<p>Architecture practice HASSELL is heading design efforts for a new office development with an end value of $163 million that will see job search firm SEEK take root within Cremorne.</p>

<p>The atypically shaped campus-style building was lodged with City of Yarra earlier this month, nominating a large land parcel at 60-88 Cremorne Street as SEEK's new headquarters. Arthur Land Pty Ltd is the listed land owner and applicant within planning documents, although <a href="http://www.theaustralian.com.au/business/property/seek-to-move-hq-to-purposebuilt-office-in-melbourne-tech-hub/news-story/2b84264ca87b2da5b46b00455bc17aa0">The Australian</a> has nominated Gus Coopers' Cremorne Properties as the developer.</p>

<p>60-88 Cremorne Street's double-peaked roof along with a smaller annex building will encompass 29,493sqm of commercial floorspace. The bulk will tend to the needs of SEEK, with additional space dedicated toward retail, a wellness and education centre and a tech incubator.</p>

<p>Currently, at 541 St Kilda Road, SEEK's 800 local employees will be shifted to the purpose-designed Cremorne complex upon its completion.</p>

<p>A ‘Contemporary Warehouse’ approach has been adapted with modern form, finished in traditional materials. The approach achieves a building that is both strong in form and sensitive in footprint.</p>

<p>Leveraging from the industrial heritage of Cremorne, the proposal at 60 Cremorne Street Cremorne, will seek to provide a highly integrated and diverse language of materials and form to reinforce its place within the existing urban and historical context.</p>

<p>The intent of a ‘contemporary warehouse’ is driven by the gabled brick roof forms which are prolific throughout Cremorne, most notably the former Cremorne Street State School, listed on the Victorian Heritage Database, which is directly adjacent to the subject site.</p>

<p>The external architectural response cleverly reinterprets the historic buildings which occupied Cremorne and the wider Richmond area through a composition of materials and building form.</p>

<p>This outcome addresses policy aspirations within the Swan Street Structure Plan to ensure that new buildings “reinforce the industrial and commercial building character of the precinct” and “to promote development that responds to the diverse character and architectural styles of the precinct’s existing built form.</p>

<p>HASSELL's integrated approach to 60-88 Cremorne Street's green appearance also sees a considered outcome to the proposal's street frontages. All four frontages feature accessible paths for foot traffic and social engagement, along with varying degrees of greenery at street level.</p>

SEEK and you will find... a new Cremorne headquarters

<p>A developer new to the Urban.com.au <a href="https://www.urban.com.au/developments">Project Database</a> is seeking a berth within the bustling West Melbourne apartment scene.</p>

<p>137-157 Adderley Street as a tri-fronted 1,606sqm site headed to planning during May on behalf of Auburn Land Group. Surrounded by a variety of other current apartment developments, the Adderley Street land holding sits between North Melbourne railway station and the area's most high profile mixed-use development, West End.</p>

<p>The immediate area surrounding 137-157 Adderley Street is a mixture of "terrace houses, commercial offices, workshops and showrooms; buildings of various periods and architectural styles." Auburn Land Group is looking to push the suburb further down the path of higher density residential, by seeking the right to deliver 112 apartments within a 10 level building.</p>

<p>Buchan Group has designed the possible the new addition in line with the objectives of the Better Apartments Design Standards.</p>

<p>The new application follows on from a previous design at planning which was scuppered when the site in question was sold by CBRE City Sales during 2016.</p>

<h2>The site in context</h2>

<p>A significant objective of this design response is to provide a considered building form; of scale and articulation that is appropriate to the location context and contributes a well-mannered and positive presence to the West Melbourne streetscape.</p>

<p>One of the most captivating aspects of this site and indeed, a primary characteristic of the West Melbourne context, is the tree line'boulevard'streets, featuring, particularly in the north-south streets, mature deciduous plane trees.</p>

<p>The building design seeks to celebrate this aspect of the context by incorporating into the design highly reflective glass in the street fronting facades to literally reflect the tree foliage and by adopting the seasonal colours of the trees in the vertical shade blades that are affixed to the face of Level 5 and 6 street facades.</p>

<h2>Into an active space</h2>

<p>West Melbourne and Box Hill continue to be the two dominant non-CBD/Southbank locales where large scale apartment projects continue to be consumed by buyers at a steady rate.</p>

<p>Auburn Land Group's Adderley Street project becomes the 27th apartment project entry for West Melbourne within the Urban.com.au Project Database.</p>

