Melbourne's top developers are gearing up for a big 2025, with the majority of the bigger developers expected to launch several major projects throughout the year.

Looking to take advantage of the recent stamp duty abolition, which means buyers don't have to pay any stamp duty until October 2025, developers have been fast-tracking plans to meet growing demand in the off the plan apartment market.

Many are also focusing on adding value through innovative designs and sustainability features to attract buyers seeking long-term investment potential.

There is a diverse range of developments on the horizon, from small, boutique apartments aimed at the affluent downsizer, to sustainable developments with eco-friendly designs and energy-efficient technologies, and large-scale neighbourhood precincts that will address Melbourne’s ongoing housing shortage by delivering much-needed supply to the new property market.

In this article, we've wrapped up the top new apartment developers to look out for across the city in 2025.

<h2>Abadeen</h2>

<a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> has rapidly emerged as a developer to watc in Melbourne, despite only entering the local market in 2024.

Abadeen has built a strong presence in Sydney's luxury market since its founding in 1999 by industry veteran Justin Brown. The developer made its mark in Melbourne with the launch of <a href="https://www.urban.com.au/new-apartments/malea-94-burke-road-malvern-east">Maléa</a> in <a href="https://www.urban.com.au/developments/malvern-east-vic-3145">Malvern East</a>, under the local leadership of former CBRE executive Andrew Leoncelli.

Maléa,&nbsp;which recently topped out and has already sold four of its seven apartments, is on track for completion in mid-2025. Meanwhile, Abadeen has several exciting new launches planned for the year ahead

They have a permit for a <a href="https://www.urban.com.au/news/vic/first-look-abadeen-lodge-plans-for-second-melbourne-apartment-development">new boutique development in Prahran</a>, and later next year they will hope to launch another project on <a href="https://www.urban.com.au/news/vic/exclusive-abadeen-grab-next-melbourne-off-the-plan-apartment-development-site">Caulfield Park</a>.

Brown says Andrew Leoncelli's&nbsp;wealth of local relationships perfectly aligns with their consumer-centric approach to development and placemaking, while Leoncelli says he holds a true&nbsp;appreciation for Brown's approach to bespoke development.

"I’ve worked in the property sector for over 20 years and have an appreciation and understanding of all aspects of the process, from identifying a site to bringing a project to life."

Leoncelli says there&nbsp;is an ever-growing appetite from local wealthy downsizers, wanting bespoke high-end apartment living, and that's what Abadeen will bring to Melbourne.

"They have lived their entire adult life in the family home which they don’t need anymore. They want to upgrade their lifestyles whilst downsizing their maintenance and they want the very best of everything, all within walking distance of their favourite parks, restaurants, cafes and shops."

<h2>Hamton</h2>

Developer <a href="https://www.urban.com.au/developers/hamton">Hamton</a>&nbsp;is gearing up for a big 2025, launching its newest neighbourhood-style project and the next stage of its $2 billion Moonee Valley Park redevelopment.

Early next year Hamton will take to market Scotch Hill Gardens in <a href="https://www.urban.com.au/developments/hawthorn-vic-3122">Hawthorn</a>, six low-rise buildings with 365 residences&nbsp;on the former home of the University of Melbourne.

The project’s unique design features 5,500 sqm of publicly accessible green space and a new retail precinct.

Hamton is also advancing Moonee Valley Park, their $2 billion redevelopment of the Moonee Valley Racing Club.&nbsp;

At some point in 2025 they will launch the next two stages that will bring around 440 more apartments to the growing community. The two current buildings within Moonee Valley Park, <a href="https://www.urban.com.au/new-apartments/stonepine-house-at-moonee-valley-park-kenna-street-moonee-ponds">Stonepine House</a> and <a href="https://www.urban.com.au/new-apartments/trackside-house-moonee-ponds-moonee-valley-racecourse-moonee-ponds">Trackside House</a>, are well under construction and nearly sold out.

There will be over 2,000 dwellings in the masterplan when it's completed.

<h2>Milieu</h2>

Design-driven developer <a href="https://www.urban.com.au/developers/milieu-property">Milieu</a> is another big-name developer who will have a busy 2025.

They will complete <a href="https://www.urban.com.au/new-apartments/plant-street-by-milieu-malvern-1-plant-street-malvern">Plant Street by Milieu</a>, its first development in Melbourne's inner-south east after a string of successful projects in inner-north, while continuing to release apartments at its recently launched <a href="/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick-vic-3185">Elsternwick Gardens</a> project.

