288 Albert Street, Brunswick

<p>Brunswick, Brunswick East and Brunswick West's respective apartment markets continue to steam along at pace, regardless of where the wider Melbourne apartment market is at.</p>

<p>A handful of freshly completed apartment developments have been replaced by projects which have begun their construction phase, and a freshly launched development is adding further buyer choice to the market. <a href="https://www.urban.com.au/buildings/the-finery-267-277-lygon-street-brunswick">The Finery</a> is the area's latest release and is located across 267-277 Lygon Street.</p>

<p>Consisting of 30 apartments atop a string of retail tenancies, the newly launched development accounts for a single storey nondescript brick building, and finds itself surrounded by fellow apartment projects.</p>

<p>The Finery joins 13 other sizeable apartment projects noted at sales that Urban.com.au is tracking across the three suburbs.</p>

<p>Directly opposite The Finery, two apartment projects have received their finishing touches in recent weeks. Both designs&nbsp;of CHT Architects,&nbsp;<a href="https://www.urban.com.au/buildings/the-burgin-residence-260-274-lygon-street-brunswick-east">The Burgin Residences</a> and East Apartments are now complete and combined add approximately 140 new apartments to the area.</p>

<p>Freshly completed too is CBD Development Group's <a href="https://www.urban.com.au/buildings/288-albert-street-brunswick">288 Albert Street</a> in Brunswick, with 269 apartments over two buildings at practical completion at the hand of builder LU Simon. Brunswick West has also notched a completed project in recent weeks; Exner Building completing The Moreland at 444 Moreland Road, taking over the buiild post the collapse of Watersun Constructions.</p>

<p>Hundreds of further apartments are also nearing completion, in the form of Iseo, <a href="https://www.urban.com.au/buildings/rima-22-lygon-street-brunswick-east">Rima</a> and <a href="https://www.urban.com.au/buildings/8-lygon-street-brunswick-east">8 Lygon Street</a>, all of which are located on Lygon Street.</p>

<p>Despite the flood of newly completed apartment into Brunswick and surrounds, an even larger contingent of projects have just begun, or are about to tip into their construction phase.</p>

<p>Demolition onsite signifies that <a href="https://www.urban.com.au/buildings/lygon-place-240-lygon-street-brunswick-east">Lygon Place</a> is on the verge of a construction start following its lengthy sales campaign. Its 96 apartments will soon join the approximately 1,470 apartments at construction across the three Brunswicks.</p>

<p>Chief among these projects at construction in terms of size are Blue Earth Group's 300 apartments in Brunswick West headed by&nbsp;<a href="https://www.urban.com.au/buildings/the-grove-1-5-olive-york-way-brunswick-west">The Grove</a>&nbsp;and Banco Group's first stage of&nbsp;<a href="/buildings/east-brunswick-village-3-bluestone-way-brunswick-east">East Brunswick Village</a>&nbsp;which includes 223 apartments. Both of these projects are in the early stages of their delivery.</p>

<p>Soon to join the construction rush is the combined <a href="https://www.urban.com.au/new-apartments/lt-miller-nightingale-55-nicholson-street-brunswick-east">Lt Miller/Nightingale Brunswick East</a> which has been awarded to Liberty Builders, as is <a href="https://www.urban.com.au/buildings/mr-nichols-65-nicholson-street-brunswick-east">Mr Nichols</a> a short distance away. Brunswick East's <a href="https://www.urban.com.au/buildings/seamstress-11-13-lygon-street-brunswick-east">Seamstress</a> is also closing in on a construction&nbsp;start.</p>

<p>As various apartment projects filter through their respective development phases, additional projects currently before City of Moreland are seeking to fill the breach. Urban.com.au has already covered major intended projects such as <a href="https://www.urban.com.au/news/jw-lands-park-street-proposal-goes-down-a-different-design-path">699 Park Street</a> and <a href="https://www.urban.com.au/news/milieu-property-moves-on-lygon-streets-established-apartment-strip">121 Lygon Street</a> over the course of 2018, with a swag of other prospective projects also seeking approval.</p>

<p>Although smaller in stature, the latest application to enter the Urban.com.au&nbsp;Project Database within the area is Brunswick West's <a href="https://www.urban.com.au/new-apartments/134-136-melville-road-brunswick-west">134-136 Melville Road</a>.</p>

<p>Orion Investments Pty Ltd is looking to take advantage of a vacant site by way of a&nbsp;Design Consortia Australia scheme for 15 apartments across a four level apartment block.</p>

Comings and goings in Brunswick's engaged apartment market

<p><a href="https://www.urban.com.au/news/melbournes-development-by-tram-the-19">Last time we profiled the development occurring along the Tram #19 / Sydney Road corridor</a> there were 43 projects and 2,938 units in the pipeline with almost half of those projects sitting at a status of approved.</p>