<p>As part of their planning representation, Buchan Group has delivered an overview of West Melbourne that clearly shows the march of higher density living in the suburb. Pink sections represent existing low-rise commercial plots which have become the target of many a developer, while light blue denotes single dwellings and navy multi-residential.</p>

<p>What can be taken from the below graphic is that West Melbourne still has an abundance of sites capable of handling higher density projects.</p>

Auburn Land Group enters the West Melbourne apartment market

<p>John Demos Architects have conceived a new apartment building with the expectation that the project be an appropriate design gesture for a key Ivanhoe infill site.</p>

<p>Vacant for many years, 40 Upper Heidelberg Road was in the past subject to a smaller apartment development that failed to materialise. The current project team led by developer SB&amp;G Group have sought a reinvigorated and much larger apartment project for the triangular gateway site which leads into Ivanhoe's premier retail strip.</p>

<p>Under new plans, the majority of the project's ground level will become a publicly accessible piazza activated by a cafe and commercial space, with the latter holding a health, wellbeing and arts focus.</p>

<p>Ostensibly an undercroft, the design feature is unusual in its sizeable generosity toward the public realm. 40 Upper Heidelberg Road's ground plane intends to provide the Ivanhoe retail strip with a design showpiece, while also injecting green space into the area.</p>

<p>The Landscape Concept Design envisages outdoor seating/dining opportunities along the edges of the public spaces with the main event/gathering/communal seating spaces located towards the centre of the site. This creates an opportunity for a weekend market concept, ‘pop-up’ and cultural events, using the plaza space, the catenary ‘ceiling’ and building program to facilitate programmed events and community engagement.</p>

<p>Circulation has been carefully considered through the selection of paving materials and positioning of physical elements. The design creates permeability from the street and other major spaces within the site, but ensures spaces are defined and have a distinct character to allow wayfinding and pedestrian comfort.</p>

<p>Capturing the life and vibrancy of a new urban village and plaza in an intimate human scale, the landscape is bound by retail and building entries. Creating a network of fine grain that establishes the base for a contemporary urban development through planting, urban elements, paving and furniture.</p>

<p>While Oculus is responsible for the design of the landscaped piazza, the building also distinguishes itself through the use of irregular materials.</p>

<p>The design's Upper Heidelberg Road frontage is split into two distinct 'modules'. The northern facade is finished with an angular brass mesh veil which allows for both daylight access and privacy. The southern aspect is wrapped by a glass laminated brass mesh facade, articulated with white banding.</p>

<p>Essendon's heavily faceted 193 Buckley Street is a design recently realised, while two further John Demos Architects projects of high design merit are unfolding in Footscray.</p>

<p>Side by side, the golden-clad Hugo has just commenced construction while the adjoining 209 Ballarat Road also brings with it a heightened degree of design credibility.</p>

Ivanhoe's latest apartment proposal provides a grand public gesture

<p>A heritage listed building on an otherwise vacant Bouverie Street site is set to host one of Melbourne's larger student accommodation projects, falling under the UniLodge Bouverie St banner.</p>

<p>Across 123-135 Bouverie Street, dual towers are proposed that would add a further 596 rooms to the Melbourne market. Nettleton Tribe are the design force behind the proposal, with institutional investor Cedar Pacific backing the development.</p>

<p>The Art Deco style building onsite carries a distinct clinker brickwork pattern and is considered significant for both its historic and aesthetic attributes. Formerly the Modern Printing Company Factory, it will find new life as a retail/cafe space under the new plans.</p>

<p>UniLodge Bouverie St will cater for the University of Melbourne's Parkville students. Working under a 'self-catered hostel model', prospective students will find themselves in "a collegiate community with economic room sizes matched with a significant investment in common spaces and recreational areas."</p>

<p>Every level includes a communal space of some sort, with the rooftop including an outdoor garden and BBQ, herb/vegetable gardens and sky lounge.</p>

<p>After multiple similar projects for Deakin University and the recent completion of UniLodge @ VU in Footscray, 123-135 Bouverie Street is the latest project for Nettleton Tribe. Their Bouverie Street design consists primarily of a metallic two-tone aluminium cladding, highlighted by black steel fins and white aluminium trim.</p>

<p>Scape Student Living has applied to build the world's tallest student-occupied tower on Franklin Street. Replacing approved plans for a 62 storey, 218m largely residential tower, Scape's intentions are for 740 student beds, 146 city living units and 11,500sqm of commercial space within the mixed use project.</p>

<p>Also this week, a fresh design has been added to the Urban.com.au Project Database for Urbanest's approved tower at 599-605 Swanston Street. The creation of Hayball, Urbanest's latest Melbourne tower now presents as a golden tower with strong vertical elements across its facade.</p>