In early 2025 they'll be launching their latest project,&nbsp;<a href="https://www.urban.com.au/new-apartments/saxon-street-by-milieu-10-dawson-street-brunswick">Saxon Street by Milieu</a>, 80 apartments in <a href="https://www.urban.com.au/new-apartments/brunswick-vic-3056">Brunswick</a>, on the site of The Brosnan Centre next door to Brunswick Baths.

Jackson Clements Burrows (JCB) has designed the gas-free building, with landscaping by Oculus and interiors by by Design Office.

The building will be predominantly two-bedrooms, with an almost equal split of one and three-bedroom apartments.

Later in 2025 Milieu will launch <a href="/new-apartments/4-6-derby-street-collingwood-nsw-2850">Derby Street</a> in <a href="https://www.urban.com.au/developments/collingwood-nsw-2850">Collingwood</a>, just 18 large-scale apartments off Smith and Gertrude Street.

The brief for Studio Bright was to create a building to echo the site's once-industrial surroundings, so extensive brick and tile detailing was used in the design to integrate it with the street.

<h2>Beulah</h2>

<a href="https://www.urban.com.au/developers/beulah">Beulah</a> will be looking to push on with its significant pipeline it's built up recently.

As well as looking to start construction on its Southbank megatower&nbsp;<a href="https://www.urban.com.au/new-apartments/sth-bnk-by-beulah-southbank-60-southbank-boulevard-southbank">STH BNK by Beulah</a>, the developer also has two other inner-city projects they'll be looking to take to market.

In&nbsp;<a href="https://www.urban.com.au/developments/fitzroy-vic-3065">Fitzroy</a>&nbsp;Beulah has proposed a sustainabile development with 44 residences above two ground-floor retail spaces designed to integrate with the local Fitzroy character.

The fossil fuel-free development has been designed by&nbsp;<a href="https://www.urban.com.au/architects/breathe-architecture">Breathe Architecture</a>, Australia’s most awarded sustainable architecture practice. There will be a 'bike hub' and repair station, EV charging facilities, rooftop solar panels and rainwater harvesting.

Beulah also has a new project in&nbsp;<a href="https://www.urban.com.au/developments/prahran-vic-3181">Prahran</a>, near the famous Prahran Market.

Designed by Cera Stribley, the new development at&nbsp;182-194 Commercial Road will have 39 one, two and three-bedroom apartments across an eight-level building, also above retail, hospitality venues, and offices.

<h2>Mirvac</h2>

National developer&nbsp;<a href="https://www.urban.com.au/developers/mirvac">Mirvac</a> is always busy.

While also building <a href="https://www.urban.com.au/new-apartments/trielle-at-yarras-edge-docklands-16-point-park-crescent-docklands">Trielle</a> at <a href="https://www.urban.com.au/developments/docklands-vic-3008">Docklands</a>, The Albertine just off St Kilda Road, and Prince &amp; Parade in Brunswick, Mirvac will want to launch <a href="https://www.urban.com.au/new-townhouses/mekko-apartments-altona-north-198b-blackshaws-road-altona-north">MEKKO Apartments</a>, the latest stage in Mirvac's award-winning <a href="https://www.urban.com.au/developments/altona-north-vic-3025">Altona North</a> masterplan, The Fabric.

The fully electric building will feature PV solar panels and aim for a 7-star&nbsp;<a href="https://www.urban.com.au/guides/what-is-a-nathers-rating-in-new-off-the-plan-apartment-developments" target="">NatHERS</a>&nbsp;energy efficiency rating.

Upon completion, The Fabric will house around 1,500 residents in over 500 townhomes and apartments.&nbsp;

The central focus of the 11.4-hectare community is the 4,000 sqm Patchwork Park, surrounded by well-designed private front and rear gardens by&nbsp;<a href="https://www.urban.com.au/architects/eckersley-garden-architecture" target="">Eckersley Garden Architecture</a>.&nbsp;

<h2>Time &amp; Place</h2>

Another national developer,&nbsp;<a href="https://www.urban.com.au/developers/time-place">Time &amp; Place</a>, has several projects expected to go live across both Sydney and Melbourne in 2025.

Locally, the developer recently secured approval for its joint venture project in <a href="https://www.urban.com.au/developments/glen-iris-vic-3146">Glen Iris</a>&nbsp;with Woolworths, 60 apartments above a full-line Woolworths on Burke Road.