<p>15 months later, Brunswick, Coburg and Coburg North have unsurprisingly seen their numbers increase, both in total number of projects as well as dwelling unit counts on the Urban.com.au Project Database.</p>

<p>5 projects have completed construction (304 new units) and there's still a bit of cross-over - some projects have progressed, some are still sitting at approved.</p>

<p>The number of approved project has stayed roughly the same over the past 15 months, cementing Brunswick with a good pipeline of approved new dwellings. </p>

<p>In October 2016 like in February 2018 there are 9 projects at Registration &amp; Sales however there are approximately 25% less dwellings currently for sale, which speaks to <a href="https://www.urban.com.au/news/leonard-teplin-discusses-whats-next-for-melbournes-property-market-in-2018">what the industry has been saying for a while now</a> - projects are seeing fewer apartments which are not targeted at investors but owner-occupiers.</p>

<p>Furthermore - there is a similar amount of apartments currently under construction - 7 projects in February, 8 back in October 2016 and there are approximately 14% less units under construction.</p>

<p>The biggest increase in numbers for the pipeline segment is projects before council/with a Planning Assessment status.  In October 2016 there were 6 projects representing 313 dwellings before Moreland City Council, now there are 11 projects and over 1000 dwellings.</p>

<h2>Sydney Road (South of Moreland Road)</h2>

<p>The heart of Brunswick maintains its place on the list of local areas where the most projects are located.   </p>

<p>In October 2016 it was the Anstey precinct which had the most projects but now between Victoria and Park Streets there are 21 projects (up from 13).</p>

<p>The Anstey precinct (plus immediate area) has 15 projects between Victoria Street and Moreland Road.</p>

<p>As was the case in October 2016, north of Moreland Road, the Urban.com.au Project Database shows far less projects than what is present south of Moreland Road.</p>

<p>Including projects in the area around the old Pentridge Gaol, there are 11 projects plus one more straggler located near the end of the tram tracks on Sydney Road adjacent to Batman Station.</p>

Melbourne's development by tram redux: the 19

<p>Weighing in at 43 projects, the route 19 tram on the Sydney Road corridor has the potential for a very big uplift in public transport passenger carrying capacity thanks to the Upfield line running adjacent to the tram.</p>

<p>Having said that, the Upfield line is a long way from seeing train frequencies increase (a significant boost is not likely to come before the completion of the Melbourne Metro Rail project) and I'd expect the route 19 to do the bulk of the work of delivering frequent transit through the heart of Brunswick for a long while yet.</p>

<p>The route 19 begins at the Flinders Street Station terminus on Elizabeth Street in the CBD and travels up to the Haymarket roundabout and then heads directly north up Royal Parade and Sydney Road. The scope of this case study begins at the boundary of the City of Melbourne and City of Moreland on Park Street.</p>

<p>The majority of the development pipeline is in Brunswick, south of Moreland Road, with a major cluster around Albion Street/Anstey Station and from Anstey southwards, the pipeline is quite consistently spaced all the way down to the City of Moreland municipality boundary.</p>

<p>North of Moreland Road, through the upper-end of Brunswick and into Coburg, the tram corridor has a handful of projects with a smaller cluster of projects around the periphery of Coburg, including in the former Pentridge prison grounds. Batman station, near the end of route 19, has two projects in the pipeline.</p>

<h2>Sydney Road (South of Moreland Road)</h2>

<p>The cluster of development around Anstey Station is the main feature in this section of the 19 tram corridor, however there is quite a smattering of new development in the pipeline.</p>

<p>Much of the land between Sydney Road and the Upfield train line, south of Moreland Road, is zoned C1Z. The same being said for properties on the eastern side of the tram corridor and this has resulted in new pipeline projects being evenly spread from Anstey southwards.</p>

<p>South of Anstey, there are 13 projects on the tram 19 corridor, the retail heart of Brunswick.</p>

Between Albion Street and Moreland Road, the width of the C1Z narrows to include only properties which face Sydney Road.</p>

<p>Of the combined 18 projects in this region, 3 are under construction, 5 are at sales, 8 sit at an approved status and the remaining 2 at planning assessment.</p>

<p>As soon as the route 19 tram crosses Moreland Road, the most <a href="http://planningschemes.dpcd.vic.gov.au/__data/assets/pdf_file/0003/188445/moreland11zn.pdf">recent zone maps</a> for Moreland show the zones switching from C1Z to ACZ1 fronting Sydney Road with "step-down" to General Residential Zone 1 on either side of Sydney Road. And this remains a feature all the way up to Bell Street and the Coburg activities centre.</p>

<p>As discussed in the opening, development is concentrated south of Moreland Road and the thin strip of ACZ1 zoned properties between Moreland Road and the greater Coburg activities centre is quieter in terms of projects on the Urban.com.au Project Database.</p>

