ISEO - 443 Lygon Street, Brunswick East

<p>Brunswick, Brunswick East and Brunswick West's respective apartment markets continue to steam along at pace, regardless of where the wider Melbourne apartment market is at.</p>

<p>A handful of freshly completed apartment developments have been replaced by projects which have begun their construction phase, and a freshly launched development is adding further buyer choice to the market. <a href="/buildings/the-finery-267-277-lygon-street-brunswick">The Finery</a> is the area's latest release and is located across 267-277 Lygon Street.</p>

<p>Consisting of 30 apartments atop a string of retail tenancies, the newly launched development accounts for a single storey nondescript brick building, and finds itself surrounded by fellow apartment projects.</p>

<p>The Finery joins 13 other sizeable apartment projects noted at sales that Urban.com.au is tracking across the three suburbs.</p>

<p>Directly opposite The Finery, two apartment projects have received their finishing touches in recent weeks. Both designs&nbsp;of CHT Architects,&nbsp;<a href="https://www.urban.com.au/buildings/the-burgin-residence-260-274-lygon-street-brunswick-east">The Burgin Residences</a> and East Apartments are now complete and combined add approximately 140 new apartments to the area.</p>

<p>Freshly completed too is CBD Development Group's <a href="https://www.urban.com.au/buildings/288-albert-street-brunswick">288 Albert Street</a> in Brunswick, with 269 apartments over two buildings at practical completion at the hand of builder LU Simon. Brunswick West has also notched a completed project in recent weeks; Exner Building completing The Moreland at 444 Moreland Road, taking over the buiild post the collapse of Watersun Constructions.</p>

<p>Hundreds of further apartments are also nearing completion, in the form of Iseo, <a href="https://www.urban.com.au/buildings/rima-22-lygon-street-brunswick-east">Rima</a> and <a href="https://www.urban.com.au/buildings/8-lygon-street-brunswick-east">8 Lygon Street</a>, all of which are located on Lygon Street.</p>

<p>Despite the flood of newly completed apartment into Brunswick and surrounds, an even larger contingent of projects have just begun, or are about to tip into their construction phase.</p>

<p>Demolition onsite signifies that <a href="https://www.urban.com.au/buildings/lygon-place-240-lygon-street-brunswick-east">Lygon Place</a> is on the verge of a construction start following its lengthy sales campaign. Its 96 apartments will soon join the approximately 1,470 apartments at construction across the three Brunswicks.</p>

<p>Chief among these projects at construction in terms of size are Blue Earth Group's 300 apartments in Brunswick West headed by&nbsp;<a href="https://www.urban.com.au/buildings/the-grove-1-5-olive-york-way-brunswick-west">The Grove</a>&nbsp;and Banco Group's first stage of&nbsp;<a href="/new-apartments/east-brunswick-village-bluestone-way-3-bluestone-way-brunswick-east">East Brunswick Village</a>&nbsp;which includes 223 apartments. Both of these projects are in the early stages of their delivery.</p>

<p>Soon to join the construction rush is the combined <a href="/new-apartments/lt-miller-nightingale-55-nicholson-street-brunswick-east">Lt Miller/Nightingale Brunswick East</a> which has been awarded to Liberty Builders, as is <a href="https://www.urban.com.au/buildings/mr-nichols-65-nicholson-street-brunswick-east">Mr Nichols</a> a short distance away. Brunswick East's <a href="/buildings/seamstress-11-13-lygon-street-brunswick-east">Seamstress</a> is also closing in on a construction&nbsp;start.</p>

<p>As various apartment projects filter through their respective development phases, additional projects currently before City of Moreland are seeking to fill the breach. Urban.com.au has already covered major intended projects such as <a href="https://www.urban.com.au/news/jw-lands-park-street-proposal-goes-down-a-different-design-path">699 Park Street</a> and <a href="https://www.urban.com.au/news/milieu-property-moves-on-lygon-streets-established-apartment-strip">121 Lygon Street</a> over the course of 2018, with a swag of other prospective projects also seeking approval.</p>

<p>Although smaller in stature, the latest application to enter the Urban.com.au&nbsp;Project Database within the area is Brunswick West's <a href="https://www.urban.com.au/new-apartments/134-136-melville-road-brunswick-west">134-136 Melville Road</a>.</p>

<p>Orion Investments Pty Ltd is looking to take advantage of a vacant site by way of a&nbsp;Design Consortia Australia scheme for 15 apartments across a four level apartment block.</p>