The apartments are targeted at downsizers and multi-generational families.

Time &amp; Place is also revitalising the iconic Northcote Plaza in the inner northern suburbs.&nbsp;

The ambitious project will introduce three residential towers, combining build-to-rent and build-to-sell apartments, a low-rise office building, and a podium with extensive amenities such as a pool, gym, private dining areas, and coworking spaces.&nbsp;

Inspired by the site’s industrial heritage, the design integrates brick treatments and modern materials while enhancing public connectivity with landscaped pathways and links to All Nations Park.

<h2>Piccolo</h2>

Boutique developer <a href="https://www.urban.com.au/developers/piccolo">Piccolo</a> will complete its Fitzroy apartment development,&nbsp;<a href="https://www.urban.com.au/new-apartments/a-piccolo-house-gore-st-fitzroy-385-gore-street-fitzroy">A Piccolo House Gore Street</a>, in June next year, and will launch the next installment of its Piccolo House brand in 2025.

Their new $50 million development, <a href="https://www.urban.com.au/new-apartments/a-piccolo-house-barry-st-kew-barry-street-kew-18-barry-street-kew">A Piccolo House Barry Street</a> in <a href="https://www.urban.com.au/developments/kew-vic-3101">Kew</a>, will have 60 apartments across five three-level buildings, each with expansive private outdoor spaces.

Designed with input from Woods Bagot and <a href="https://www.urban.com.au/interior-designers/hecker-guthrie">Hecker Guthrie</a>, the project incorporates materials inspired by the area's Victorian architecture, offering a refined yet gritty urban aesthetic. Features include high-end kitchens, spacious living areas, and a lifestyle concierge service.

<h2>Fortis</h2>

Another national developer,&nbsp;<a href="https://www.urban.com.au/developers/fortis">Fortis</a>, has several projects across Melbourne, Sydney and Brisbane for 2025.

In Melbourne, they'll be further&nbsp; their foothold in the Richmond market, having acquired a site at 550 Swann Street. They're currently selling Carmine House, part of their mixed-use Richmond Square development.

The 2,661 sqm amalgamated site is envisioned as a precinct-defining opportunity designed by Woods Bagot.&nbsp;

The surprise announcement quickly ignited a flurry of activity among developers who had previously been holding off launching projects, waiting for a range of unpredictable factors to align before launching new projects.

With this new incentive expected to increase buyer demand, many developers are now eager to get their projects into the market as soon as possible.

As a result, Melbourne is set to see a significant influx of new projects in 2025, from towering CBD developments — which have largely been absent in the past five years — to boutique buildings in some of the city’s trendiest suburbs.

In this article, we explore where, what, and who is driving the most exciting new developments coming to Melbourne in 2025.

One of the first CBD tower launches in recent memory is set to hit the market in 2025 with&nbsp;<a href="https://www.urban.com.au/developers/far-east-consortium">Far East Consortium</a>, the developer of the four-tower, $1 billion West Side Place on Spencer Street, seeking to again change the Melbourne CBD skyline.

Early next year they'll launch Monument, just over 600 apartments at 640 Bourke Street, at the eastern end of the long street and a stone's throw from Flinders Station.

Monument has been designed by <a href="https://www.urban.com.au/architects/rothelowman">Rothelowman</a> and will integrate four levels of amenities, gallery spaces, and a revitalised Langs Lane which will be in the redeveloped Eliza Tinsley building which dates back to 1925.

One, two and three-bedroom apartments will start from $640,000.

Malaysian developer <a href="https://www.urban.com.au/developers/s-p-setia">S P Setia</a>, who has been behind the likes of UNO Melbourne, Sapphire by The Gardens, and Fulton Lane, is also set to launch a new tower in the CBD.

<a href="https://www.urban.com.au/new-apartments/atlas-melbourne-383-la-trobe-street-melbourne">Atlas Melbourne</a>, a 71-level skyscraper at 383 La Trobe Street, just down the road from UNO, will have just shy of 800 apartments.&nbsp;

<a href="https://www.urban.com.au/architects/cox-architecture">Cox Architecture</a> has worked with <a href="https://www.urban.com.au/architects/fk-australia">FK Australia</a> to create what it being pitched as "something new for Melbourne, while being entirely of Melbourne.