<p>We currently don't register any projects inside the Coburg activities centre at this time - this no doubt has something to do ongoing planning work in Coburg - however just north of Bell Street, both inside and outside the former Pentridge prison, there's a collection of projects.</p>

<p>It's a tough one actually. Sydney Road is perhaps one of the most development-friendly areas on the tram network given the vast amount of C1Z / Activity Centre zoned land.</p>

<p>On one hand, the Upfield train line as it stands has some of the lowest levels of service and the tram 19 has some of the highest levels of service. Over time, the goal should be to shift some of the load from the route 19 tram onto the Upfield train line, but this is not likely to happen for another decade.</p>

<p>That's because increasing frequencies on the Upfield line (and on the Craigieburn line) is dependent on the Sunbury line being removed from the city loop. This is going to happen, but only after the completion of the Melbourne Metro Rail project.</p>

<p>At the same time, the City of Moreland has one of the highest rates of cycling in Melbourne, yet the main thoroughfare is still clogged with cars which on the whole makes Sydney Road not the most pleasant urban environment to walk in. The car still dominates the landscape in this part of Melbourne.</p>

<p>Community initiatives such as <a href="http://www.sydneyroad.org/">Revitalise Sydney Road</a> are seeking to engage with traders in the area to make Sydney Road far more pleasant and it will be interesting to see how the new City of Moreland council proceeds during the next term.</p>

<p>Unlike the East and South of the tram network, there is no cross-town tram route outside of central Melbourne in the north. Cross-town public transport in Brunswick and Coburg is provided by several bus routes which have varying levels of service.</p>

<p>As you'll see in the next two articles in this series, the City of Moreland is shouldering a lot of the out-of-Central Melbourne development burden, directly on tram corridors and while this radial transit is likely to need the most focus to increase capacity as Brunswick sees more and more people move in to the area, cross-town transit will also need a good seeing to.</p>

<p>Especially along Moreland Road where at major intersections (with tram lines no less), there is likely to be increased development focus thanks to more generous high-density zoning.</p>

Melbourne's development by tram: the 19

<p>The next wave of projects readying for construction will see well in excess of $1 billion worth of additional development across Melbourne. Supplementing recently awarded projects and open construction tenders, a handful of major projects are also seeking permits to begin the construction process.</p>

<p>The most recent site to receive builders signage is CBD Development Group's 288 Albert Street, with LU Simon snaring Brunswick's tallest current development. At 14 levels, 288 Albert Street joins the likes of Reflections and The Burgin Residence (ABD Group), Dux Richmond Hill (Hacer Group) and Meridian (Platinum Constructions) as projects which have builders in place, but have yet to start works onsite.</p>

<p>Combined the above five projects alone will add near enough to 750 new apartments to Melbourne's inner suburbs.</p>

<p>Whilst the above projects are poised to begin construction, a wave of additional projects are at construction tender. Among them are two aged care projects that continue Melbourne's verticalisation of retirement living.</p>

With both freshly listed as new construction tenders, the end result will be hundreds of new aged care and community care beds, along with various facilities and services supplementing either development.</p>

<p>With its call to construction <a href="https://www.urban.com.au/news/construction-beckons-for-queens-place">recently outlined on Urban.com.au</a>, Queens Place Tower 1 headlines the prospective residential builds at tender. At the lower end of the size spectrum a swag of residential projects are also looking to lock away a builder. </p>

<p>Rosslyn Apartments, Harvard Apartments, Piccolo Developments' 228-230 Dorcas Street, Rockley Gardens, 7-15 Little Oxford Street and the John Wardle Architects-designed 424 Malvern Road are all at tender.</p>

<p>IGLU's 229 Franklin Street is a roughly 30 level tower that will mark the provider's entry into the Melbourne market, whilst Flemington Road is in for another shot of student living development. This is likely in the form of 5-17 Flemington Road, although a number of other student apartment projects are also active in the area.</p>

<p>From a commercial perspective three projects are preparing their tilt at construction, headlined by 161 Collins Street's T&amp;G Building refurbishment which is at tender. Owner Pembroke Real Estate's plans for the historic building involve a Bates Smart-driven overhaul of the famed Melbourne landmark.</p>

<p>Direct off Urban.com.au's Forum is news that two of the CBD's larger commercial proposals have taken steps toward construction. 405 Bourke Street is subject to a Construction Management Plan submission which is with City of Melbourne and reportedly calls for a 10 month demolition and excavation programme, followed by 27 months of construction.</p>

<p>A Demolition Management Plan is also up for 477 Collins Street, with the Mirvac-backed development inching toward construction. Demolition is slated through to mid 2017, with construction complete in time for accounting firm Deloitte as the initial tenant to take up space by June 2020.</p>
