Universities across Australia are seeing a rapid increase in student enrolments, with Australia maintaining 18 ‘top-10 departments’ year-on-year in the <a href="https://www.universityworldnews.com/post.php?story=20190227163050382">QS World University Rankings</a>. The current number of international student enrolments alone <a href="https://www.austrade.gov.au/Australian/Education/Services/Australian-International-Education-2025/growth-and-opportunity">has been forecast to grow from 650,000 to 940,000 by 2025</a>, with a collective total of <a href="https://www.universitiesaustralia.edu.au/australias-universities/key-facts-and-data#.XJF65y2B21s">over 1.5 million domestic and international students nationwide</a> this year. This prolific growth has encouraged universities such as Monash to put an infrastructure plan in place to cope with future demand. 

The Monash University Master Plan has been commissioned to prevent a range of disjointed projects taking place, and instead provide a sense of order and cohesion, while a streamlined build schedule aims to mitigate disruption to students and faculty.

Jocelyn Chiew was appointed the position of Manager of Campus Design, Quality and Planning at Monash in 2012 and has been in charge of devising the masterplan and design of the campuses.

Construction is now underway at Clayton, Caulfield, Parkville and Peninsula Campuses, with a future goal to provide a light rail service to link the outer suburban campuses.

A partnership with ClimateWorks Australia will also see Monash attain net zero carbon emissions by 2030.

Monash University refreshes its 20-year Campus Master Plans

A Brunswick icon is set for a new lease of life with local developer Peregrine Projects set to re-purpose the <a href="https://www.urban.com.au/new-apartments/sarah-sands-29-sydney-road-brunswick">Sarah Sands</a> Hotel into a mixed-use development featuring a new apartment building towards Black St in addition to a hospitality offering within the shell of the old hotel - creating a new food and beverage precinct. Peregrine Projects, bought the site at the corner of Brunswick and Sydney roads for around $6 million in October 2015.

The Sarah Sands Hotel which was named after the iconic SS Sarah Sands steam ship which sailed to Melbourne from Liverpool, first opened its doors in 1854 before being renovated and rebranded as Bridie O’Reilly’s Brunswick in 1997. 20 years later it finally closed its doors in preparation for redevelopment. Peregrine Projects in collaboration with heritage consultants Lovell Chen and architects JCB is aiming to "bring Sarah back, better than ever," while also honouring the Sarah Sand's legacy.

Image: Supplied</figcaption></figure>The $45 million development will comprise 31 bespoke apartments spread across seven floors, "complemented by Melbourne’s finest dining destinations" located within the restored hotel facade. In designing the apartment building, JCB architects have opted for a contrasting grey brick streetwall which draws on the rhythm of the hotels apertures. A highly permeable ground floor interface activates the street corner which flourishes of plantings softening the austere exterior. 

Above the streetwall, the four-storey 'tower' form is well setback from the existing heritage fabric and streets, appearing recessive in contrast to the hotel. This upper form, is a simple and restrained volume, characterised by a staggering of facade fenestrations, providing the building with a sense of movement and visual interest.

The facade of the original Sarah Sands Hotel will be restored to its former glory with the Irish themed - colour scheme making way for a more traditional palette of warm cream and off-white, with black window framing and steel trims. 

Apartments are available in one, two, and three-bedroom open plan configurations, with one bedroom apartments starting from $440K. The apartments reflect the neutral colour palette of the exterior, with green handmade tile splashbacks which also provide a splash of colour to the kitchens.

Image: Supplied</figcaption></figure>Founded and based in Melbourne since 1994, Peregrine Projects aims to create "outstanding properties with a unique point of difference". To achieve this they choose to collaborate with leading architects and consultants, with experience in delivering both commercial and residential projects. The company's close ties to the city's food and beverage scene ensures each new project includes dining destinations which complement the residences. This same approach was adopted for Sarah Sands.

Other projects on the cards for Peregrine include Lil'OX in Collingwood, a commercial building at1 75 Burnley Street in Richmond, and a master plan for a 3,000 sqm site on in Langridge Street Collingwood. Peregrine are once again teaming up with JCB, to deliver an $80m commercial precinct of six to eight-storeys for the site, which will is also expected to include Melbourne’s first Tribe Hotel.

JCB is also working on a scheme for apartments behind the British Crown Hotel in Collingwood, as depicted in the concept render below which appeared on the architects' Instagram account.

Sarah Sands - a Brunswick icon is reborn

Revised plans for one of suburban Melbourne's largest developments that Urban.com.au <a href="https://www.urban.com.au/news/malverns-super-development-site-subject-to-a-considerable-application">touched upon during August</a> are now available for public comment.

The site in question sits adjacent to Malvern Railway Station and has a principal address of 641-675 Dandenong Road. At 4,739 square metres the land holding was offered for sale during 2017, with Kokoda Property subsequently revealed as the purchaser.

