcas Street, Time &amp; Place has spent the past 18 months gradually acquiring four additional sites bordered by Dorcas and Wells Streets and Middleton Lane, taking the land holding to 2,398 sqm.

The development will feature 243 apartments and introduce a village-style look and feel that integrates dining options, amenities and a community activation that will link directly with South Melbourne. The project will comprise one, two, three and penthouse apartments, in addition to a diverse ground-floor retail offering.&nbsp;

Designed by the renowned <a href="https://www.urban.com.au/architects/bates-smart">Bates Smart</a> studio, the distinctive project is designed to feature two sculptural towers connected via a central garden bridge. The towers are conceived as a pair of elegant forms that rest on a refined garden podium, celebrating the Parkside address and surrounding Domain precinct. &nbsp;

Price said acquiring the additional sites allows for the introduction of a superior design and place-making outcome for this corner of South Melbourne, reinforcing the developer’s conviction in the area and the city-fringe residential market.

"In this vibrant corner of South Melbourne, seamlessly connected to South Yarra and the Botanic Gardens and just 1.6 &nbsp;km from the CBD, we envision an innovative, amenity-rich village that fosters community engagement with the Domain Precinct. Every building begins as a new build before aging into the secondhand property market, much like cars transition from the showroom to the used car lot. While most Australians purchase established homes—akin to the prevalence of used cars on our roads—the majority of property buyers are more familiar with existing real estate.

While the concept of off the plan purchasing has been around for decades, the trend only really gained momentum in Australia in the 2000s, following a recovery from the early 1990s recession. New apartment buildings have a responsibility to focus on sustainable practices.

Most state governments enforce sustainability requirements, and now buildings have to be 7-star NatHERS rated, which means they must include energy-efficient features like double glazing and better insulation.

While it's a positive for the environment, it's also a benefit for new apartment buyers. Energy-efficient appliances and standard practices like solar panels and rainwater harvesting can save thousands on electricity and water bills every year.

You’d be hard-pressed to find an apartment building built before 2000 with solar panels.

<h2>Technology</h2>

Developers today go the extra mile to set their developments apart, and a small feature they often include is advanced technology.

Some developers offer keyless entry systems, whether through keypad door handles or facial recognition, as well as smart home capabilities like routine-driven lights or Wi-Fi-controlled air conditioning. Developers creating large towers or masterplanned communities in particular understand they're not just building homes, but fostering a community. They&nbsp;go as far as offering a mobile phone application, which, depending on the project, can be used to reserve any of the bookable facilities, request concierge services, or see what community events are taking place.

One of the biggest differences between apartment buildings from the 1960s and those of today is the level of facilities.

While the facilities offered vary depending on the size of the apartment building, developers dedicate significant resources and floorspace to ensure that residents are well-catered for within the building.

At a minimum, developers allocate large portions of the site for walkable gardens, often landscaped by a professional. Smaller boutique buildings, which may not have a pool or gym, often feature rooftop communal spaces with barbecue facilities and alfresco dining areas.

Larger skyscraper towers go all out with luxury facilities. It's no longer enough to have just a pool and a basic gym. Now, towers are offering facilities that rival those of high-end hotels.

Lap pools, accompanying spas, and daybeds are now standard. Gyms are often replaced with wellness centres that include saunas, hot and cold plunge pools, and rooms reserved for classes or yoga.

<h2>The fact it's brand new</h2>

Much like the customisation reason, the fact that the apartment is brand new is a huge selling point.

There’s no need to upgrade any fixtures or fittings once the apartment is complete. New apartments feature top-of-the-line appliances, typically from brands like SMEG or BOSCH, with some luxury apartments offering Gaggenau appliances.

Additionally, improvements in flooring materials, like engineered timber and stone benchtops, provide durability and a modern finish that is resistant to wear and tear.

<h2>Financial benefits</h2>

Buying off the plan comes with several financial advantages, including potential stamp duty savings in certain states, which can significantly reduce costs on completion.

Additionally, the staggered payment structure in the off the plan market allows buyers to secure a property at today’s prices while saving for settlement during the construction period.

Generally, buyers pay 10 percent upon going unconditional on the contract, with the remaining 10 percent due on completion. Many developers, however, offer flexible deposit terms, which could be as low as five percent.

