<p>Perhaps in line with the current market sentiment, the release of apartment projects within Fishermans Bend for public purchase has been sluggish at best.</p>

<p>The recent green light for 134-142 Ferrars Street brings to 14 the number of residential projects within the Urban.com.au Project Database which hold approval within the Urban Renewal Area, but have yet to go to sales. Put another way, these 14 projects equate to approximately 4,800 apartments that are being held back by developers.</p>

<p>Looking to buck the trend is the developer behind SOUTH, Fishermans Bend's latest release.</p>

<p>Australia Ruiyi has cemented its local intentions with SOUTH, a $48 million creation of Rothelowman. At 15 Thistlethwaite Street, SOUTH includes 69 apartments across an eight level building capped by a 'Rooftop Club'.</p>

It along with future developments in North Melbourne, Coburg and Diamond Creek sees the new developer's local portfolio valued at $400 million.</p>

<p>On SOUTH and Melbourne's underlying strength, General Manager of Australia Ruiyi Rachel Wang provided the following statement:</p>

<p>SOUTH's pending launch means it along with <a href="/buildings/pm-port-melbourne-320-plummer-street-port-melbourne">PM Port Melbourne</a> and <a href="/new-apartments/171-183-ferrars-street-south-melbourne">Vivid</a> are the three major developments currently at sales within Fishermans Bend. Whilst pending sales speculation revolves around a handful of projects such as <a href="https://www.urban.com.au/new-apartments/15-85-gladstone-street-south-melbourne">15-87 Gladstone Street</a> and <a href="/buildings/lilix-51-59-thistlethwaite-street-south-melbourne">51-59 Thistlethwaite Street</a>, only two residential projects have to date advanced to construction within the massive Urban Renewal Area.</p>

<p>As the backlog of approved projects mounts, the next wave of planning applications within Fishermans Bend has come through during the initial months of 2017.</p>

<p>Applications have been lodged for 112 Salmon Street, 253-273 Normanby Road and 365-391 Plummer Street. In excess of 1,000 apartments are planned for the trio of sites which are controlled by Gunnersen, R Corporation and Third Street respectively.</p>

SOUTH looks to buck a sluggish Fishermans Bend trend

<p>City of Port Phillip are set to consider the merits of a handful of proposed apartment buildings within Fishermans Bend, representing the next tranche of projects due for a planning outcome within the precinct. Council will provide feedback on five separate projects that when combined are capable of adding 1,750 dwellings to the urban renewal zone.</p>

<p>While two of the projects under consideration are present on the Urban.com.au project database, the three remaining applications are new to the public sphere.</p>

<p>Seen below are the projects which City of Port Phillip will consider during their December sitting.</p>

<h2>261-281 Ingles Street, Port Melbourne</h2>

The Bruce Henderson-designed project consists of three residential towers with the tallest at 52 levels or 155.69 metres.</p>

<p>1290 dwellings are included, consisting of 474 x 1 bedroom apartments, 719 x 2 bedroom and 97 x 3 bedroom apartments. Plans for the project show an intensely activated ground plane with 2,822sqm of retail space and a further 1,123sqm of mixed retail and/or commercial space.</p>

<p>1101 car spaces and 1447 bicycle spaces are included within the development.</p>

<h2>163-169 Ferrars Street, Southbank</h2>

Auto shop Corso Body Works are currently onsite and have initiated the development which would see an 18 storey residential building approved, consisting of 68 x 1 bedroom, 28 x 2 bedroom and and 2 x 3 bedroom apartments.</p>

<p>An open-ended covered pedestrian breezeway will link Ferrars Street and Railway Place with two ground level commercial/retail tenancies included. Patterned and plain precast concrete with an off-white finish will act as an undulating feature wall to the site's boundary.</p>

<p>Incidentally 163-169 Ferrars Street is diagonally opposite 134-142 Ferrars Street which was subject to a 49 level building which during October was amended to an application for an 18 and 23 storey mixed use set of buildings, in line with imposed height restrictions over the precinct.</p>

<h2>31-37 Buckhurst Street, South Melbourne</h2>

<p>Developer Alpha 14 Property Group has ventured into Fishermans Bend for the first time with a residential building on Buckhurst Street. What is currently a warehouse is poised to become an 18 level building carrying 121 dwellings with studio, 1, 2 and 3 bedroom options.</p>

<p>Dual commercial tenancies cover 293sqm at ground level with 83 car spaces located within the podium.</p>

<p>Should it find approval 31-37 Buckhurst Street will likely proceed to construction at pace. Alpha 14 Property Group's West Melbourne residential project titled Bond Quarter received planning approval during October and is already subject to early site works.</p>

<h2>51-59 Thistlethwaite Street, South Melbourne</h2>

The development which also faces City Road will top out at eight levels, half the initial 16 level tower proposed.</p>

<p>Despite the changes, 51-59 Thistlethwaite Street is bound for VCAT where its fate will be decided upon. 161 dwellings are proposed for the development, as is 1,278sqm of communal space.</p>

<p>As part of the development's slant toward community facilities a public toy exchange will be included.</p>

<h2>15-35 Thistlethwaite Street, South Melbourne</h2>

The initial design of 30 levels has made way for a far more modest project at 8 levels, also the handy work of firm ROTHELOWMAN.</p>