Dubbed <a href="https://www.kokodaproperty.com.au/en/residences/malvern/">Malvern Collective</a>, Kokoda Property carries imagery of the initial design on its website. The Jackson Clements Burrows-designed development seen below has been replaced by a more modest revised application which sees lower than initially intended built form across the site.

The highly angular initial design for the scalene-shaped site has also been tempered to resemble more traditional buildings with a 'defined' roof.

The unique qualities of the site have determined the proposals siting, massing and overall form.

With interfaces to Glenferrie Rd, Dandenong Rd, Station Place and the rail corridor to the north, the lower podium is characterised by a series of articulated columns that set the rhythm of the pedestrian experience and whose datum closely aligns to that of the adjacent heritage buildings. The columns also fluctuate in depth to provide protection from traffic to the south, the summer sun to the north and visual privacy on the oblique approach.

The upper forms are conceived as a series of undulating peaks that strategically lower to sensitive interfaces and minimise overshadowing to the south. The chamfered forms allow the implementation of generous east and west facing terraces which offer select apartments ‘gardens in the sky’.

The mostly light coloured curtain walls and associated fins are articulated as the main facade element with the enclosed areas recessed back from the outer envelope. This provides permeability through the extremities of the building and a depth to the facade through the use of light and shadow.

During 2017 Kokoda Property prompted calls for <a href="https://www.urban.com.au/news/kokoda-property-calls-for-in-fill-development-in-the-eastern-middle-ring">more in-fill development sites in what it calls "Melbourne’s undersupplied eastern middle-ring"</a> in order to fill the demand for quality apartments and townhomes in the leafy suburbs.

At the time Kokoda Property Sales and Marketing Director Sam Tucker spoke of the underlying demand for apartment developments across Melbourne's eastern middle-ring suburbs, driven by wealthy downsizers. This has been reflected in the recent projects undertaken locally by the developer.

Malvern Collective joins a boutique current apartment development dubbed The Mowbray at Camberwell's 553-555 Burke Road and the recently completed Trentwood at 25 Trent Street, Glen Iris as examples of kokoda Property's shift in focus to inner eastern Melbourne suburbs.

Malvern's mega development site curtailed but still imposing

Further change to Chapel Street's streetscape could be on the way should a new development application lodged with Stonnington City council from joint venture proponents Franzé developments and Sampieri Group gain approval.

Located across addresses 430-438 Chapel Street and adjacent to the Temperance Hotel, Franzé and Sampieri have proposed a 7 level mixed-use building that would see retail, commercial/office and residential spaces. Located in South Yarra's Activity Centre Zone 1, the site is covered by a heritage overlay.

The retention of the heritage facade 'has provided an opportunity to distinguish two unique retail tenancies' according to the proponents. At 800 square metres, the site was purchased on the market late in 2017 with Jackson Clement Burrows installed as the proposal's design lead.

22 one, two and three bedroom apartments are included. The ground floor retail spaces weighs in at 550 square metres with 1,000 square metres of commercial office space across two levels.

This project will form an important part of the ongoing development of the Chapel Street precinct which is going through vital progression and change with the recent announcements regarding the redevelopment of the Jam Factory and former Spotlight sites.

The proposal seeks to have two active frontages, one to Chapel Street and one to Bray Street running parallel to Chapel on the eastern aspect of the site.

The Bray Street frontage includes a pocket park that has been designed by Aspect Studios and is intended to be a flexible, functional public space that includes seating, green infrastructure incorporating water sensitive design that according to the proponents will be 'ideal for community and potential food and beverage use'.

Podium heights will differ depending on the street - on Chapel Street the podium is 3 levels and designed to fit comfortably with the scale of neighbouring structures and to Bray Street the podium will be 5 levels in height.

Positioned as more than a simple apartment development, the team behind 24 Chapel Street see the project as a pioneering concept and a future design benchmark.  At the southern end of Chapel Street, the proposal incorporates various sustainable design features such as vertical landscaping and solar capture technology that has the project seeking a ‘net-zero’ apartment electricity benefit.

With 24 Chapel Street's site located above rail lines, it means the project faces a range of engineering challenges.

As an Australian first, the development team believes that have met these challenges and see 24 Chapel Street as a stepping stone to future projects that will "unlock the potential for other underutilised airspace sites to be transformed into leading-edge, mixed-use buildings, paving the way for the State to unlock value for Victorian’s in progressive and connected neighbourhoods."

	<li>Ensures meeting and in some areas exceeding the intent and objectives of state and local planning policies.</li>
	<li>Provides a new benchmark of sustainable design in Melbourne.</li>
	<li>Integrates a tall building on a small site providing sympathy to overlays in the vicinity and fine grain nature of the area it surrounds while providing equitable opportunity to its adjoining 'Key Development Sites'.</li>
