Bennelong Cove - 16 Burroway Road, Wentworth Point

The <a href="https://www.urban.com.au/developments/sydney-nsw-2000">Sydney CBD</a> skyline is to continue its transformation from old to new.

Property development and funds management giant, <a href="https://www.urban.com.au/developers/charter-hall">Charter Hall</a> has filed plans with the City of Sydney Council for several new buildings, one a 55-level mixed-use tower at 201-217 Elizabeth Street, on the corner of Park Street and opposite Hyde Park.

The 3,900 sqm corner site is currently home to a 38-level commercial office tower with a retail plaza at the lower ground level that has&nbsp;underground pedestrian connections to Museum Station.

The new $924 million tower will incorporate both hotel rooms and apartments, as well as ground and podium-level retail and hospitality spaces.

Proposed is a genuine mix of one, two, three and four-bedroom apartments. On offer will be 67 one-bedroom apartments, a rarity in the new apartment market, as well as 123 two-beds, 58 three-beds, and 16 four-bedroom apartments.

The apartments will start from level 12. Levels one to 11, the podium will home 441 hotel rooms.

The design, spearheaded by design competition winner <a href="https://www.urban.com.au/architects/fjc-studio">fjc studio</a>, introduces significant urban enhancements, from minimising overshadowing on Hyde Park to creating accessible pedestrian spaces, making the site a distinctive entry point into the city.

fjc studio designed a tri-partite tower with three sections in various heights and orientations, aiming to create an “urban repair” along the Elizabeth Street streetscape, reconnecting the area visually and physically with neighbouring sites.&nbsp;

fjc studio said the proposed development at 201 Elizabeth Street will be targeting an exemplary level of sustainability performance, benchmarked against the most progressive definitions of sustainable development in the Australian marketplace.

"With a targeted 5 Star Green Star Buildings v1 rating, a 4 Star NABERS Hotel Energy rating, a 3 Star NABERS Hotel Water rating and BASIX targets that exceed the minimum compliance level, the building will meet a holistic definition of sustainability through design, construction and in to operation," fjc studio noted in its submission to the Sydney of City Council.

fjc won the design competition for the development in late 2018.

The Jury reached a unanimous decision in recommending fjc’s scheme as the preferred winner of the competitive design process fjc studio proposed a tri-partite ‘cluster’ of finely proportioned elements for the tower, each at a different height and orientated towards the north east in a varying fan alignment.

The alignment of each element maximises views from apartments to Hyde Park and Sydney Harbour.

Elizabeth Street is set to look completely different in the next decade.

Other developments down the prime street that is just one of three developable roads on Hyde Park include <a href="https://www.urban.com.au/developers/central-element" target="">Central Element</a>'s 271 Elizabeth Street. The <a href="https://www.urban.com.au/news/nsw/central-element-get-sign-off-for-mixed-use-hyde-park-tower-in-sydney-cbd">$100 million development</a>, with 53 apartments, will replace the 16-level&nbsp;Hyde Park Inn hotel. The apartments will sit above&nbsp;several retail tenancies on the upper and lower ground floors.

Alternative asset manager,&nbsp;<a href="https://www.urban.com.au/developers/fife-capital" target="">Fife Capital</a>, also has plans for a <a href="https://www.urban.com.au/news/nsw/exclusive-fife-capital-lodge-castlereagh-street-sydney-cbd-mixed-use-apartment-and-office-development">17-level tower at 139 Elizabeth Street</a>. The plans are for just 26 apartments in a building that will be predominantly made up of office space. The tower will&nbsp;sit alongside a heritage-conscious redevelopment of the George Bosch Chambers and St James Hotel&nbsp;building that has stood since the 1920s.

Burgeoning Sydney developer Billbergia has unveiled updated plans for its Bennelong Cove project, the final stage of the award-winning 11-hectare master-planned community at Wentworth Point in Sydney’s inner-west.

After years of strategic planning, a two-stage international design competition and on-going community consultation, an updated scheme by FJC Studio has been submitted for public exhibition by the NSW Department of Planning and Environment.

Comprising two residential towers of 40 storeys, the proposed development will deliver around 900 apartments.

The proposal also incorporates a waterfront promenade with amphitheatre, restaurants, cafes and a registered club and pub to activate the foreshore promenade with a major new park in the heart of the town centre. It’s accompanied by $70 million in new community and social infrastructure, under a Voluntary Planning Agreement submitted to City of Parramatta Council.

Subject to council approval, Billbergia has committed to new community infrastructure including a $36 million multi-purpose indoor sports and recreation centre, with outdoor courts, a 16,000 square metre park and foreshore promenade with picnic areas, play spaces and exercise areas, and a council-owned 90-place child care centre.

Billbergia has also committed to a second privately operated 90-place childcare centre and continued funding to operate the widely popular free Baylink shuttle bus service that connects residents to Rhodes station. Boasting more than 14,000 weekly passenger trips, the bus service has recently been upgraded to fully electric vehicles would operate under the agreement until the anticipated delivery of the Parramatta Light Rail in 2031.

The new proposed scheme is based on feedback from both Council and the community.

Saul Moran, Development Director of Planning and Design at Billbergia, said they've collaborated with the architects and an independent design excellence jury to address feedback on the earlier scheme.

"As a result, residential buildings are set back further from the water and have been reduced in height - consistent with the nearby Sekisui Sanctuary development,” Moran says.

“Billbergia has been involved in the Wentworth Point community for more than 15 years. In that time we’ve seen the transformation of the suburb from an underutilised former industrial site in 2008, to the thriving residential community it is today.

"Bennelong Cove is the critical final stage that will see the entire waterfront promenade activated and provide enhanced community infrastructure alongside the delivery of critically-needed new housing supply."

According to Moran, Billbergia has placed strong emphasis on place-making and resident amenity in addition to delivering the necessary infrastructure for the growing suburb.

“Community feedback has shown us that more social and sporting infrastructure is also high on residents’ wish lists, revealing the value they place on waterfront access. We see the delivery of an activated foreshore promenade with greater open space and new leisure facilities as critical to this,” Moran added.

Wentworth Point was first rezoned for residential use in 2004 and declared a Priority Precinct in 2014. During this time it has grown to an estimated population of 14,500 people.

The growing community has been supported by significant public and private sector investment in community infrastructure resulting in the delivery of a primary school with a high school currently under construction, as well as a community centre and a library facility. In addition to new transport infrastructure, a medical centre and a neighbourhood shopping centre have also been delivered for the Wentworth Point community.

The Liveability Index rated Wentworth Point’s community and employability among the highest of all suburbs.

“Wentworth Point is a nationally-awarded showcase in urban regeneration and transport-oriented development. Our growing community is diverse and engaged, living in an affordable lifestyle precinct with easy access to retail, dining, education, health, sporting, and public transport,” Moran said.

FJC Studio, who won the design competition for the project last year, said in their Design Statement submitted to the Willoughby Council their concept is for a different type of vertical living.

"Not a conventional tower apartment tower of dark glass but a unique form of vertical living that belongs on the North Shore, draws on the vernacular and materiality of the suburban living, and attracts residents who are drawn to the great beauty of this bushland suburb close to urban and village centres.

"The new built form is defined by the integration of selected native tree and plant species at the podium level and integrated up between the narrow tower forms creates a new suburban, landscaped tower."

They said it will appeal&nbsp;to young professionals, couples, and empty-nesters.
