At the turn of the year Urban.com.au <a href="https://www.urban.com.au/news/burbank-advances-plans-for-werribees-riverbend-site">highlighted Burbank's bid to redevelop</a> an underutilised Werribee land tract by way of a multilevel Rothelowman-designed apartment building.

Now dubbed <a href="https://www.urban.com.au/new-apartments/riveredge-59-comben-drive-werribee">RiverEdge</a>, the $47 million development is freshly approved and forms the first phase of Burbank Group's staged development fronting Comben Avenue. The apartments will replace a Wyndham City Council-owned public car park and will be delivered via a development agreement struck between Council and developer.

Construction tenders for the development have been called, and Burbank Group will this month launch the 100 one, two and three bedroom apartments to market. Their project timeline sees construction commencing during 2019, with completion scheduled for late 2020.

Burbank's associated press release goes on to highlight their satisfaction in contributing to Werribee's transformation:

RiverEdge and Burbank Group's wider riverfront development form part of a $250 million plan championed by Wyndham City Council that will transform a quartet of Council-owned sites. Among the sites due for redevelopment is Pelligra Group's <a href="https://www.urban.com.au/news/synott-street-adds-further-weight-to-werribees-transformation">Synnot Street mixed-use building</a> which will see Holiday Inn gain a Werribee presence.

The pending launch of RiverEdge will be followed by stage two of the project which sees a design team come together later in the year.

Burbank Group's development in its entirety acts as a backdrop (as seen above) to the redevelopment of Wyndham Park. The recreation and events space is considered by Wyndham City Council as being of regional significance and Concept Design approval during March.

Werribee receives a leg-up as Burbank Group moves on RiverEdge

Burbank Group is in the process of making good the opportunity to bring urban regeneration to Werribee.

As part of Wyndham City Council's push to <a href="http://www.starweekly.com.au/news/werribee-cbd-facelift/">redevelop key sites around Werribee under a $250 million transformation</a>, Burbank Group has taken to planning a scheme for what is currently an at-grade asphalt car park. The developer joins the Pelligra/Citinova partnership in claiming the right to develop three separate central Werribee sites: Riverbend, Cherry Street and Gateway.

Riverbend is the subject of Burbank's planning application, with the requested outcome the right to create 100 new apartments adjacent to the Werribee River.

Project architect Rothelowman talks of the want “To create a vibrant retail laneway network through the middle of the Precinct centred on Barnes Place and Comben Drive, to connect the planned Riverbank Promenade with Station Place, the Werribee Train Station, Watton Street and Cherry Street” within the planning documents.

Under the <a href="https://www.wyndham.vic.gov.au/sites/default/files/2016-06/Werribee%20City%20Centre%20Structure%20Plan%20-%20June%202013.pdf">Werribee City Centre Structure Plan</a> higher density development will be encouraged throughout the Werribee City Centre.

Buildings of up to 20 levels were envisaged during the 2016 tri-site announcement, although the sought after 10 level outcome would still comfortably exceed the preferred precinct height limit. A taller tower may still be in the pipeline as 1 Comben Drive accounts for only a portion of the Riverbend at-grade car park site designated for redevelopment.

Mosaic Dandenong on Cheltenham Road represented the developer's first genuine push into apartments.

Further to 1 Comben Drive, Burbank Group is also working toward realising a high-rise project across 96-102 Franklin Street in Melbourne's CBD as well as future stages at their sizeable Cheltenham Road land tract.

Rothelowman carry on their website imagery of the latest potential stage of the Cheltenham Road development which sees both apartments and low-rise townhouses forming the dwelling mix.

Burbank advances plans for Werribee's Riverbend site

It has arguably been a long time coming. Key suburbs across Melbourne's western region are beginning to unlock some of their development potential as a raft of new projects come to the fore.

Whether they be commercial or residential, the new projects are a sign that Melbourne's western suburbs are front and square in the collective minds of many developers.

Image: ABD Group</figcaption></figure>The team behind Sunshine's Metrowest development have taken the project's remaining two towers back to planning with the intention of increasing the overall yield. The called for amendments to the existing planning permit and endorsed plans would see 13 and 15 storey buildings created, with a combined 229 apartments in tow; this is an increase of 76 dwellings over the approved plans.

13 retail premises covering a combined 1,040sqm and 232 car parking spaces are expected for the project which fronts Foundry Road. The revised plans see CHT Architects create dual buildings with a similar architectural expression to the initial phase, which is pictured above.