<p>The project is still expected to carry in excess of 600 student beds.</p>

Inter-war and student to the core: another whopping student accommodation project unveiled

<p>The planning equivalent of a 'Days of our Lives' episode may be on the verge of a development resolution.</p>

<p><a href="https://www.urban.com.au/developers/action-group-australia">Action Group Australia's</a> very long and public bid to redevelop a prime slice of land opposite Station Pier has entered its latest phase, with plans now on display for a new design seeking grace the defunct site. Since development plans for <a href="https://www.urban.com.au/new-apartments/1-7-waterfront-place-port-melbourne-0">1-7 Waterfront Place</a> first surfaced early this decade, it has been subject to a local resident backlash, <a href="http://www.portphillip.vic.gov.au/waterfront-place-development.htm">Council bids to protect the site</a> from overdevelopment, VCAT hearings and <a href="http://www.portphillip.vic.gov.au/amendment-C104-Waterfront-Place.htm">Ministerial intervention</a>.</p>

<p>During 2015, the Minister for Planning approved site specific amendments to the Port Phillip Planning Scheme, which ushered in new policy and planning controls. Among them were a mandatory 35m maximum height limit, in addition to podium, setback and overshadowing requirements.</p>

<p>Via entity Waterfront Place Pty Ltd, Action Group Australia and long serving project architect <a href="https://www.urban.com.au/architects/fender-katsalidis-architects">Fender Katsalidis</a> have come back with revised plans for a substantial residential project featuring a mass of resident amenities.</p>

<p>Two retail tenancies opposite the Port Melbourne railway station frame a proposed western plaza that continues through the development at ground level. A large northern courtyard also breaks the building's form to Beach Street.</p>

<p>The Waterfront Place frontage is dominated by townhouses across the building's podium, whilst public artwork is also set to feature at ground level.</p>

Subsequently, following designs have been more modest in height, with the latest version being the shortest.</p>

<p>On the current scheme, planning consultancy <a href="https://www.urban.com.au/developers/urbis">Urbis</a> asserts "DDO23 is a site-specific overlay that has taken into account the strategic location and objectives for the site. Accordingly, this report assesses the planning permits of the proposal, primarily in regard to the objectives and requirements of DDO23 but also the relevant sections of the Port Phillip Planning Scheme."</p>

<p>All things being in accordance with the regulatory formwork, it now looks like one of this city's longest planning sagas will find resolution soon enough.</p>

Port Melbourne's long running Waterfront Place saga enters a new phase

<p>The latest and last of Footscray's Joseph Road Precinct super-sites has gone to advertising, outlining a quartet of residential towers planned for the site which is referred to as 2 Nielson Place.</p>

<p>No less that 577 apartments are requested as part of a permit that would square away Joseph Road Precinct's final major land allotment. FJP Pty Ltd is behind the development push, with Architecton in the primary design role; something they would be altogether used to given their existing design experience within the precinct.</p>

<p>Following on from an initial application, revised plans were submitted late last year which lessened the height of three towers and consequently the overall apartment yield.</p>

<h2>Amenity plus</h2>

<p>The staged development is noteworthy for the level of amenity that it intends to bring to the precinct.</p>

<p>As outlined above, a combined total of 6,495sqm of communal space is dedicated to the 577 apartments, which equates to an average of 11.26sqm of open space per apartment. This figure is very much symptomatic of the larger, staged developments within Joseph Road Precinct.</p>

<p>Project specific amenities include podium-top facilities such as a gym, pool, change rooms, internal and external lounge areas, shared kitchen, dining areas, yoga room and a large landscaped open space area. Each tower rooftop sees an external courtyard adjoining an internal multi-purpose area.</p>

<p>Aesthetically 2 Nielson Place's major tower has been designed to be clad in rose gold glass, with Luna St Kilda cited as a design example. Offsetting the 86m golden edifice would be a smaller tower with light grey tinted glass as its primary expression, while the smaller duo would feature dark glass framed by offwhite composite panels.</p>

<p>'Sandstone' finished tiles are envisaged for the projects ground level interface, providing the street level with a 'softer' more earthier appearance.</p>

<p>2 Nielson Place is Joseph Road Precinct's seventh major development; of those seven, five can be considered multi-tower developments. At this stage and assuming 2 Nielson Place is approved along its current design path, 23 residential buildings are slated for the precinct, with none yet to reach completion.</p>

<p>2 Nielson Place's 577 apartments adds to the roughly 3,385 apartments already given the nod for the riverside precinct. These apartments will be delivered in towers of up to 31 levels.</p>

