The apartment market in Melbourne has remained relatively strong throughout the COVID-19 pandemic, and even outperformed houses in November, according to figures released by property data firm CoreLogic.

Their National Home Value Index for November saw apartments record 0.7 per cent value growth, compared to the 0.6 per cent growth in houses.

CoreLogic's Head of Research Tim Lawless said the result was a surprise. “The resilience in Melbourne unit values is surprising given the high supply levels across inner city areas and the sharp decline in rental conditions," Lawless said.

Melbourne unit values fell by -0.8 per cent in back to back months from August, but bounced back in October with 0.1 per cent gains.

Lawless suggests the unit market outperforming the housing market may be short-lived unless overseas migrations turns around sooner than expected, which in turn would help to shore up rental tenancy demand.

Melbourne’s unit values have recorded a smaller than expected decline throughout the COVID period to-date and a more substantial recovery trend over recent months.

Apartment values in Melbourne are now 0.1 per cent higher over the quarter, compared to Melbourne's housing market which is -0.6 down over the last three months. Over 2020, Melbourne's apartment values are only down 0.5 per cent to a median value of $568,000.

The Reserve Bank of Australia has released a new report titled The Apartment Shortage which identifies costs created by the NSW planning system.
It outlines the resultant shortages in supply driving up prices and has been accepted by experts such as Urban Taskforce CEO, Tom Forrest.
The RBA found that the excessive planning restrictions associated with delivering apartments in inner Sydney were disproportionately high.
By comparing the planning regulation cost of bringing a new home to completion in NSW with other jurisdictions, it highlighted the need for significant reform to planning regulation in NSW.

The Apartment Shortage Report found home buyers will pay an average of $873,000 for a new apartment in Sydney, even though it only costs $519,000 to supply, a gap of $355,000 (68 per cent of costs).
This compares with smaller gaps of $97,000 (20 per cent of costs) in Melbourne and only $10,000 (2 per cent of costs) in Brisbane.
Significantly, the report concluded that "the gap between the supply cost and the delivery to market cost was sustained by planning restrictions and planning risk."

Mr Forrest said, "the additional costs are due to the excessive time taken to obtain approvals in the NSW planning system and the high degree of risk associated with approvals, despite the strong demand for new apartments."
"Given the economic shock created by COVID-19, the RBA's independent confirmation of the excessive costs associated with the NSW planning system presents an opportunity for the NSW Government to cut housing prices by approving more supply and allowing for more height."
"The fact remains that the planning system had slowed the planning approval process even before COVID-19 hit. Planning approvals, particularly for apartments, have now fallen off a cliff."
"This important piece of independent research cannot be ignored by policy makers in NSW", Mr Forrest concluded.
Many projects have also been derailed as confidence sinks and by delivery difficulties, most notably in Melbourne where work sites have been hit by tough restrictions.

In the past 12 months, Sydney’s North Shore has seen over $1 billion of sites sold as anticipated demand for apartments overtakes supply.
Developers have been focusing on high density opportunities in the Lower North Shore along the current North-West Sydney Metro station, which include suburbs such as North Sydney, Crows Nest, St Leonards, Chatswood and Macquarie Park.  
Major projects to be delivered include:

And now investors are scrambling for a piece of the action, with Roseville on the Upper North Shore smashing records this month, with 14 individual buyers snapping up 14 brand new luxury townhouses in just one weekend, with prices ranging from $2.5 million to $3.58 million with internal areas ranging from 122 – 173sqm internally. Interestingly the higher value townhouses in excess of $3m were the first to sell. 
Local developer Mayrin Group purchased the 6,778 square metre amalgamated site at 130-138 Archer Road and 10a, 12 and 14 Boundary Street in Roseville in 2017 from Savills Australia for north of $35 million.  
With an estimated end value in excess of $110 million, The Archwood Residences, designed by highly acclaimed architectural firm DKO is a limited collection of four bedroom townhouses with a stunning central garden retreat designed to include luxe lobbies, private lifts, marble bathrooms and natural stone kitchens.  
The homes feature fully integrated home automation systems, with the technological options including car licence plate recognition, biometric keyless entry and automated lighting and smart blinds. 
With only 20 townhouses released in Stage 1, 26 expressions of interest were received with a total of 14 lots sold on the day of the launch.
According to Stuart Cox, Director, Residential Site Sales at Savills Australia, Roseville remains one of the most hotly contested Upper North Shore suburbs, situated just 12 kilometres north-west of the Sydney CBD bound by Lindfield to the north, Castle Cove to the east, Chatswood to the south and Chatswood West to the west."