The deposit is placed in a protected trust account by the developer, ensuring that the money is safe and untouched, while also generating interest during this time. That interest is handed to the buyer upon completion.

Eight reasons why people buy an off the plan apartment

First home buyers in Victoria and Queensland are increasingly willing to stretch their budgets, surpassing spending trends seen in New South Wales.

While affordability remains a key consideration, data from November and December reveals a growing willingness among first-time buyers in these states to invest more in their first property.

In contrast, in New South Wales, where <a href="https://www.urban.com.au/developments/sydney-nsw">Sydney</a> is consistently ranked among the least affordable cities globally, first home buyers are primarily focused on apartments priced between $600,000 and $1 million.

First home buyers in Queensland, mainly Brisbane and the Gold Coast, are increasingly willing to spend over $1 million, particularly for larger homes or apartments in sought-after suburbs.

Many are also focusing on adding value through innovative designs and sustainability features to attract buyers seeking long-term investment potential.

There is a diverse range of developments on the horizon, from small, boutique apartments aimed at the affluent downsizer, to sustainable developments with eco-friendly designs and energy-efficient technologies, and large-scale neighbourhood precincts that will address Melbourne’s ongoing housing shortage by delivering much-needed supply to the new property market.

<h2>Abadeen</h2>

<h2>Hamton</h2>

Developer <a href="https://www.urban.com.au/developers/hamton">Hamton</a>&nbsp;is gearing up for a big 2025, launching its newest neighbourhood-style project and the next stage of its $2 billion Moonee Valley Park redevelopment.

Early next year Hamton will take to market Scotch Hill Gardens in <a href="https://www.urban.com.au/developments/hawthorn-vic-3122">Hawthorn</a>, six low-rise buildings with 365 residences&nbsp;on the former home of the University of Melbourne.

The project’s unique design features 5,500 sqm of publicly accessible green space and a new retail precinct.

Hamton is also advancing Moonee Valley Park, their $2 billion redevelopment of the Moonee Valley Racing Club.&nbsp;

At some point in 2025 they will launch the next two stages that will bring around 440 more apartments to the growing community. The two current buildings within Moonee Valley Park, <a href="https://www.urban.com.au/new-apartments/stonepine-house-at-moonee-valley-park-kenna-street-moonee-ponds">Stonepine House</a> and <a href="https://www.urban.com.au/new-apartments/trackside-house-moonee-ponds-moonee-valley-racecourse-moonee-ponds">Trackside House</a>, are well under construction and nearly sold out.

There will be over 2,000 dwellings in the masterplan when it's completed.

<h2>Milieu</h2>

Design-driven developer <a href="https://www.urban.com.au/developers/milieu-property">Milieu</a> is another big-name developer who will have a busy 2025.

They will complete <a href="https://www.urban.com.au/new-apartments/plant-street-by-milieu-malvern-1-plant-street-malvern">Plant Street by Milieu</a>, its first development in Melbourne's inner-south east after a string of successful projects in inner-north, while continuing to release apartments at its recently launched <a href="https://www.urban.com.au/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick">Elsternwick Gardens</a> project.

In early 2025 they'll be launching their latest project,&nbsp;<a href="https://www.urban.com.au/new-apartments/saxon-street-by-milieu-10-dawson-street-brunswick">Saxon Street by Milieu</a>, 80 apartments in <a href="https://www.urban.com.au/new-apartments/brunswick-vic">Brunswick</a>, on the site of The Brosnan Centre next door to Brunswick Baths.

Jackson Clements Burrows (JCB) has designed the gas-free building, with landscaping by Oculus and interiors by by Design Office.

The building will be predominantly two-bedrooms, with an almost equal split of one and three-bedroom apartments.

Later in 2025 Milieu will launch <a href="https://www.urban.com.au/new-apartments/4-6-derby-street-collingwood">Derby Street</a> in <a href="https://www.urban.com.au/developments/collingwood-nsw-2850">Collingwood</a>, just 18 large-scale apartments off Smith and Gertrude Street.

The brief for Studio Bright was to create a building to echo the site's once-industrial surroundings, so extensive brick and tile detailing was used in the design to integrate it with the street.

<h2>Beulah</h2>

<a href="https://www.urban.com.au/developers/beulah">Beulah</a> will be looking to push on with its significant pipeline it's built up recently.