Comings and goings in Brunswick's engaged apartment market

<p>Tram routes 1 and 8 run in a combined tram corridor from Brunswick East through to the Arts Centre stop on St Kilda Road. They both originate in different places: the 1 at Bell Street and Nicholson Street, the 8 at the intersection of Moreland Road and Sydney Road and terminate in different places as well, South Melbourne Beach and Toorak Road respectively.</p>

<p>To keep things simple, the scope of this article is just the north-of-the-city section of both routes. Proposals are afoot to reconfigure and renumber these two tram routes but suffice it to say, despite the reorganisation, Lygon Street - which is our focus today - will not fundamentally change, it will still have 2 tram routes running up and down the street.</p>

<p>Like other parts of Brunswick and Coburg, development is highly correlated with the tram corridors with Lygon Street south of Moreland Road where all current projects on the Urban.com.au project database are located. The most recent planning maps for Moreland show the development-friendly C1Z running up both sides of Lygon Street from the City of Melbourne boundary to Moreland Road and beyond that to the end of route 1 on Bell Street, the General Residential Zone becomes dominant.</p>

<p>On paper, the section of both routes where they are combined provide quite possibly the best tram services in Melbourne with a tram every 10 minutes at night (generally after 9pm), at all other times, a very high frequency service is offered. These two routes pass through a small section of the City of Yarra in the north, however the properties facing and surrounding the tram corridor are overwhelmingly the restrictive Neighbourhood Residential Zone with two small C1Z and 1 MUZ exceptions around the intersection of Pigdon Street and Lygon Street.</p>

<h2>Lygon Street</h2>

<p>Lygon Street and Brunswick Road is an area on the combined section of routes 1 and 8 that is of particular interest: on three of the four corners of the intersection there are projects present. One is under construction, one approved and another at sales with another project currently being assessed by Moreland a little further up the street.</p>

<p>The highest concentration of projects on Lygon Street lie between Glenlyon Road and Blyth Street: three under construction, four approved and one at sales.</p>

<p>At present we don't register any projects north of Albion Street however this area has not been bereft of any new high-density development - the street changes name to Holmes Street north of Albion and then becomes Nicholson Street north of Moreland Road - and it's this intersection where the route 1 and 8 tram routes split that buildings like <a href="https://goo.gl/maps/QsdrofXFqv62">The Nicholson</a>, one of the largest modular construction projects in recent times, exist.</p>

<h2>Future directions</h2>

<p>As mentioned in the <a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-19">route 19 article</a>, Moreland Road is playing an interesting role if you look at the 'helicopter' perspective on Moreland's published planning maps. At Melville and Moreland (route 55), Sydney and Moreland (route 19/route 8) and Lygon and Moreland (routes 1 and 8), the more development-friendly zones bulge around each intersection which points to the possibility that smaller-scale activity centres will be created over time.</p>

<p>Perhaps this is an opportunity for Moreland to encourage more commercial/employment uses in these areas rather than allow residential development to make a foothold?</p>

<figcaption>Moreland Road as it stands: a stitch of current published City of Moreland zone maps</figcaption></figure><p>This east-west corridor is currently served by the 510 bus from Essendon Station via Fletcher Street/Buckley Street - Pascoe Vale Road - Moreland Road - Normanby Avenue and onwards to Ivanhoe (20 minute frequencies at best, however). The route 8 tram duplicates this route between Sydney Road and Holmes Street/Nicholson Street (the extension of Lygon Street).</p>

<p>The Victorian Government's level crossing removal programme will see grade separation at Moreland Road and the Upfield train line - right next to the Brunswick depot (and terminus of the route 8) - is it time to study the creation of a proper cross-town tram route on Moreland Road?</p>

<p>As <a href="https://www.urban.com.au/news/the-northern-light-rail-link">I've written previously</a>, the distance from Moreland Station (Coburg) to Essendon is approximately 4km and from the Nicholson Street/Holmes Street and Moreland Road intersection to St. Georges Road intersection is approximately 1.5 km. Approximately 5.5km of new track track in the Moreland Road corridor would link all the tram routes in Melbourne's north.</p>

<p>In assessing the merits of this east-west route (memo: Infrastructure Victoria/Public Transport Victoria/Yarra Trams and all those who would leap to "a bus will suffice"), it would be wise to take a serious look at the operational benefits in relation to the depots.</p>

<p>Laying this new tram track in Pascoe Vale Road/Moreland Road/Normanby Ave would then allow new cross-town services to operate, linking all the radial tram lines (along with three rail lines) and providing incentives to intensify commercial/office/employment development in the corridor but also provide increased operational flexibility for Yarra Trams when it comes to making good use of its existing depot facilities in the north.</p>