It pays homage to the history of the 2,850 sqm site, formerly the home of the Royal Mint.

There will be around 163 studio apartments on offer, 373 one-beds, 206 two's, and 55 three-bed apartments, located above a two-level arcade with eight retail tenancies.

<h2>What: 671 Chapel Street</h2>

<h2>Where: South Yarra</h2>

South Yarra's famous Chapel Street is set for an injection of new apartments, and it's not Gurner's Jam Factory redevelopment.

Developer CASA has taken over a site at 671 Chapel Street, a site which has had several planning approvals over the years, the most recent coming earlier this year when Daniel Grollo's HOME was approved for a build-to-rent project.

CASA has grabbed the reigns and will launch a collection of one, two and three-bedroom apartments designed by <a href="https://www.urban.com.au/architects/bates-smart">Bates Smart</a> and in landscaping by <a href="https://www.urban.com.au/landscape-architect/jack-merlo">Jack Merlo</a>.

The Chapel St site is just behind Melbourne High School, which means protected viewlines to the CBD.

CASA is led by Renato Calandro, a former executive of Grollo's Grocon and HOME. CASA is also working on projects in Fitzroy, Port Melbourne, and a development in North Sydney in a joint venture with Podia.

The VIC arm of luxury Sydney developer <a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> has been active in the market since entering it around 12 months ago.

Currently developing <a href="https://www.urban.com.au/new-apartments/malea-94-burke-road-malvern-east">Malae</a>, a boutique collection of seven apartments in <a href="https://www.urban.com.au/developments/malvern-east-vic-3145">Malvern East</a>, of which more than half are spoken for, will kick off 2025 by launching their second Melbourne project.

Earlier this year Abadeen, who is being led locally by former CBRE executive and developer Andrew Leoncelli, secured a prime 2,198 sqm site at 616-646 High Street&nbsp;in Prahran. They had Carr put together the designs for <a href="https://www.urban.com.au/new-apartments/grandview-prahran-616-646-high-street-prahran-vic-3181">Grandview Prahran</a>, which curves around a national trust significant Smookt Bark Apple tree.

The four-level building will have 26 large-scale aparments, with the two-beds starting from around 100 sqm and the three's ranging in size to 269 sqm.

Pending council approval which should come in the next week, they will launch the project

<h2>Who:&nbsp;Abadeen</h2>

<h2>Where: Caulfield North</h2>

Abadeen is going large-scale again next year, and another parkside project.

Later in the year they're hoping to launch a new project in&nbsp;<a href="https://www.urban.com.au/developments/caulfield-north-vic-3161?sort=">Caulfield North</a>, predominantly made up of large three-bedroom apartments.

The 1,060 sqm site at <a href="https://www.urban.com.au/new-apartments/219-229-balaclava-road-caulfield-north">219-229 Balaclava Road</a>, directly across from Caulfield Park, came with approved plans for a seven-level building.

Abadeen brought in architecture firm Powell &amp; Glenn to alter the apartment makeup and tweak the design to give it a "New York-style feel".

Large apartments for the downsizer is the path Abadeen is taking in Melbourne, following the blueprint of what Abadeen has created for decades across Sydney's most affluent suburbs in the Lower North Shore.

The six-building, low-rise precinct will comprise 365 residences, a mix of apartments and townhouses, as well as 5,500 sqm of new publicly-accessible green space and a new retail village to <a href="https://www.urban.com.au/developments/hawthorn-vic-3122">Hawthorn</a>.

The major residential development <a href="https://www.urban.com.au/new-apartments/hawthorn-vic-3122">Auburn Road</a> is one of the largest to be approved under the Allan government’s accelerated Development Facilitation Program, which seeks to reduce the application timeframe for eligible projects.

After a joint application from <a href="https://www.urban.com.au/developers/hamton">Hamton</a> and the University of Melbourne in March 2022, the Planning Minister oversaw the rezoning of the site from public use to enable residential development and approved a detailed development plan to govern planning outcomes for the 1.6ha site.

Hamton’s Founder and Executive Chairman, Paul Hameister OAM, said the project will create a rare opportunity for buyers in a premium suburb that is highly sought-after.

Sales are expected to launch in February.

Diversified property developer <a href="https://www.urban.com.au/developers/time-place">Time &amp; Place</a>, in partnership with Woolworths Group, is expected to launch sales of its recently approved $150 million mixed-use development in Glen Iris.