That initial phase consisted of an 8 storey building with 116 apartments, built by ABD Group.

Crestwood Developments is behind the new 7 level complex at 10-14 Clarke Street and 9-13 Withers Street, which will see 7,500sqm of premium commercial space created within a total gross floor area of 13.500sqm. At a cost of $20 million, they Gray Puksand-designed complex also includes capacity for 150 vehicles.

This office building was designed for Crestwood Developments to engage and excite the residents of Sunshine, whilst providing quality workspace to VicRoads.

Located on a critical axis and an island site the building was designed as an element to be viewed from all aspects. The façade is sculptural, inspired by a circuit board wrapping all sides in white precast concrete. The wrapping façade flares out to the west and east to provide a sense of openness and activity on these important frontages for pedestrian activation.

Located at 124-188 Ballarat Road Footscray, Elenberg Fraser has designed multiple towers across the sprawling land holding. The initial masterplan called for developer R&amp;F Properties to deliver approximately 1,400 apartments over various stages.

The project headed to VCAT earlier in 2016 with Maribyrnong City Council electing not to approve the company’s masterplan proposal for the 3.3 hectare site. With an imminent project launch, Kinnears will surpass Growland's <a href="https://www.urban.com.au/news/growland-group-readies-joseph-place-as-footscrays-next-super-project">Joseph Place</a> as the suburb's largest active apartment development.

Last week Wyndham City officially signed agreements to develop four separate development sites in the Werribee City Centre.

Project Delivery Agreements have been signed with The Burbank Group and Pelligra, with the latter's intended nine level commercial building already at planning. At 37-43 Cherry Street, Pelligra intend for the building to include 5,000sqm of office space and hundreds of new car parking spaces, within a building spanning 32 metres in height.

The Burbank Group on the other hand now has the ability to create multiple residential towers on key sites facing Werribee River. Towers of up to 20 levels have been envisaged.

Also on the radar for Werribee is a mixed-use project on Watton Street, with the above left image appearing on Probus Built's website. Should it come to fruition, 195 Watton Street could include 49 apartments, 40 offices and three retail spaces within a 12 level building valued at $55 million.

Melbourne's west gathers some development momentum

Plus Architecture have unveiled another of their burgeoning portfolio of current projects by way of a new 57 level residential tower in the northern reaches of Melbourne's CBD. Developer Burbank Australia is seeking approval for the residential conversion of 96-102 Franklin Street which has acted as its inner city office for some years.

Burbank House as it's known is no stranger to proposed development with Burbank Australia gaining approval during 2002 for a residential conversion of the existing building into an 11 level complex holding 95 apartments. Prior to this a permit was also issued for a 25 level residential tower onsite.

It is in part a reflection of Melbourne's shift toward high-rise living that the current Plus Architecture-led planning application lodged during December 2015 is by far and away the largest proposal that the site has accommodated.

<figcaption>Burbank House as it currently stands</figcaption></figure>Reaching 177 metres, the 57 level building will hold a total of 270 apartments split between a number of living options. 10 heritage apartments are designed into the tower's lower levels with 129 one bedroom, 109 two bedroom and 22 three bedroom/penthouses skyhomes rounding out the tower.

186 bicycle spaces and 86 vehicle bays have also been included, with a regeneration of the existing Franklin Street facade also expected. The following description of the tower was provided:

The focus is on community and communal spaces with an artisan workshop and artisan heritage apartments within the podium. The building also consist of a dining/master kitchen area with a mezzanine lounge, 2 storey residents library and games room, yoga room, herb garden and pool.

The façade is inspired by crystalline structures. Each crystal module on the building is sized to reflect the internal programme behind. The overall language is both unifying and personalised.

The context is multiplied and refracted in the angular glass façade creating a kaleidoscope reflecting the multiplicity of the city surrounds.

Earlier this month Urban.com.au <a href="/planning/2015/10/15/northern-heights-cbd-north-model-updated">published an updated model of the CBD's north end</a> illustrating no less than 9 residential towers in the surrounding blocks ranging from planning to construction that are in excess of 200 metres.

With the addition of 97 Franklin Street and Swanston Central atop the former CUB site this number swells to 11 towers.

While 96-102 Franklin Street sits on the periphery of this cluster, the forthcoming 200 metre tower expected for Victoria Market's Munro site will share the same block as Plus Architecture Franklin Street design, further adding to the tremendous bulk this pocket of Melbourne's CBD is experiencing.