The home, at 40/8 Buller Road, features two bedrooms, one bathroom, and an internal garage.
There is 108 square metres of internal floor space, and Artarmon train station is 408 meters away.
The unit had not previously traded since 1988, at which time it sold for $145,000.
Artarmon's median unit price is $852,000.

Sydney’s second biggest CBD, <a href="https://www.urban.com.au/new-apartments/parramatta-nsw">Parramatta</a>, is seeing an influx of development in the heart of its major business and commercial centre. Growing in population above 27,000 people, residential high rise projects are being focused to the city centre, resulting in a new wave of urban density.

The culturally diverse suburb is the oldest inland English settlement which is now home to a myriad of Heritage buildings, the 10th largest shopping centre in Australia, Westfield Parramatta, the renewed Western Sydney Stadium along the Parramatta River, a vibrant Church Street with boutiques, cafes, bars and Indian and Chinese cuisine options and Western Sydney University.

Bloom on Wesley apartment project launched in Brisbane

Cedar Woods announces new apartments for Williams Landing

One of the failings of Sydney's new high-rise housing landscape is the lack of family-suitable apartments.
While three-bedroom apartments have been typically targeted towards cashed up empty nesters and downsizers, there has been little supply for vertical families seeking an alternative to the home with backyards on suburb streets.
Developers ought be embracing more affordable three-and four bedroom designs to provide cross-generational villages where everyone from young to old can be accommodated.
For much of the recent apartment boom, developers have instead taken the quick money supplying studio, one and two bedroom stock aimed very much for the investor.
The majority of new apartment housing is 75 square-metre, two-bedroom apartments.
It is calculated three-bedroom apartments only make up between three per cent to 6% of all apartments.
This week's CommSec’s Home Size Trends Report noted apartments are shrinking in size across the country — from around 140 square metres between 2004-2010 to just under 125 square metres today. And they are smaller in Sydney, down 10% over the past year to a 116 square metre average size, the smallest among all the capital cities.

The design of apartment building mix needs to ensure appropriately sized apartments are a greater part of the mix so they are able to be lived in as a family home for a long duration.
We ought be inspired by classic European cities like Paris, if Sydney wishes to meet its aim of being among the most liveable cities of the world.
Building three-bedroom apartment help avoid urban sprawl by encouraging families to be where there's established infrastructure.
The push to Sydney high-rise is irreversible.
Chris Johnson at the Urban Taskforce, an industry organisation representing property development interests, says back in 1991 apartments were only 21% of Sydney’s homes. 
"They are now 30%, and this could rise to an amazing 50% in 40 years time," he said.
Three bedrooms require a big change in developer thinking.
Yes, developers have embraced minimum open space requirements, sometimes rooftop gardens with shared BBQ facilities.

Realistically there can only be a gradual increase in any mandated requirement by council for an improved diversity of apartment mix.
The Hills Shire is apparently pushing bigger apartments more than most councils.
But it will come at a cost.
The price of land across Sydney dictates the highest possible density for return on development investment.
The standard construction building costs per square metre range from $2600 to $5000.
The average sale price for a Sydney apartment is $10,000 a square metre as a rough rule of thumb.
The developers have certainly tapped the baby boomer downsizers as Savills International suggested typical off the plan luxury sale prices sat at around $26,000 a square metre as the boom neared its peak.
Any shift to affordable, larger apartments would be a “godsend” according to University of NSW’s City Futures Research Centre director Bill Randolph.