The five-level project at 173 Burke Road will comprise 60 apartments targeted at downsizers and young and multi-generational families.

Adjacent to the Brunswick Baths and Library, Saxon Street by Milieu will offer a mix of 80 one, two, and three-bedroom apartments designed by <a href="https://www.urban.com.au/architects/jackson-clements-burrows-architects">Jackson Clements Burrows Architects</a>, with interiors by DesignOffice and landscaping by Oculus.

This will be Milieu’s eighth project with DesignOffice and alongside sustainability as standard, Milieu says the apartments "will embody the layers of thought of how people really live in apartments and how good design has a positive impact on our everyday lives."

Saxon Street by Milieu will sit within the Merri-bek Arts and Culture Precinct and will contribute to the public realm through improved pedestrian access and enhancements to local infrastructure.&nbsp;

Its emphasis on community impact aligns with the precinct’s evolution as a hub for arts, wellness, and cultural initiatives, complemented by nearby projects like Siteworks, which will support the local creative scene.

Milieu is currently developing <a href="/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick-vic-3185">Elsternwick Gardens</a> on a landmark 1.1-hectare site neighbouring Rippon Lea Estate. The top 12 new apartment developments launching in Melbourne in 2025

CoreLogic's Monthly Hedonic Index showed a -0.2 per cent decline in the value of units (apartments and townhouses) across Melbourne over July, however there was a larger fall in house values (-0.5 per cent).

Melbourne's stalling property market has to be nearing the bottom.

Recent data published in the Australian Financial Review from property data analytics firm CoreLogic showed the&nbsp;Melbourne median dwelling value is currently 33.1 per cent below the median dwelling value in Sydney. Historically, on average, that gap has been 19.7 per cent.

It's the same story with Brisbane, where values in the Queensland capital are 8.8 per cent higher than in Melbourne. Melbourne is usually 13.7 per cent above.

Considering the widened gap that bucks history, as well as the record low new housing approvals in Victoria, rising construction costs, and the expected surge in population due to migration, it's clear that Melbourne is poised for a prolonged period of growth.

The market won't turn around overnight, and the most recent data from CoreLogic shows a decline of -0.2 per cent in the unit market (apartments and townhouses) over July.

Those declines in the established market have likely come because of increased supply levels, CoreLogic's Research Director Tim Lawless notes, where supply is outstripping current demand.

That's not the case in the new apartment market however.&nbsp;The most recent building approvals data from the ABS showed Melbourne's 3,840 unit approvals in June were -14 per cent down from the month prior.

Over two million new dwellings are proposed to be built by 2051 across Metro Melbourne, almost double the number of existing dwellings currently in the metro area.

<h2>What happened in Melbourne’s off the plan apartment market in July</h2>

Referring back to the lack of supply in the new apartment market, there was only one notable project that moved into a registrations of interest phase.

That's the new Elsternwick development by the design-driven developer&nbsp;<a href="https://www.urban.com.au/developers/milieu-property" target="">Milieu</a>, who revealed what is arguably one of its most unique developmens it has produced since being founded 15 years ago.

Milieu has spent the last two years working alongside <a href="https://www.urban.com.au/architects/woods-bagot">Woods Bagot</a>, <a href="https://www.urban.com.au/landscape-architect/oculus">OCULUS</a> Broached Commissions and <a href="https://www.urban.com.au/architects/march-studio">March Studio</a> to create a garden-centric community they’re calling <a href="/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick-vic-3185">Elsternwick Gardens by Milieu</a>.

The multi-building development, on the site of the former ABC Studios bordering Elsternwick's landmark Ripponlea Estate and gardens, has been designed to focus on nature and landscaping.

Residents will have direct private access to the heritage-listed gardens of the Ripponlea Estate, while its head gardener will tend to the landscaping of Elsternwick Gardens by Milieu on its completion.

There was increased sentiment in the market in <a href="https://www.urban.com.au/developments/glen-iris-vic-3146">Glen Iris</a> where&nbsp;Projects by Buxton Director Heath Thompson sold four apartments in the last few weeks at <a href="https://www.urban.com.au/buildings/galerie-glen-iris-1538-1540-high-street-glen-iris-vic-3146">GALERIE</a>&nbsp;which will no doubt encourage the market heading into the spring selling season.

Thompson said three of the four buyers went from enquiry to sale within a week.

"We [Melbourne] haven't had that sort of conversion timeline for what feels like a very long time," Thompson said.

