Hampton's Service Street offers everything that attracts home owners to Melbourne's Bayside.

The tree-lined street sits in a quiet pocket of Hampton, connected to the heart of Hampton where there's the station, shops, and most importantly, the beach.&nbsp;

There's been no new apartment developments on Service Street in decades. Local developer <a href="https://www.urban.com.au/developers/noetic-places">Noetic Places</a> identified the 860 metre street as where they wanted to craft something similar to Reunion Place which they developed on the nearby Linacre Road.

Noetic Places, led by Stephen Barrow Yu, worked diligently with local community groups and council to produce something the neighbourhood could be proud of, and something that would have a positive impact on the area.

The recently launched apartment development, Noetic Place, has been designed by <a href="https://www.urban.com.au/architects/fender-katsalidis-architects">Fender Katsalidis</a>&nbsp;to feature a stepped facade that is designed to offer privacy from neighbouring properties while blending seamlessly with the street's layout.&nbsp;

Noetic Place is located on a 3,662 sqm site toward the western end of Service Street, just 400 metres to the intersection of Service Street and Hampton Street which serves the focal point of the suburb.

In the heart of <a href="https://www.urban.com.au/developments/hampton-vic-3188">Hampton</a>, Noetic Place is an eight-minute walk to Hampton Station, where from there is a 20-minute train into the Melbourne CBD.

Units in Melbourne continued to outperform it's house market counterpart.

Unit values rose 0.2 per cent, according to CoreLogic Monthly Hedonic Index, a modest gain, but considerably higher than the -0.3 per cent decline in the house market.

It was the fourth month in a row that unit values in Melbourne outperformed.

The median value for units in Melbourne is now at $610,000.

One of Melbourne's biggest off the plan apartment developments achieved a major milestone in June.

Nine months after its official launch,&nbsp;<a href="https://www.urban.com.au/developers/osk-property" target="">OSK Property</a>&nbsp;and&nbsp;<a href="https://www.urban.com.au/builders/multiplex">Multiplex</a>&nbsp;broke ground on BLVD, the latest tower at the $3 billion <a>Southbank</a> precinct, <a href="https://www.urban.com.au/buildings/melbourne-square-93-119-kavanagh-street-southbank">Melbourne Square</a>.

Multiplex is expecting to complete the building in Q1 2028.

Over in&nbsp;<a href="https://www.urban.com.au/developments/south-kingsville-vic" target="">South Kingsville</a>, developer Blue Run launched&nbsp;<a href="https://www.urban.com.au/new-townhouses/kings-lane-56-new-street-south-kingsville">Kings Lane</a>, its boutique townhouse development comprising just 25 three and four-bedroom townhouses designed by <a href="https://www.urban.com.au/architects/rothelowman">Rothelowman</a>.

The two and three-level townhouses will sit on New Street, tucked away conveniently off Blackshaws Road and near Edwards Reserve.

While supply still remains one of the largest constraints in the off the plan apartment market, there were some notable projects mooted for the future.

Developer <a href="https://www.urban.com.au/developers/kincrest">Kincrest</a>&nbsp;submitted plans to the Stonnington Council for a mixed-use building on Grattan Gardens in <a href="https://www.urban.com.au/developments/prahran-vic-3181">Prahran</a>.

Kincrest, led by Tom Howgate, secured <a href="https://www.urban.com.au/new-apartments/3-7-grattan-street-prahran">3-7 Grattan Street</a> market, and then amalgamated the neighbouring single-level warehouse to create 1,613 sqm and a 35-metre frontage to the park.

The plans by <a href="https://www.urban.com.au/architects/cheah-saw-architecture">Cheah Saw Architecture</a> are for 22 apartments across a seven-level building. The two three and four-bedroom apartments, offering larger than standard sizes, something which is built into Kincrest's development ethos, will sit above two levels of strata offices and a ground-floor cafe and retail space that will face the park.

Camberwell is also set for a new development with the&nbsp;City of Boroondara approving a new 12-level mixed-use development that will become the second tallest building in the area.

The project, at 697-699 Burke Road, Camberwell, has been designed by <a href="https://www.urban.com.au/architects/cera-stribley-architects">Cera Stribley</a>&nbsp;for property developer <a href="https://www.urban.com.au/developers/above-zero">Above Zero</a> and will have 36 apartments set above five levels of office space and retail on the ground level.

