The Victorian government will mandate that new apartment blocks with more than 10 dwellings must have communal green space.

The Victorian Planning Minister Richard Wynne said apartment occupants increasingly wanted more from their homes. “It’s essentially an understanding that for many people, their home is not just a sanctuary, it has also been a place where they work for the last 12 months,” he said.

“So amenity becomes a really important element in this conversation.” The current standard for communal open space applies to buildings of 40 dwellings or more. "Landscaping should not be an afterthought in building design and planning but incorporated from the beginning of the process," the department advised.

The Better Apartments Design Standards process began in 2018 with the aim to improve the liveability and sustainability of apartments across Victoria.

The latest announcement also advised apartment buildings taller than five storeys will be required to avoid “wind tunnelling” through sensitive design.

Balconies on buildings taller than 40 metres (13 stories) are set to be eliminated to reduce windswept underused balconies and allow the space to instead be provided as additional space in a living room or bedroom.

"The extra space given to a living room might provide a place to work from home, space for children’s play, or a concealed laundry and drying space," the department advised.

"More than ever, the coronavirus pandemic has shown us that all homes need to have access to air, nature, sunlight and personal space," it said. The apartment development industry, while mostly welcoming the announcement, indicated the updated design standards will prompt higher apartment prices.

The Victorian Government having released the preview of the standards will commence the new planning rules later in 2021.

The updated standards will not apply to applications lodged before the updated standards come into operation.

There appears to be no stipulation that gardens must be on the ground floor.

Gardens to be compulsory in more Victorian apartment complexes

A Teneriffe apartment has been sold for $5.7 million, having last sold at $3.6 million in 2010.
Set in the popular One Macquarie, it was first sold in 2005 at $4.1 million.
<a href="https://www.realestate.com.au/sold/property-apartment-qld-teneriffe-134162478" target="_blank">The garden apartment</a> comes with four bedrooms, three bathrooms plus home office with a total space of 629 sqm. 
It was recently refreshed with various upgrades.
It was sold through McGrath.
There was a recent $6.02 million record price paid for another garden apartment in the complex of 34 apartments.
There are 17 private marina berths and 200m of riverfront boardwalk.
It was in 2009 when the project received the award for Residential Building (High-rise over Three Storeys) $30 million to $60 million at the Master Builders Queensland Awards.
It was developed by the Seymour Group, comprising four individual buildings, in partnership with Queensland-based construction company Watpac to produce a $130 million project.

$5.7 million Teneriffe riverfront garden apartment sale

Southern Highlands-bound Australian TV, film and stage legend John Gaden has listed his Rushcutters Bay apartment.
It is in the parkside Queensboro complex.
It's the first time being offered in 10 years, since Gaden's $960,000 purchase in 2007.
The garden apartment comprising 160 sqm has two bedrooms and one bathroom with a north-facing private courtyard. 
Knight Bailey has a scheduled May 12 auction with $1.4 million expectations.
A two bedroom, two bathroom apartment in the same Queens Avenue block sold late last year for $1,367,500.
The veteran actor recently appeared in an edgy comedy video highlighting the <a href="https://www.urban.com.au/news/48194-john-gaden-stars-in-pant-wetting-sydney-auction-parody-short-film" target="_blank">overheated Sydney auction market</a>.
The parody clip, directed by former Julliard student Stephen King features a so-called apartment at 1 Backwater Road, Shithole Park. Gaden plays an old man in a wheelchair onlooking at the auction who wets himself.
Having moved from Balmain in the 1970s to Bondi then Rushcutters Bay for the past 10 years, Gaden's professional career began in the early 1960s after he decided to pursue a career in theatre rather than a legal one, despite his family association with the Gadens legal practice.
In 1970 he appeared in a production of Hadrian the Seventh in Perth, directed by Sir Tyrone Guthrie, and with fellow actors Arthur Dignam and Judy Nunn.
Guthrie was impressed enough with Gaden to recommend him to Robin Lovejoy, who cast him in a production of The Crucible.
This led to a three-year contract with the Old Tote Theatre Company, the precursor of the Sydney Theatre Company.
For three years he was associate director of the Sydney Theatre Company with Richard Wherrett.
From 1986 to 1989 he was artistic director of the State Theatre Company of South Australia, based in Adelaide.
Gaden has won two Helpmann Awards for Best Male Actor in a Play: in 2001, for Yasmina Reza's The Unexpected Man, and in 2007, for The Lost Echo.