<p>How Joseph Road Precinct's planning outcomes compare to initial structure plan expectations will be the subject of another forthcoming article.</p>

2 Neilson Place rounds out Footscray's Joseph Road Precinct

<p>Melbourne is in for another dose of Zaha Hadid Architects.</p>

<p>After the renowned London-based design practice achieved approval for their <a href="https://www.urban.com.au/projects/582-606-collins-street-melbourne">first Melbourne project</a> earlier in the year, developer UEM Sunrise has chosen the firm to spearhead their pending residential redevelopment of the former Victoria Police building at 412 St Kilda Road. The Mayfair as it has been dubbed, will be positioned as one of Melbourne's premier residential addresses.</p>

<p>City of Port Phillip gave approval for the building's rejuvenation earlier this year, although UEM Sunrise in the interim instigated an international design competition in order to attain a "higher standard of design excellence" for their third Melbourne project.</p>

<p>Elenberg Fraser will act as the project's local executive architect.</p>

<p>Externally, The Mayfair takes its design cues in the form of crashing waves and the Lorenz attractor; a mathematical system that when plotted resembles a figure eight or butterfly. Flowing lines aside, open balconies replace enclosed wintergardens under the previously approved scheme. The newly submitted proposal is a demolish and build, as opposed to a refit of the existing structure.</p>

<p>Double glazed window systems will sit between each floor, while metal cladding providing the exterior with its shapely appearance.</p>

<p>To date, Zaha Hadid Architects' sole approved Melbourne project is 582-606 Collins Street. The $300 million tower for developer Landream sees 420 dwellings and 10,000sqm of office/retail space spread over 54 levels; no word has emerged as to when the Collins Street project will become reality.</p>

<p>Seen below right is another recent Zaha Hadid Architects design for 254-260 La Trobe Street, with Landream also behind the project. The stunning design though seems to be little more than an unrealised project.</p>

Zaha Hadid Architects land on St Kilda Road

<p>City of Monash is welcoming feedback on what may become Oakleigh's new tallest building, with a development application spanning Warrigal and Dandenong Roads in the pipeline.</p>

<p>Entity Viapac Australia Pty Ltd which represents a number of land owners, is the driving force behind the project that would create the suburb's largest development to date. In addition to hundreds of apartments, a healthy serviced apartment segment is included within the application, presumably to service the ever-expanding Chadstone Shopping Centre which is a short distance away.</p>

<p>The 106 serviced apartments within the application could join existing operator Punthill Oakleigh and the new onsite Chadstone Hotel which is due to begin construction, in boosting the area's short stay capacity.</p>

<p>The project's end value would be well beyond the nominated $108 million cost of development.</p>

<h2>Architectural concept</h2>

<p>The vast array of different spaces will allow for a variety of different uses and opportunities for the residents to interact, from small gatherings to larger functions.</p>

<p>The Sky Gardens, Roof Top Terraces and Courtyards will vary in size and scale as they cascade down the building in one fluid motion like a waterfall .These spaces will provide for a variety of amenities including veggie patches, BBQ’s, alfresco dining, pool, gym, function rooms, informal gathering, sun bathing, and outdoor cinema to name but a few.</p>

<p>That materiality, for the most part, will be divided between rendered concrete finishes, a variety of glazing and clad/screening, with gold the predominant colour.</p>

<p>For their part, project Landscape Architect Rush Wright Associates have chosen to soften the Dalgety Street facade which fronts traditional low-rise detached housing. This is achieved by incorporating large green spaces into the terraced levels, while the ground level plane will include a mix of private and public green spaces.</p>

<p>The tower itself will include open, north-facing green terraces across a number of levels.</p>

<p>Within the article was mention of Viapac Australia's purchase of 807-811 Warrigal Road, with the then 3,686sqm site sold by CBRE City Sales. Included was an indicative development scheme for 190 apartments. 807-811 Warrigal Road along with the Dandenong Road land parcel have been consolidated into the current planning application.</p>

<p>Prior to 807-811 Warrigal Road's lodgement with City of Monash, Oakleigh's largest development yet to be realised is Pellicano's <a href="https://www.urban.com.au/projects/alke-89-atherton-road-oakleigh">89-93 Atherton Road</a>. After having its initial plans trimmed while at planning, Pellicano are now free to pursue the project which was approved with 95 dwellings included.</p>

The Oakleigh goliath: 807-811 Warrigal Road

<p>Queens Road is likely to lose one of two major vacant development sites in the near future, with 31 Queens Road now resting with City of Port Phillip's planning department.</p>