<p>Planning documents also show Linkon Pty Ltd as the developer behind the amended application, a change from Circa Property Group who initiated the taller development.</p>

<p>The 8 level complex would see 49 single bedroom and 34 dual bedroom dwellings above three retail tenancies and car parking provisions for 72 vehicles.</p>

Further Fishermans Bend projects revealed

<p>The recent news that the State Government will proceed with a review of the Fishermans Bend Strategic Framework Plan means it's time to have a look at the current state of play up to this point.</p>

<p>The City of Port Phillip have been listing the majority of all proposed and approved planning applications within Fishermans Bend as part of any planning application that is lodged with the council within their part of the urban renewal area.</p>

<p>The latest applications which have been lodged and are currently being assessed by the City of Port Phillip are 165-167 and 179 Gladstone Street in South Melbourne.</p>

<p>City of Port Phillip are not listing any Lorimer Precinct project within their <a href="http://www.portphillip.vic.gov.au/FBURA_Planning_Apps_-_MPA_-_Apr_15.pdf">April application summary</a>, given the area falls within the City of Melbourne. All the applications below essentially abut Docklands, with ten towers spread across four development sites.</p>

Fishermans Bend proposals: an overview

<p>Corrections are in order regarding the reporting of approvals for Fishermans Bend projects last week in the mainstream media which were subsequently picked up by Urban.com.au last Friday. A handful of projects reported as approved are not so with other projects stepping into the breach.</p>

<p>After being contacted by both John Hair of <a href="http://artisanarchitects.com.au/">Artisan Architects</a> and Shane Rothe of <a href="http://www.rothelowman.com.au/">ROTHELOWMAN</a>, here is an accurate state of play for Fishermans Bend approvals:</p>

<h2>2-4 Buckhurst Street, South Melbourne</h2>

<p>Listed as approved last week although this is not the case as yet. There is still the possibility the site may become parkland as has been stated previously.</p>

The dual towers by Artisan Architects are slated for 645 apartments, 495 carspaces and 11,970sqm of retail space over a scheme of some 64,869sqm GFA.</p>

<p>Another project reported as approved, although this is not yet reality. Designed by ROTHELOWMAN for Circa Property Group, the 132 metre tower with 291 apartments is still at planning.</p>

<p>Reported as approved and this is the case. MAB Corporation can now focus on bringing to reality the 733 apartments within the tri-tower project.</p>

The above image depicts the initial version of the project destined to replace the 9,000sqm Carlins Automotive site, although all towers have been capped at 30 levels requiring further design alterations.</p>

<h2><a href="/buildings/normanby-199-201-normanby-road-southbank">199 Normanby Road, Southbank</a></h2>

<p>Artisan Architects second approved project for Fishermans Bend consists of a 40 level tower with 262 Apartments and 174 car parking spaces available over a GFA of 28,200sqm.</p>

<p>The approved projects equate to ten new towers for the Urban Renewal Area, although last week 11 approved towers was the figure bandied about. It's unclear if there is another approved project at this point.</p>

An accurate list of Fishermans Bend approvals

<p>The Herald Sun is <a href="http://www.heraldsun.com.au/news/victoria/more-than-2800-apartments-to-be-built-at-fishermans-bend/story-fni0fit3-1227046941054">reporting</a> that Planning Minister Matthew Guy has approved more than 2800 apartments in the Fishermans Bend urban renewal precinct.</p>

<p>One of the projects which has been approved is <a href="http://www.mab.com.au/">MAB</a>'s 15-87 Gladstone Street - a three tower development designed by <a href="http://www.hayball.com.au/">Hayball</a> totaling 733 apartments to be delivered in stages.</p>

<p>Similarly 2-4 Buckhurst Street is a 371 unit <a href="http://www.jcba.com.au/">JCB</a>-designed development spread across two towers which measure 118.7 metres and 82.7 metres respectively and <a href="http://www.rothelowman.com.au/">ROTHELOWMAN's</a> 15-35 Thistlethwaite Street measures 131.5metres with 38 floors and includes 291 apartments.</p>

<p>Nearby Artisan Architects design at 199 Normanby Road comprises 262 apartments spread across a 40 level tower backing on to the 109 tram line has found favour.</p>

<p>In response to the announcement of the approvals, the City of Port Phillip has <a href="http://www.portphillip.vic.gov.au/september-2014-media_5620.htm">put out a statement</a> calling on the accelerated delivery of a tram line over the Yarra river and more community facilities.</p>

<p>“The estimated $44 million in developer contributions flowing from these approvals should be used to bring forward the construction of the Collins Street tram extension, open space acquisition and community facilities in the Ferrars Street School Precinct,” Cr Stevens said.</p>

<p>The City of Port Phillip is also seeking to see the details of the approved permits from the Planning Minister in order to assess them against new height provisions announced by the Planning Minister in July.</p>

<p>“Council is disappointed we were not consulted or notified about these approvals despite previously raising concerns,” Cr Stevens said.</p>

<p>The council statement also goes on to say that "there was also confusion about whether a tower had been approved for land ear-marked by the Government for open space".</p>