As well as looking to start construction on its Southbank megatower&nbsp;<a href="https://www.urban.com.au/new-apartments/sth-bnk-by-beulah-southbank-60-southbank-boulevard-southbank">STH BNK by Beulah</a>, the developer also has two other inner-city projects they'll be looking to take to market.

In&nbsp;<a href="https://www.urban.com.au/developments/fitzroy-vic-3065">Fitzroy</a>&nbsp;Beulah has proposed a sustainabile development with 44 residences above two ground-floor retail spaces designed to integrate with the local Fitzroy character.

Beulah also has a new project in&nbsp;<a href="https://www.urban.com.au/developments/prahran-vic-3181">Prahran</a>, near the famous Prahran Market.

Designed by Cera Stribley, the new development at&nbsp;182-194 Commercial Road will have 39 one, two and three-bedroom apartments across an eight-level building, also above retail, hospitality venues, and offices.

Walls can be moved (within reason), storage and joinery can become customisable, while outdoor kitchens, appliance additions/upgrades, and fireplaces are just a few of the more common upgrades that buyers can choose to incorporate.

Local Melbourne developer <a href="https://www.urban.com.au/developers/sma-projects">SMA Projects</a> takes customization seriously and understands its importance, particularly where other developers may not.

They’ve been working with a buyer—incidentally, an architect—who was immediately attracted to SMA’s newest inner-city apartment development, The Regent in <a href="https://www.urban.com.au/developments/fitzroy-vic-3065">Fitzroy</a>, after seeing the interior images on the hoarding at the Fitzroy Street site.

Many downsizers have built significant equity in their family homes over the years and are now looking to move into more manageable living spaces, while also securing funds for retirement.

But where are downsizers and rightsizers looking to buy?&nbsp;

In this article, we've looked at the most popular suburbs in Melbourne for both buyer demographics, highlighting some of the most popular developments in those areas.

<h2>Glen Iris</h2>

The leafy <a href="https://www.urban.com.au/new-apartments/glen-iris-vic" target="_blank">Glen Iris</a>, regarded as the geographical centre of Melbourne, is a suburb that, once you live there, you will never want to leave, which makes it an ideal suburb to be developing for downsizers.

"You find that those who move to&nbsp;<a href="https://www.urban.com.au/new-apartments/glen-iris-vic" target="_blank">Glen Iris</a>&nbsp;often stay for generations," Thompson says.

Demand for downsizers is expected to continue into 2025, particularly when Time &amp; Place <a href="https://www.urban.com.au/news/vic/first-look-time-place-and-woolworths-greenlit-for-glen-iris-mixed-use-precinct">launch their mixed-use project</a> with Woolworths that will see 60 two and three-bedroom apartments developed on Burke Road.

<h2>Brighton</h2>

Brighton has long been one of Melbourne's bluechip suburbs, with house prices among the highest in the city.

It's another suburb that those who have lived in Brighton for most of their life, don't want to leave. It is also a suburb for the aspirational buyer in the new apartment market. The buyer who can't afford a house in the affluent suburb, but could downsize or rightsize into it.

"Brighton offers one of the best lifestyle offerings in Melbourne," developer Adam Sloane said.

"There’s the beach, the parks, the café culture, cinemas, retail… it has it all."

Only a quarter of dwellings are apartments, according to the latest census data.&nbsp;

Alternative investment managers <a href="https://www.urban.com.au/developers/salter-brothers">Salter Brothers</a>&nbsp;saw a gap in the market and is currently delivering&nbsp;<a href="https://www.urban.com.au/new-apartments/candela-ivanhoe-40-upper-heidelberg-road-ivanhoe">Candela</a>, strategically located at the entrance of Ivanhoe Village and near to all the community has to offer.&nbsp;

Not until design-driven developer Milieu revealed <a href="https://www.urban.com.au/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick">Elsternwick Gardens</a>, its garden community next door to the landmark Rippon Lea Estate.

<a href="https://www.urban.com.au/developers/milieu-property">Milieu</a> leaned into the fact the site no Gordon Street shares the boundary with the heritage-listed gardens that surround the 1880s-built mansion, with a private, secure gate that only future residents of Elsternwick Gardens can access.