<p>Essendon is constrained for space, Brunswick and Preston depots less so to varying degrees. Moreland Road tram tracks would allow Yarra trams to increase the tram storage capacity at Brunswick and Preston depots to cater for a larger (and individual longer) tram fleet and use those depots for routes that currently operate out of space-constrained Essendon.</p>

Melbourne's development by tram: the 1 & 8

<p>Following on from <a href="https://www.urban.com.au/news/welcome-to-boom-town-melbournes-low-rise-high-density-projects-in-one-long-list">Friday's list of 2, 3 and 4 floor low-rise high-density projects</a>, today we're looking exclusively at projects which have either 5 or 6 floors.</p>

<p>There are 243 current projects in the list below and while the overwhelming majority of projects are residential, there are a few notable commercial projects such as the ABC's expansion of its offices and broadcast facilities on <a href="/new-apartments/southbank-vic-3006">Southbank</a>, the <a href="/developments/burnley-vic-3121">East Edge Botannica</a> project in Richmond and <a href="/developments/hawthorn-vic-3122">8 Hall Street</a> in Hawthorn.</p>

<p>Factoring in purely residential projects, the list of projects below yields 10,781 dwellings from planning assessment to construction.</p>

<h2>The low-rise high-density story</h2>

<p>Combining the numbers across both lists - that is, buildings with 2, 3, 4, 5 or 6 floors - there are just under 18,000 dwellings across 453 projects (2 more low-rise projects have been added since Friday's article). 46% of all projects on Urban.com.au <a href="https://www.urban.com.au/developments">Project Database</a> have 6 or less floors.</p>

<p>Furthermore Urban.com.au has site area data on 214 of the 453 projects outlined in the table above; this subset has an average of 312 dwellings per hectare. Dwellings per hectare = 10,000 ÷ (Site Area m<sup>2</sup> ÷ Dwellings).</p>

<p>Where Friday's list has projects which provide a good insight into what is possible in the residential growth zone throughout the Metropolitan area, today's list looks at the small step up into areas where suburban structure plans encourage higher-density development.</p>

Melbourne's low-rise high-density: all projects with 5 or 6 floors in one long list

<p>Pockets of Moreland continue to gentrify via a pipeline of new apartment projects, with the latest being <a href="https://www.urban.com.au/buildings/iseo-443-lygon-street-brunswick-east">ISEO</a> at 443-445 Lygon Street, Brunswick East. Most apparent on this stretch of Lyon Street is the continued shift toward apartment living, with ISEO a prime example.</p>

<p>The project's interiors have been created by Plus Architecture on behalf of TON Projects, with ISEO returning to residential use after 36 years as a commercial venue, albeit returning in a far higher density format.  The project will feature 28 one and two bedroom apartments, with ground floor retail set to usher in new restaurant and retail spaces.</p>

<p>Landscape architect Brett Robinson of Acre has designed external areas which includes an internal courtyard, while the Plus Architecture team have created interiors which reference the project's industrial surrounds. With Capital Property Marketing handling sales, it's expected that purchasers will be drawn to the project's creative design when sales commence during September.</p>

<h2>The bigger Moreland picture</h2>

<p>While ISEO is the most recent apartment development to launch sales, a number of others along Brunswick East's Lygon Street look likely to advance as well. A string of retail spaces covered by <a href="https://www.urban.com.au/buildings/8-lygon-street-brunswick-east">6-20 Lygon Street</a> are currently sitting idle, with approval for 149 dwellings onsite in place on behalf of Liuzzi Property Group. Directly opposite Blue Earth Group's Rima Brunswick project should also see an additional 150 apartments delivered in the near future.</p>

<p>A sweep through the Urban.com.au <a href="https://www.urban.com.au/developments">project database</a> sees 14 projects currently at Registrations and Sales within Moreland's boundaries, with a sum of 956 apartments for sale.</p>

<p>In addition to those projects under construction or at sales, a number of notable planning applications have landed with Moreland City Council in recent times. Smaller multi-level projects aside, three notable developments are currently seeking approval.</p>

<p>Branson Group are hoping to have resolution soon enough on their want to deliver a seven level residential block at <a href="/new-apartments/38-40-breese-street-brunswick">38-40 Breese Street</a> Brunswick. Designed by ADDARC, the proposal would include 30 one and two bedroom apartments, adding to the already popular residential renewal of the area surrounding Anstey Station.</p>

<p>In nearby Coburg, 200-216 Sydney Road is set for major change with plans afoot for a mixed-use development consisting of a supermarket, commercial office space and 124 apartments over a six level building.</p>