The approval follows an extensive planning process that has been ongoing since 2015 when the City of Boroondara first refused a 15-level, 62-unit development on the 1,950 sqm site.&nbsp;

The final design, which gained support from both the council and previous objectors, includes office spaces on levels one to five, apartments on levels six to eleven, and a communal rooftop terrace on level 12.

The Camberwell Junction area is expected to need a further 1,500 additional new dwellings by 2051 to keep up with population growth, the planning documentation suggested.

Developer <a href="https://www.urban.com.au/developers/abadeen-group">Abadeen</a> also has its eyes on its future development pipeline. Keen to focus on Melbourne's premium owner-occupier market since its expansion from Sydney's Lower Norht Shore, Abadeen, led locally by Andrew Leoncelli, grabbed a parkside development site in <a href="https://www.urban.com.au/developments/caulfield-north-vic-3161?sort=">Caulfield North</a>.

Abadeen&nbsp;beat out several other developers to secure 1,060 sqm on Caulfield Park.

The site at 219-229 Balaclava Road is north-facing and offers uninterrupted views to the north and northwest, over the park and out to the city.

It was offered by JLL with permit-approved plans for a new seven-level apartment development designed by <a href="https://www.urban.com.au/architects/cht-architects" target="">CHT</a> Architects.

Abadeen will go back to the drawing board and is engaging a leading architect to tweak the plans to make the apartments larger, but they will stay within the same envelope of what's been approved.

Two basement levels provide ample car spaces for residents, each with an electric charging capability.

Noetic Place prioritises green spaces by retaining established trees on-site and introducing curated pockets of local and native flora.

Upon entering Noetic Place, residents will be greeted by a lobby where the exterior brickwork textures smoothly transition into a spacious triple-height area featuring rose-tinted travertine stone, lush greenery, an overhead oculus skylight, and distinctive paving below.

Designed by <a href="https://www.urban.com.au/architects/fender-katsalidis-architects">Fender Katsalidis</a>, the three-level building features a stepped facade that aims to provide privacy from neighbouring properties and blend with the street's layout.

Noetic Place will resemble three separate homes along Service Street, mimicking the scale of nearby houses. The exterior design is inspired by local Edwardian homes and beachy tones, featuring a light sandy brick facade with warm metallic details and timber battens.

In collaboration with local landscape architect <a href="https://www.urban.com.au/architects/eckersley-garden-architecture">Eckersley</a>, Noetic Place prioritises green spaces by retaining established trees on-site and introducing curated pockets of local and native flora. This thoughtful approach ensures that Noetic Place is a harmonious extension of the neighbourhood.

Upon entering Noetic Place, residents will be greeted by a lobby where the exterior brickwork textures smoothly transition into a spacious triple-height area featuring rose-tinted travertine stone, lush greenery, an overhead oculus skylight, and distinctive paving below.

For the interiors of the apartments,&nbsp;Fender Katsalidis has chosen finishes and fixtures that align more with custom-designed, architecturally crafted homes.&nbsp;

Each residence is individually designed to maximise natural light and provide views of gardens or the neighbourhood.

Residents will have access to several communal amenities, including a garden to the south of the site, featuring a pavilion with a kitchenette and a library for residents to enjoy.

Noetic Place is only 500 metres from Hampton Street, Hampton's go-to retail strip with specialty stores and eateries, including a grocer, baker, gourmet delicatessen, juice bar and a fruit market.

Noetic Places launch new Hampton off the plan apartment development

Bayside City Council has unanimously approved the development of the Fender Katsalidis designed Noetic Place&nbsp;Hampton for local developer Noetic Places.

The permit approval comes after an extensive community consultation process led by local developer Noetic Places, who secured the 3,662 sqm site at 28-34 Service Street last year. Construction on the refined $80 million residential project&nbsp;is set&nbsp;to commence later this year, with completion staged for 2025.&nbsp;

Approval was granted by&nbsp;Bayside City Council in May with the uncontested permit formally issued&nbsp;on June 8.&nbsp; The outcome is the result of an intensive community engagement process that included seven town halls and over 80 one-on-one meetings.&nbsp; The project received 12 submissions of support and glowing reviews from local councillors.

