Developer <a href="https://www.urban.com.au/developers/urban-dc">Urban DC</a> has completed its latest apartment development, Horizon, in the sought-after Plowman Place in <a href="https://www.urban.com.au/developments/frankston-vic">Frankston</a>.&nbsp;