GALERIE has sold predominantly to downsizers, but the recent purchasers presented a different demographic in the building that is expected to welcome buyers toward the end of the year.

Construction got underway at&nbsp;Abadeen's <a href="https://www.urban.com.au/new-apartments/malea-94-burke-road-malvern-east">Maléa</a>&nbsp;apartments in&nbsp;<a href="https://www.urban.com.au/developments/malvern-east-vic-3145">Malvern East</a>.

Brompton Construction, the multi-award winning Master Builders Victoria construction firm, has officially commenced construction on the seven luxury apartments on Central Park.

“<a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a>&nbsp;chose Maléa because of its incredible location opposite Central Park in the beating heart of&nbsp;<a href="https://www.urban.com.au/developments/malvern-east-vic-3145">Malvern East</a>,"&nbsp;<a href="https://www.urban.com.au/content/abadeen-officially-announce-expansion-into-victoria-with-two-luxury-projects" target="">Andrew Leoncelli</a>, who runs Abadeen in Victoria, says.

One of Melbourne's most notable developers, Piccolo, filed for its next development as it approaches sellout of its Fitzroy apartment development, A Piccolo House - Gore Street.

Boutique developer Callex Group is also heading to Kew for its latest venture.

Callex is plotting a small development of just seven apartments on an already cleared 1,266 sqm site at 9 O’Shaughnessy Street, walking distance to Kew Junction, Glenferrie Road shopping precinct and Victoria Gardens.

A year after paying around $35 million for a large 8,475 sqm site in the heart of Kew, boutique Melbourne apartment developer Piccolo&nbsp;has revealed what it intends to do with it.

They've filed $50 million plans to the Boroondara Council for five three-level buildings at 18 Barry Street, a block near&nbsp;<a href="https://www.urban.com.au/developments/kew-vic-3101">Kew</a> Junction shopping village that is&nbsp;currently occupied by a former residential aged care facility.

There will be 60 two, three and four-bedroom apartments as part of&nbsp;<a href="/new-apartments/a-piccolo-house-barry-st-kew-barry-street-kew-18-barry-street-kew">A Piccolo House , Barry Street</a>, part of the Piccolo House collection that targets the high-end owner-occupier. Its most recent development, <a href="/new-apartments/a-piccolo-house-gore-st-fitzroy-385-gore-street-fitzroy">A Piccolo House, Gore Street</a> in <a href="https://www.urban.com.au/developments/fitzroy-vic-3065">Fitzroy</a>, secured a flurry of sales when it launched last year, quickly selling 70 per cent of the 49 apartments.

<a href="https://www.urban.com.au/developers/piccolo">Piccolo</a>, led by industry veteran Michael Piccolo, is once again teaming up with <a href="https://www.urban.com.au/architects/woods-bagot">Woods Bagot</a>, the architecture firm who has a string of proejcts with Piccolo. The five buildings,&nbsp;in landscaping by ACRE, will comprise three levels of apartments, each with generous private outdoor spaces or balconies.&nbsp;

The buildings will be arranged around a central communal area. Buildings A and B will each have 10 apartments, Building C will home 12 apartments, while Buildings D and E will have 14 apartments a piece.

The buildings will sit above a basement with 133 parking spaces, additional visitor and staff parking, and 72 bicycle parking spaces.&nbsp;

Future residents will also have access to extensive communal spaces, like a north-facing central outdoor area, as well an amenities building dubbed 'The Meadow' that will feature communal entertaining areas, a wine cellar, and a landscaped rooftop.&nbsp;

There will also be health and fitness facilities, including a gym, yoga room, spa, and golf simulator. A guest studio, lobby, concierge, and staff offices will also be part of the development.

The planning assessment report prepared by&nbsp;Contour Consultants said, by definition pursuant to the provision of the GRZ4, the site is a "super sized lot".

"In response [to the Planning Policy Framework], the delivery of 60 high quality apartment dwellings contributes to the provision of a diverse housing type that will cater to a variety of households and families, on a large, under-utilised parcel of land and in an area with good access to transport, employment and a range of other services and facilities," the report noted.

It highlighted the State Government's "bold target" set in September 2023 to build 800,000 new homes by 2033 to address housing shortages and housing affordability.

"Larger sites such as the subject site which provide the opportunity for increased dwelling density, play a significant role in achieving the goals set out by the Victorian Government."