Noetic Places bought the site, which has 70 metre of north-facing street frontage, with Brisbane-based Orchid Vue Group, who have a minority stake, for $17.3 million in 2022.&nbsp; A previous owner was unsuccessful negotiating meaningful development plans causing extensive public concern among the protective local community, the local council, and garnering media attention covering the passionate public debate.&nbsp;

Noetic Place&nbsp;Hampton will be a collection of 32 sustainable residences created primarily for the local owner-occupier market comprising down-sizers, returning expats, and aspirational younger families. The development will have a lush garden setting and is located in the centre of&nbsp;Hampton&nbsp;being walking distance to a wide variety of retail and speciality stores, cafes, restaurants and leisure facilities. The site is&nbsp;450 metres from&nbsp;Hampton&nbsp;Train Station and 600 metres from&nbsp;Hampton&nbsp;Beach.

The newly approved plans allow the 3,662 sqm site to be transformed into upscale residences including generously-scaled&nbsp;two and three-bedroom apartments, as well as one four-bedroom penthouse.&nbsp;

Speaking at the council meeting, Bayside mayor Hanna El Mouallem said he was “impressed” with the application, and the project responded to the local need for architecturally crafted apartment offerings that appeal to local downsizers.

“What [FK] has done here is designed to serve the site, to serve the surrounding, and also to serve the buyers who want and are crying out for these apartments. We need to encourage this type of architecture, to attract people who want to downsize and remain in&nbsp;Hampton. And that's exactly what this application has done,” Cr El Mouallem said&nbsp;

Noetic Places director Stephen Barrow-Yu, a&nbsp;Hampton&nbsp;resident, says his affinity for the area and the expertise gained form his current bayside project, Reunion Place, led him to pursue the challenging site.&nbsp;

“What’s really important here is the trust and authentic connection with the neighbouring community," Barrow Yu said.

"Many developers wouldn’t have done what we have done because our core focus is on unity with our community and a design that meets the future needs of the immediate environs.&nbsp; For us, these elements were considered ahead of the project margins.&nbsp; We can now move towards producing a development of lasting beauty that will align with the needs of the future residents"

Barrow-Yu says a&nbsp;major point of differentiation with this site is the extensive consultation with the local community.

"[This] enabled us to develop concepts that encompass sustainability via a future-proofed design and construction. Importantly the project will meld with the aesthetic of the local streetscapes including landscape elements creating an immediate familial yet refined atmosphere."

Local&nbsp;Hampton&nbsp;residents said they&nbsp;viewed the process and the development itself as&nbsp;“a testimony to the value of open interaction between the developer and the neighbours”.

Architects from Fender Katsalidis were actively involved in the consultation process, attending neighbourhood engagement sessions at venues across the area, from local restaurants to neighbours’ living rooms. Eckersley Garden Architecture, Urban Planning Collective and Vorhaben project management had active roles in the community liaison resulting in a timeless design with gardens complimenting the existing treescape and spaces created for both gathering and serenity&nbsp;

Fender Katsalidis director James Pearce says the open dialogue with&nbsp;Hampton&nbsp;residents has led to better commercial and design outcomes including a vision of what owners in 20-30 years will value.&nbsp; This includes the capacity for every car parking space to have an electric charging station, significant solar paneling and space for batteries repositories.&nbsp;Forethought has also been given to water storage beyond regulated minimums.&nbsp;

“Our team and the whole community has invested in creating an outcome that benefits everyone, and together we have achieved something very special,” Pearce says.

	<li>A design with two distinct entry points allowing the development to visually present like three buildings with scale variance.</li>
	<li>Two basement levels and three above ground levels.&nbsp; The top level has been set back to give an even more varied composition.</li>
	<li>A landscaping green belt softens the interface with neighbours. Mature trees will be planted so that from the onset the residence will look established in the current streetscape.</li>
	<li>A setback from the footpath with the roof line of third floor hardly visible.&nbsp;</li>
	<li>Native vegetation, with a palette of soft greys and olive, complements the building’s materials where light sandy brick and warm metal tones are being inspired by&nbsp;Hampton&nbsp;beach and the leafy neighbourhood’s iconic Edwardian homes.</li>
	<li>A large communal garden space with a carefully retained mahogany gum tree further enhanced by a garden pavilion housing a library and kitchenette for residents.</li>
	<li>A concealed garage entry through a timber top box will later be covered in vines.</li>