Aside from being located next door to Rippon Lea Estate, future Elsternwick Gardens residents will be a short walk from the centre of Elsternwick to the south, with its train station, shopping precinct and range of restaurants and cafes and the vibrant village or Ripponlea Village to the northwest.&nbsp;

The surprise announcement quickly ignited a flurry of activity among developers who had previously been holding off launching projects, waiting for a range of unpredictable factors to align before launching new projects.

With this new incentive expected to increase buyer demand, many developers are now eager to get their projects into the market as soon as possible.

As a result, Melbourne is set to see a significant influx of new projects in 2025, from towering CBD developments — which have largely been absent in the past five years — to boutique buildings in some of the city’s trendiest suburbs.

In this article, we explore where, what, and who is driving the most exciting new developments coming to Melbourne in 2025.

One of the first CBD tower launches in recent memory is set to hit the market in 2025 with&nbsp;<a href="https://www.urban.com.au/developers/far-east-consortium">Far East Consortium</a>, the developer of the four-tower, $1 billion West Side Place on Spencer Street, seeking to again change the Melbourne CBD skyline.

Early next year they'll launch Monument, just over 600 apartments at 640 Bourke Street, at the eastern end of the long street and a stone's throw from Flinders Station.

Monument has been designed by <a href="https://www.urban.com.au/architects/rothelowman">Rothelowman</a> and will integrate four levels of amenities, gallery spaces, and a revitalised Langs Lane which will be in the redeveloped Eliza Tinsley building which dates back to 1925.

One, two and three-bedroom apartments will start from $640,000.

Malaysian developer <a href="https://www.urban.com.au/developers/s-p-setia">S P Setia</a>, who has been behind the likes of UNO Melbourne, Sapphire by The Gardens, and Fulton Lane, is also set to launch a new tower in the CBD.

<a href="https://www.urban.com.au/new-apartments/atlas-melbourne-383-la-trobe-street-melbourne">Atlas Melbourne</a>, a 71-level skyscraper at 383 La Trobe Street, just down the road from UNO, will have just shy of 800 apartments.&nbsp;

<a href="https://www.urban.com.au/architects/cox-architecture">Cox Architecture</a> has worked with <a href="https://www.urban.com.au/architects/fender-katsalidis-architects">FK Australia</a> to create what it being pitched as "something new for Melbourne, while being entirely of Melbourne.

It pays homage to the history of the 2,850 sqm site, formerly the home of the Royal Mint.

There will be around 163 studio apartments on offer, 373 one-beds, 206 two's, and 55 three-bed apartments, located above a two-level arcade with eight retail tenancies.

<h2>What: 671 Chapel Street</h2>

<h2>Where: South Yarra</h2>

South Yarra's famous Chapel Street is set for an injection of new apartments, and it's not Gurner's Jam Factory redevelopment.

Developer CASA has taken over a site at 671 Chapel Street, a site which has had several planning approvals over the years, the most recent coming earlier this year when Daniel Grollo's HOME was approved for a build-to-rent project.

CASA has grabbed the reigns and will launch a collection of one, two and three-bedroom apartments designed by <a href="https://www.urban.com.au/architects/bates-smart">Bates Smart</a> and in landscaping by <a href="https://www.urban.com.au/landscape-architect/jack-merlo">Jack Merlo</a>.

The Chapel St site is just behind Melbourne High School, which means protected viewlines to the CBD.

CASA is led by Renato Calandro, a former executive of Grollo's Grocon and HOME. CASA is also working on projects in Fitzroy, Port Melbourne, and a development in North Sydney in a joint venture with Podia.

<h2>Who:&nbsp;Abadeen</h2>

<h2>What: Grandview Prahran</h2>

<h2>Where: Prahran</h2>

The VIC arm of luxury Sydney developer <a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> has been active in the market since entering it around 12 months ago.

Currently developing <a href="https://www.urban.com.au/new-apartments/malea-94-burke-road-malvern-east">Malae</a>, a boutique collection of seven apartments in <a href="https://www.urban.com.au/developments/malvern-east-vic-3145">Malvern East</a>, of which more than half are spoken for, will kick off 2025 by launching their second Melbourne project.

Earlier this year Abadeen, who is being led locally by former CBRE executive and developer Andrew Leoncelli, secured a prime 2,198 sqm site at 616-646 High Street&nbsp;in Prahran. They had Carr put together the designs for <a href="https://www.urban.com.au/new-apartments/grandview-prahran-616-646-high-street-prahran">Grandview Prahran</a>, which curves around a national trust significant Smookt Bark Apple tree.