<p>Alongside a site adjoining Bayview Eden Melbourne which was once subject to a hotel proposal, 31 Queens Road is one of the two 'missing teeth' detracting from the thoroughfare which is itself undergoing a construction spurt. Queens Road Projects Pty Ltd is the entity looking to gain approval for the 16 level residential tower.</p>

<p>Set within the Plus Architecture-designed tower are 155 apartments. Externally, Plus Architecture have chosen a tubular or curvaceous expression which is designed to set the tower apart from its angular neighbours.</p>

<p>Costed at near on $45 million, the proposal would add to the hundreds of apartments in the development pipeline along Queens Road, which at the moment is equalling St Kilda Road in terms of development activity.</p>

<h2>Design rationale</h2>

<blockquote>
<p>The majority of buildings within the area are free standing rectangular objects interspersed with a number of exemplary designed buildings from the last century. 31 Queens Road sits between two such examples with the Expressionist Newburn Flats at 30 Queens Road and the Art Deco Brookwood Flats at 32 Queens Road.</p>

<p>Extensive analysis of these allows the proposal to draw inspiration from them to create a more contextual response. The design techniques shared with them include: jutting out of the side elevations to orientate views toward Albert Park and curvilinear forms softening building edges. The overall massing of our proposal balances the surrounding building heights, which vary greatly from almost 20 stories down to a few stories.</p>

<p>The curvilinear shape of the massing provides that side elevation articulation, it responds with the internal planning, and creates a varying silhouette against the sky. The circular in plan form adjusts as it grows vertically, and the number of curved segments reduce into larger circles at the top of the building. The jutting circular forms create apartments with great amenity and interesting spaces.</p>

<p>Citing the likes of SOM's Al Sharq Tower and Hetherwick Studio's Learning Hub as design leads, Plus Architecture's Queens Road edifice will see five different shades of glazing over the tower. Also present is precast concrete with applied finishes and wintergarden louvres to match tinted glazing.</p>

<p>The application was lodged during September.</p>

The long-dormant 31 Queens Road heads to planning

<p>The wider public now has a chance to see what developer SP Setia has in store for its prime development site on the northern edge of the CBD fronting Carlton Gardens.</p>

<p>These are the first images made available of the proposed application that carries a nominal development cost of $250 million, with the total value of the project much higher. Having secured the site earlier in the year, SP Setia now hopes to gain approval for the twin towers which are greater in height than Rialto.</p>

<p>After teaming up to devise the similarly scaled <a href="https://www.urban.com.au/projects/queens-place-350-queen-street-melbourne">Queens Place</a> development at 350 Queen Street, firms Cox Architecture and Fender Katsalidis have united once more to create the mixed-use scheme for the Exhibition Street plot which Telstra offloaded following the telco's decision to not develop the site.</p>

<p>Billed by CBRE City Sales during the site's marketing campaign as a "generational opportunity to activate and redefine a CBD precinct, offering the potential for a world-class mixed-use tower", SP Setia have lived up the hype surrounding the site.</p>

<p>Planned are dual towers set above a green podium; one tower containing 5-star hotel suites for an intended international hotel operator and the other private luxury apartments. Documents lodged for the development emphasise SP Setia's intent "to provide a development of the highest quality incorporating the best quality architecture, landscape design and environmental sustainability."</p>

<p>Lodged as a master plan permit application, the development team will provide a heightened degree of design detail as conditions to any permit, should the project receive the green light from the Planning Minister.</p>

<p>Across the development, a host of public and private facilities have been included. Retail spaces, a 1,370sqm child care centre, restaurants, lounge/bars, a 548sqm ballroom and 1,333sqm of pre-function and function space headline the project's lower level offerings.</p>

<p>Scattered across the tower are also a yoga studio, gym, pool and sauna, residents wine cellar, cigar lounge and library and outdoor garden spaces.</p>

<p>According to the lodged Urban Context Report, "The Client and the Design Team (FKA and Cox in association) have developed the preliminary concepts in close consultation with DELWP and MCC. Over a series of presentations and meetings the tower forms, setbacks, building separation and ground floor activation have been refined."</p>

<p>In further addressing potential development obstacles, an aviation statement has been included within the lodged documents. It outlines 308 Exhibition Street's incursion into the prescribed OLS area by 55.75m, whilst falling 35.75m short of the PANS‐OPS barrier.</p>

<p>OLS breaches have become somewhat common in recent times, and may not necessarily present an issue for the soaring application as its moves through the approvals process.</p>
