<div>Consumer Affairs Victoria has launched a disciplinary inquiry at VCAT into estate agent Tsun Ngai Lee.</div>
<div> </div>
<div>Mr Lee, 60, of Caroline Springs, trades under the business name Ably Realtor Worldwide Agency.  </div>
<div> </div>
<div>CAV allege that Mr Lee breached his duties under Victoria’s estate agent laws by:  </div>
<ul>
<li>not complying with an existing condition on his estate agent’s licence </li>
<li>not always acting fairly and honestly in his work as an estate agent, and </li>
<li>engaging in conduct detrimental to the estate agent industry’s reputation or interests. </li>
</ul>
<div>It is also alleged that Mr Lee:  </div>
<ul>
<li>did not meet his trust account audit obligations for the 2018-19 financial year, and  </li>
<li>is not a fit and proper person to hold an estate agent’s licence.  </li>
</ul>
<div>The action against Mr Lee follows an investigation as part of our estate agent compliance monitoring program.<br> </div>
<div>VCAT will hear the matter at a date to be set.  </div>
<div> </div>
<div>CAV have previously taken action against Mr Lee in 2019.</div>

<p>The estate agent trading as Ably Realtor Worldwide Agency was reprimanded, and had a condition placed on his licence, after breaching his duties under the <em>Estate Agents Act 1980</em> and its regulations. </p>
<p>Tsun Ngai Lee, then 59, of Caroline Springs, agreed that, among other things, he did not: </p>
<ul>
<li>record required information in:
<ul>
<li>a register of trust cheques</li>
<li>a trust account cash receipts journal; and </li>
<li>trust ledger accounts </li>
</ul>
</li>
</ul>
<ul>
<li>have his trust accounts audited within the required timeframe </li>
<li>keep money in the trust account until it was paid to the person entitled to it </li>
<li>at all times act fairly and honestly in his capacity as an estate agent.</li>
</ul>
<p>Mr Lee also agreed that he had engaged in conduct detrimental to the estate agent industry.</p>
<p>Our staff identified the breaches during inspections at Ably Realtor Worldwide Agency. </p>
<p>The matter was heard at the Victorian Civil and Administrative Tribunal.  </p>
<p>The tribunal ordered that a condition be placed on Mr Lee’s licence prohibiting him from handling trust monies or operating an estate agency trust account until he: </p>
<ul>
<li>completes two Real Estate Institute of Victoria training courses, and </li>
<li>arranges for a qualified professional to develop a compliance program, to ensure he understands and complies with his legal obligations.</li>

Consumer Affairs Victoria launch disciplinary inquiry into estate agent Tsun Ngai Lee

<p>A double storey home in Caroline Spring, Victoria has been sold by mortgagee for $820,000. </p>
<p>It was offered by Las Anastasiadis and Vikas Kumar from Barry Plant Caroline Springs. </p>
<p>Set on a 779 sqm block, the home at <a href="https://www.realestate.com.au/sold/property-house-vic-caroline+springs-132330870" target="_blank">6 Parramatta Court </a>comprises four bedrooms, study, formal lounge, central kitchen, theatre room and family room.</p>
<p>It also features bathrooms on each level, sunroom, pergola and double garage with internal access. </p>
<p>The property was last sold in 2015 for $755,000.</p>

Caroline Springs, Victoria mortgagee home sold for minor profit

<p>In 2016, there was a large increase in demand for properties in Sunshine, 11 kilometres west of Melbourne’s CBD, according to HTW’s February 2017 update.</p>
<p>The valuation firm says the median house price grew $172,000 or 25.5% to $847,500 from the start of the year to December 2016.</p>
<p>“It will be interesting to watch if this price growth spills over into surrounding suburbs such as Sunshine North over the next 12 months,” the firm says.</p>
<p>“With a median house price in Sunshine North of $654,500 and $613,250 in Ardeer, according to CoreLogic, these price points are well below that of the hotspot of Sunshine and it will be worth observing if this gap closes during 2017.”</p>
<p>Further west, the new Caroline Springs V-Line train station and line duplication between Melton and Deerpark is opening in February 2017.</p>
<p>Serving Caroline Springs as well as the adjoining suburbs of Burnside, Plumpton, Taylors and Hillside, this is a highly anticipated major infrastructure boost to this western growth corridor of Melbourne.</p>
<p>It is expected to be used by 1,500 people per day rising to 4,800 per day in 2020, according to PTV.</p>
<p>The outer western suburbs such as Wyndham Vale, Werribee, Tarneit and Truganina still provide affordable entry in to the current property market, HTW says.</p>
<p>The median sale price in December 2016 for Wyndham Vale was $416,000, Werribee was $455,000, Tarneit was $530,000 and Truganina was $478,000, according to CoreLogic.</p>
<p>A three bedroom house at <a href="https://www.realestate.com.au/property-house-vic-wyndham+vale-124537494" target="_blank">56 Evergreen Drive</a>, Wyndham Vale (above) is currently listed for between $429,000 to $459,000.</p>
<p>A three bedroom house at <a href="https://www.realestate.com.au/property-house-vic-werribee-124475122" target="_blank">53 Duncans Road</a>, Werribee (below) is currently listed for sale.</p>

<p>“Development is occurring at a rapid pace in this area and there are many large estates at various stages of construction,” says HTW.</p>
<p>The population of Truganina is forecast to double to 40,000 by 2036 while that of Tarneit will almost triple to 89,417 in the same period, according to Wyndham City Council data.</p>