The four-level building will have 26 large-scale aparments, with the two-beds starting from around 100 sqm and the three's ranging in size to 269 sqm.

Pending council approval which should come in the next week, they will launch the project

<h2>Who:&nbsp;Abadeen</h2>

<h2>Where: Caulfield North</h2>

Abadeen is going large-scale again next year, and another parkside project.

Later in the year they're hoping to launch a new project in&nbsp;<a href="https://www.urban.com.au/developments/caulfield-north-vic-3161?sort=">Caulfield North</a>, predominantly made up of large three-bedroom apartments.

The 1,060 sqm site at <a href="https://www.urban.com.au/new-apartments/219-229-balaclava-road-caulfield-north">219-229 Balaclava Road</a>, directly across from Caulfield Park, came with approved plans for a seven-level building.

Abadeen brought in architecture firm Powell &amp; Glenn to alter the apartment makeup and tweak the design to give it a "New York-style feel".

Large apartments for the downsizer is the path Abadeen is taking in Melbourne, following the blueprint of what Abadeen has created for decades across Sydney's most affluent suburbs in the Lower North Shore.

Community developer <a href="https://www.urban.com.au/developers/hamton">Hamton</a> will launch Scotch Hill Gardens, its highly anticipated Hawthorn masterplan on the former home of the University of Melbourne, early next year.

The six-building, low-rise precinct will comprise 365 residences, a mix of apartments and townhouses, as well as 5,500 sqm of new publicly-accessible green space and a new retail village to <a href="https://www.urban.com.au/developments/hawthorn-vic-3122">Hawthorn</a>.

The major residential development <a href="https://www.urban.com.au/new-apartments/442-auburn-road-hawthorn">Auburn Road</a> is one of the largest to be approved under the Allan government’s accelerated Development Facilitation Program, which seeks to reduce the application timeframe for eligible projects.

After a joint application from <a href="https://www.urban.com.au/developers/hamton">Hamton</a> and the University of Melbourne in March 2022, the Planning Minister oversaw the rezoning of the site from public use to enable residential development and approved a detailed development plan to govern planning outcomes for the 1.6ha site.

Hamton’s Founder and Executive Chairman, Paul Hameister OAM, said the project will create a rare opportunity for buyers in a premium suburb that is highly sought-after.

Sales are expected to launch in February.

<h2>Who:&nbsp;Time &amp; Place</h2>

<h2>What: Glen Iris Village Corner</h2>

Diversified property developer <a href="https://www.urban.com.au/developers/time-and-place">Time &amp; Place</a>, in partnership with Woolworths Group, is expected to launch sales of its recently approved $150 million mixed-use development in Glen Iris.

The five-level project at 173 Burke Road will comprise 60 apartments targeted at downsizers and young and multi-generational families.

The plan is for a 12-level, mixed-use building with 125 apartments above ground floor retail at <a href="https://www.urban.com.au/new-apartments/9-15-brighton-street-richmond">9-15 Brighton Street</a>, near East Richmond Station.

Developer <a href="https://www.urban.com.au/developers/kincrest">Kincrest</a> will be bringing one of the best parkside developments to <a href="https://www.urban.com.au/developments/prahran-vic-3181">Prahran</a>, on a prime 1,613 sqm site on Grattan Gardens.

They'll be launching 22 two, three and four-bedroom apartments across a seven-level building at 3-7 Grattan Street, a site with a 35-metre frontage to the popular Prahran park.

Design-driven developer <a href="https://www.urban.com.au/developers/milieu-property">Milieu</a>&nbsp;is returning to <a href="https://www.urban.com.au/developments/brunswick-vic-3056">Brunswick</a> for its next development, Saxon Street by Milieu, which will launch in early 2025.

Adjacent to the Brunswick Baths and Library, Saxon Street by Milieu will offer a mix of 80 one, two, and three-bedroom apartments designed by <a href="https://www.urban.com.au/architects/jackson-clements-burrows-architects">Jackson Clements Burrows Architects</a>, with interiors by DesignOffice and landscaping by Oculus.

This will be Milieu’s eighth project with DesignOffice and alongside sustainability as standard, Milieu says the apartments "will embody the layers of thought of how people really live in apartments and how good design has a positive impact on our everyday lives."