New rail infrastructure to boost western Melbourne property market: HTW

<p>A peculiar thing happened on the way to Bacchus Marsh... in 2008 mind you. Heading west for one reason or another, I noticed a tower crane on the horizon in Caroline Springs.</p>
<p>Relatively new Caroline Springs, tower crane, high-density development on the forsaken fringes of Melbourne? Hickory at the time were constructing a six level serviced apartment complex (now Quest branded) in the upstart western locale. For a suburb 25 kilometres from the big smoke, in an area considered beyond the borders of civilisation by many urbanists, this was confounding.</p>

<p>More confounding has been the restrained yet constant thrust in apartment living post-2008 surrounding Lake Caroline, the suburb's principal activity area. What can this be attributed to given there are no public transport options save for the odd bus, solid retail offerings yet measly entertainment options. Let's not forget comparable house &amp; land packages within close proximity as well.</p>
<p>Could it be a shift in individual living preferences? It seems that like so many middle and outer suburbs in Melbourne - even Caroline Springs - have fallen for a fundamental cultural acceptance of high-density living. Apartment dwellers are a minority in Caroline Springs, but a growing minority.</p>
<p>Added to the aforementioned Quest serviced apartment complex is the Mercure Hotel Caroline Springs and a gaggle of small to medium-rise apartment buildings, the most noteworthy of which are:</p>
<p><b>Cascada &amp; Belise</b>. Both via Boom Property Group with Cascada at registrations while Belise is at sales. Combined 136 apartments.</p>

<p>While apartment development increases, news broke last week that Caroline Springs will <a href="http://ptv.vic.gov.au/projects/railway-stations/new-station-for-caroline-springs/" target="_blank">be serviced by a new railway station</a> located in neighbouring Ravenhall. With at-grade parking for 350 spaces, my only request is that another tower crane be used to create a community health hub/multi-level car park similar to the ultra impressive <a href="http://www.cundall.com/Projects/Euneva-Avenue-Community-Health-Facility.aspx" target="_blank">Euneva Complex</a> in Glen Waverley.</p>
<p>Too much too soon? Perhaps, but Caroline Springs has in part shifted toward a more robust urban environment by way of an increased penchant for high-density living. With plentiful brownfield sites around Lake Caroline, Caroline Springs will remain an interesting study as to how deeply high-density living can penetrate typical detached living, fringe Melbourne suburbs.</p>

<h2>5. The Altus, <a href="https://www.urban.com.au/new-apartments/238-harbour-esplanade-docklands">238 Harbour Esplanade, Docklands</a>

<p>Why do we like this? Besides the fact that if built it will be one of the tallest towers in Docklands and most certainly the tallest in Digital Harbour, the design will complement the curves and glass of <a href="https://www.urban.com.au/developers/mab-corporation">MAB Corp's</a> <a href="https://www.urban.com.au/buildings/the-quays-231-harbour-esplanade-docklands">The Quays</a> to the west located in NewQuay and also provide a landmark structure for the Footscray Road gateway into Docklands. Furthermore, the Altus will include a 4.5 star Sheraton Four Points hotel when completed.</p>

<p>Why do we like this? From the team that have brought us <a href="https://www.urban.com.au/new-apartments/mesh-apartments-8-florence-street-brunswick">The Commons</a> comes <a href="https://www.urban.com.au/news/two-thumbs-up">Rawhouse</a> which if built, will incorporate similar architectural and sustainability features as its predecessor. Even though it is a relatively small development only housing a total of 12 apartments, Rawhouse also features an open stair well, a concrete and timber facade which will be recycled where possible and will have no car parking due to its close proximity to amenity and services. Also being located in <a href="https://www.urban.com.au/new-apartments/fitzroy-vic">Fitzroy</a> just behind the Veggie Bar, the concept of this building will certainly appeal to those that want to live in this area and with only 12 of these babies available, they will surely be sold in a flash.</p>

<h2>3. 9-11 Caravel Lane, Caroline Springs</h2>

<p>Why do we like this? We like this because it is a multi-storey island in a sea of suburbia! Along with <a href="https://www.urban.com.au/new-apartments/135-the-esplanade-caroline-springs">Cascada</a> situated just down the road, these apartments set a good example of apartment living in a non traditional setting. If we also consider that the <a href="https://www.urban.com.au/new-apartments/135-the-esplanade-caroline-springs">Regional Rail Link</a> is being constructed and will pass nearby to Caroline Springs, the public transport service starved outer suburbs may see the light yet.</p>

<p>Why do we like this? This building designed by <a href="https://www.urban.com.au/architects/dko-architecture">dko Architecture</a> has the potential to become an iconic building for NewQuay, Docklands and Melbourne. The leaning, protruding structure provides a striking silhouette and would also provide fantastic waterfront views for those lucky enough to live in the building. In July 2013, MAB Corp sold off the site to the prominent Singaporean developer <a href="https://www.urban.com.au/developers/hiap-hoe">Hiap Hoe</a> which has hit the ground running in their first foray into the Australian property realm reportedly wanting to start construction immediately! Great enthusiasm!</p>

<p>Why do we like this? An <a href="https://www.urban.com.au/architects/elenberg-fraser">Elenberg Fraser</a> cracker! This 62 level tower is just shy of the 200 metre mark features a fantastic folding facade that creates a visually striking wave effect from the lower levels and all the way to the top. Hopefully we will see this tower move through to registrations and sales in the near future!</p>
